AK PARTY BLOCKED WITH ''ONE VOTE''
The Justice and Development Party (AK Party) was blocked with ''vote threshold'' in its initiative to amend the Constitution. There were 366 votes in favor. AK Party could not reach the majority which did not require a referendum with only one vote. Now, the eyes are on President Ahmet Necdet Sezer, who will make a preference between referendum and veto.

TREASURY TO REPAY 5 QUADRILLION IN DIFFICULT WEEK
The Treasury will repay 5.3 quadrillion Turkish liras (TL) in domestic debt this week. This is the biggest domestic debt repayment of the Treasury in April. The Treasury will hold three auctions on Monday and Tuesday for the repayment. The Treasury will sell 126-day bonds on Monday and 182-day and 385-day debenture bonds on Tuesday.

WE ARE CLOSED ON SUNDAYS
Iranian Foreign Minister Kamal Kharrazi, who requested an appointment from President Ahmet Necdet Sezer for Sunday, received this reply: ''Sunday is official holiday in Republic of Turkey. There can't be any meeting on Sundays.'' When Kharrazi, who wanted to meet with the president and prime minister, insisted on paying his visit on Sunday, appointment crisis occurred. The Foreign Ministry replied Kharrazi's request by saying, ''Friday is the official holiday in Iran but Sunday is the official holiday in the Republic of Turkey.'' It was stated that the appointment could be arranged for Monday. As a result, the Iranian minister who will come to Turkey on Sunday will not go to the Presidential Palace.

AND TORTURE LOSES
The Manisa case which lasted seven and a half years ended. Policemen who tortured youngsters are being sent to prison. The Supreme Court of Appeals Eighth Department concluded the lawsuit in which ten policemen were tried on charges of torturing 14 teenagers in western Manisa province, three days before the statute of limitations. Policemen were sentenced to ten months of imprisonment for every teenager they tortured. The time they will be in prison changes between two and four and a half years.

SECOND MISSILE FALLS ON THEIR HEAD
Villagers who stoned the Americans who came to southeastern Sanliurfa province to take the missile which fell in this province will be tried for 13 years of imprisonment. The Americans who are working in Incirlik Air Base complained about the villagers by claiming that they suffered injuries in the protest which was staged in Dagyani village on March 30. Then, the prosecutor launched an investigation on charges of attacking the U.S. soldiers and damaging the vehicles. The villages are waiting for the testimony of the Americans and the report of the prosecutor. If the complaint is considered rightful, the villagers will be tried on the above mentioned crimes and 13 years of imprisonment will be asked for the villagers.

ASK ''COALITION'' TO GUL
When commenting on the words of Foreign Minister Abdullah Gul during the visit of U.S. State Secretary Colin Powell to Turkey, Parliament Speaker Bulent Arinc said, ''certainly, the Foreign Minister will have some words to explain.'' An hour later, Gul said, ''we are not a country taking part in the war.''

TRILATERAL INITIATIVE
After the visit that Iranian Foreign Minister will pay to Ankara on Sunday, Foreign Minister Abdullah Gul will visit Syria, which also has similar concerns over Northern Iraq.

RED CRESCENT READY
Red Crescent Chairman Ertan Gonen announced that there were 500 thousand refugees in the villages in Northern Iraq and said that they were ready for a wave of migration.

BLOODY DOLL TO ANNAN
The organizations of the men of letters and authors protested the United States and Britain who are staging an attack against Iraq and called for a boycott of U.S. and British products. Human Rights Association (IHD) Izmir Branch members who claimed that the United Nations (U.N.) was also a part of the attack by remaining silent to the crime of humanity, sent a letter and a ''bloody doll'' to U.N. Secretary General Kofi Annan.

HONOR OF HUMANITY DEFEATS TORTURE
The Supreme Court of Appeals did not allow ten policemen who tortured youngsters from western Manisa province to save themselves from punishment due to statute of limitations. The imprisonment terms changing between 60 and 130 months which were approved unanimously have become the heaviest imprisonment given to those who tortured others in Turkey so far.

RECOMMENDATION OF FOREIGN MINISTRY: DON'T GO TO FAR EAST
The Foreign Ministry recommended Turkish citizens not to go to Far Eastern countries if it was not obligatory. The Ministry called on the citizens not to travel to China, Hong Kong, Taiwan, Singapore, Vietman, Indonesia and Thailand where ''Severe Acute Respiratory Syndrome (SARS)'' was seen unless it was obligatory.

KIRKUK CONFLICT
Kurds want, Turkey rejects while the United States is trying to convince with ''promise.'' Even contacts of U.S. State Secretary Colin Powell, who came to Turkey as the shuttle diplomacy of U.S. President George W. Bush's adviser for Iraq Zalmay Khalilzad did not bear fruit, have not overcome the Kirkuk conflict. The United States, which ''re-warmed'' its relations with Ankara as Barzani and Talabani put a condition by saying that ''we need the Kirkuk oil. Allow us to enter. Otherwise, we won't join the war'', is exerting intensive efforts for acceptance of demands of Kurdish leaders. On the other hand, it was learned that Turkish government told Powell that ''entrance of Kurds in Kirkuk was a casus belli for Turkey. The army will enter the region in such a case.'' The United States was in a very difficult situation because it did not find such a conflict as suitable for its current strategy. It was learned that Khalilzad would come to Ankara again on Monday and continue the efforts to find a solution to Kirkuk crisis.

TC IDENTITY CARD TO PEOPLE OF TRNC
Under a bill submitted to the parliament by the government, people of Turkish Republic of Northern Cyprus (TRNC) will be given Turkish citizenships rapidly and will benefit from all rights of citizens of Turkish Republic.

ANKARA IN CONTACT WITH SYRIA AND IRAN
Turkey, which is trying to re-warm its relations with the United States, is also trying not to break its relationship with Syria and Iran, which have common concerns over Northern Iraq but which are in the list of ''enemies'' of Washington. Within this framework, Deputy Prime Minister and Foreign Minister Abdullah Gul will go to Syria in coming days. Iranian Foreign Minister Kamal Kharrazi is expected to be in Turkey on Sunday. Asked if there would be a trilateral initiative among Turkey, Syria and Iran, Gul said, ''there has always been cooperation among countries which are neighbor to Iraq and which are interested in especially Northern Iraq. These are bilateral relations and will continue. These are important contacts.''
