IF YOU ENTER, NO MONEY
The U.S. Senate conditioned 8.5 billion U.S. dollars of loan foreseen for Turkey on ''no entry in Northern Iraq.'' The text approved by the Senate for economic support to Turkey which can be converted into loan included the expression saying ''if Turkey deploys soldiers in Northern Iraq unilaterally, none of these funds will be given.'' Support to Turkey was linked with cooperation with the United States in the U.S. House of Representatives. Now, the eyes are on the Compromise Committee which will convene on April 11.

GUL: ''WE WON'T ENTER ANYWAY''
Foreign Minister Abdullah Gul said, ''there is nothing like condition. We don't decide to enter Northern Iraq. But, we will do what is necessary in case of terrorism or migration.''

LET'S MAKE THEM SLEEP FIRST, THEN WE WILL FORGET
The place is Copenhagen. The date is December 2002. German Foreign Minister Joschka Fischer told his Danish counterpart to find a formula that would make Turkey sleep. The backstage of the Copenhagen Summit, from which Turkey had expectations for a negotiation date, was revealed with the images turned into a documentary film by a Danish journalist. According to the images in which European Union (EU) Term President Denmark's Prime Minister Rasmussen is talking to Foreign Minister Moller, Germany changed its view about Turkey for three times in 12 hours. Fisher firstly suggested to give a date which would delay Turkey. But, then he changed his view by saying that they should forget the issue. And, Danish Prime Minister defined the Copenhagen Summit: Nobody supported Turkey on the table.

DENOMINATIONAL VISION TENSION
Prime Minister Recep Tayyip Erdogan was very angry because the Denominational Vision was considered a terrorist organization in the statement of reasons of the security agreement signed with Germany and later sent to the parliament. Erdogan defined the stance of the Foreign Ministry bureaucrats as ''officiousness.''

''WHAT WE CAN GIVE IS ONLY OUR BLOOD''
Quake survivors, who had new homes with the 10 million U.S. dollars of oil donation that Iraqi leader Saddam Hussein sent to Turkey after the devastating earthquake which hit Marmara Region in August 1999, donated blood for the injured Iraqi people yesterday. Ilhan Kececi, one of the quake survivors who donated his blood in the cafe which was turned into infirmary, said, ''they gave us houses. Is it a thing to exaggerate if we donate our blood for them?''

CRITICAL THRESHOLD OVERCOME
The Treasury overcame the ''April 9 Syndrome'' very easily. The market competed to give 2 billion U.S. dollars to the state in the bond auction yesterday. The interest rates decreased. The markets proved that there was no need to worry and have nightmares about the rolling over the domestic debt. The banks showed interest more than expected in yesterday's domestic debt auctions. The Treasury borrowed 3.2 quadrillion Turkish liras (TL) equal to 2 billion U.S. dollars in one day. Thus, it was shown that there was no need to worry that ''the state would have difficulties in repaying 5.3 quadrillion TL of domestic debt and interest rates would increase too much on April 9.''

HARSH DISCUSSION OCCURS IN PARLIAMENT
Parliamentary Human Rights Commission Chairman Elkatmis told U.S. diplomat Kass, ''what you are doing in Iraq is violence. You are carrying out a genocide.'' Kass responded as saying, ''take your words back.'' Elkatmis said, ''why should I take my word back. The meeting is over.'' This harsh discussion occurred when U.S. Deputy Political Counselor to Turkey Nicholas Kass visited Parliamentary Human Rights Commission Chairman Mehmet Elkatmis on Friday. After Elkatmis said that the meeting was over, he saw off his guest.

RECIPE THAT SINKS COUNTRY
According to the report of the Central Bank, the domestic debt stock was around 29.3 percent in 1999 when an agreement was made with the International Monetary Fund (IMF) but it increased to 55.2 percent in 2002. The foreign debt burden climbed from 103 billion to 127.5 billion U.S. dollars in the mentioned period.

DISCOURSE CHANGES WHEN THEY COME TO POWER
The Justice and Development Party (AK Party) cadre which presented a proposal for a change in the by-laws to leave aside the opposition, sent similar arrangements made in the former legislative term to the Constitutional Court and those arrangements were cancelled. The petition for cancellation which was given when many AK Party members including Deputy Prime Minister Mehmet Ali Sahin was a member of the banned Virtue Party (FP), had defended the view that ''legislative organ is totally under the order of the government. The law will be a toy of the power.''

TOTAL CHANGE IN STATE
According to the public management reform, Communication, Science, Technology and Economy ministries will be formed. The state will be re-arranged.

DENOMINATIONAL VISION ROW
Justice and Development Party (AK Party) was uneasy about the inclusion of Denominational Vision in the agreement on ''fight against terrorism'' signed by Turkey and Germany. There is tension in the Foreign Ministry which prepared the file.

TURKIYE (RIGHT)

NORTHERN IRAQ CONDITION FOR U.S. AID
In the supplementary war budget document approved by the U.S. Senate, it is said that the United State will extend 1 billion U.S. dollars in economic grants to Turkey on condition of ''avoiding unilateral intervention in northern Iraq''. It says, ''none of these funds will be given if Turkey unilaterally deploys soldiers in northern Iraq during military action against Iraq.'' Meanwhile, in another document approved by the House of Representatives, it is mentioned that support will be given to Turkey if it cooperates with the United States in a way which also covers humanitarian aid.

''VOLUNTARY BUSINESS'' FAILS
The government turned towards domestic resources instead of ''economic mobilization''. In order to save Turkey from borrowing burden, the government shelved plans for collection of ''voluntary donation'' and issuing ''war debenture bonds''. The Government has given the start for works on economic benefits of domestic resources, particularly boron.

ZAMAN (CONSERVATIVE)

BORON INSTITUTE TO BE ESTABLISHED
A ''Boron and Products Research Institute'' will be established within structure of the Energy and Natural Resources Ministry. A bill on establishment of such an institution was approved by the Council of Ministers and sent to the Parliament Speaker's Office. In the reason of the bill, the government says that such an institute will be opened to operate and sell boron mineral better. It adds that although Turkey has 63.3 percent of total boron reserves in the world, the global market share of the boron products it exports is 22-25 percent.

G-7 SUPPORTS ECONOMIC PROGRAM
The Group-7 comprising industrialized countries said it supports Turkey's efforts to progress IMF-backed financial stability and economic reforms. G-7 countries said they welcome signing of letter of intent and Turkish government's making new and strengthened commitments with the aim of progressing financial stability and economic reforms which constitute basic factors of increasing market confidence.

REPROACH TO TURKEY
Regarding deportation of three Iraqi diplomats, Iraqi Ambassador in Ankara Abid Salih Duleymi said, ''we were not expecting Turkey to give a decision against us.''
