ANSWER THAT BEWILDERS WHITE HOUSE
Prime Minister Abdullah Gul responded to U.S. Vice President Dick Cheney, who called on the officials to hurry, as saying, ''I cannot make this nation accept both the Iraqi and the Cyprus issue at the same time.'' Pressure of the United States on Turkey increased to the highest level as of Tuesday. Cheney telephoned Gul on Tuesday and asked Turkey to make a decision about necessary permission on Thursday. Gul said that the issue would be brought onto the agenda of parliament on February 18. Then, Gul uttered these words which bewildered Cheney, ''I cannot make this country accept both opening of a front in Northern Iraq and taking a step regarding Cyprus issue at the same time.''

WE SHOULD TAKE PLACE IN EQUATION
Justice and Development Party (AK Party) leader Recep Tayyip Erdogan said, ''those who remain outside the equation cannot take place in decision-making mechanism.'' Erdogan clearly stated that Turkey could not remain outside a war.

CHENEY:''ADOPT ALL MOTIONS BEFORE HOLIDAY''
While the method of adopting the motions which will enable the government to get authority from the parliament regarding a possible Iraqi operation is discussed, U.S. Vice President Dick Cheney called Prime Minister Abdullah Gul on the phone yesterday. Cheney asked Gul to adopt the motions on the modernization of airports and ports and deployment of soldiers before the Feast of Sacrifice. Gul responded to Cheney that the motion on deployment of soldiers would be adopted after the feast of sacrifice.

ERDOGAN TELLS AK PARTY MEMBERS THAT WAR IS COMING
AK Party leader Recep Tayyip Erdogan told the AK Party group meeting there were serious developments regarding the Iraqi tension. Erdogan called AK Party deputies to act by taking into consideration the long-term national interests of the country. ''The decisions we make for war are not because we want a war, but so we can contribute to peace as soon as possible at a point when it is not possible to prevent war. Our moral priority is peace, but our political priority is our dear Turkey. If we remain outside the equation at the beginning of the operation, it might not be possible to affect developments after the operation. And if that happens Turkey's long term interests and, God forbid, its security might be endangered.''

''WE ARE OBLIGED NOW''
Justice and Development Party (AK Party) leader Recep Tayyip Erdogan made one of his most difficult speeches in the group meeting of his party and asked his deputies to vote ''in favor of a war.'' Erdogan tried to convince his party for a motion regarding a war which would be presented to parliament in coming days. Erdogan said that decision of the parliament concerning a war would contribute to peace.

NEW TAX LAW TO BE SUBMITTED IN ITS FORMER SHAPE
The tax law which was vetoed by President Ahmet Necdet Sezer was adopted at the Parliamentary Planning and Budget Commission without any changes. Deputies of Republican People's Party (CHP) accused Finance Minister Kemal Unakitan of ''paving his way'' of difficulties with that law and called on him to resign. Unakitan said that he was not guilty and he would not resign just because the opposition wanted it.

BAYKAL WARNS GOVERNMENT
Deniz Baykal, the leader of the Republican People's Party (CHP) said that the Arab nation would assess an operation against Iraq as a fight against themselves. Baykal said that ''a fight can be won by missiles, an administration can be overthrown by war, yet you can't found an administration with missiles. You can form an administration, but that administration can't be the government of the Iraqi people. After a certain period of time, the U.S. will leave the region, but we are here and we want to remain as friends with our neighbours.''

CEM UZAN:''LET'S GET OUT OF EU''
Cem Uzan, the leader of the Young Party (Genc Party) went to TRNC to extend support to TRNC leader Rauf Denktas. Uzan proposed radical changes in policies of Turkey when talking to the correspondent of the paper. ''Let's get out of Customs Union and let's end our engagements with the EU. Let's continue doing business with France and Germany in Europe. I will change all the rules of the game if this is necessary for the interests of the country.'' Referring to Cyprus issue, Uzan said that ''if no agreement is reached in Cyprus, the thing that must be done is to solve the economic problems. The goods produced in Turkey should enter TRNC and everything that is produced in TRNC should enter Turkey without any limitations. TRNC and Turkey should be integrated economically.''

MILITARY AND CIVILIAN PREPARATION
Turkish Armed Forces accelerated dispatch of soldiers and equipment while orders for mobilization have been prepared. Feast of Sacrifice holiday for personnel of critical departments and the Foreign Ministry has been cancelled. Security tightened in places of strategic importance like the Machinery and Chemical Industry (MKE), Turkish Oil Refineries Inc. (TUPRAS), Petrochemical Holding (PETKIM), Turkish Electricity Distribution Inc. (TEDAS), Southeastern Anatolia Project (GAP), and dams. Special commando teams are deployed to several different places at the border.

CHENEY SAYS THEY HAVE LIMITED TIME
U.S. Ambassador to Turkey Robert Pearson told Foreign Ministry Undersecretary Ugur Ziyal that Turkey should announce its decision as soon as possible. U.S. Vice President Dick Cheney, who phoned Prime Minister Abdullah Gul, warned that their time was running out.

SURPRISE NORTHERN IRAQ MEETING
The United States invited Iraqi Kurdish groups to Ankara. U.S. President George W. Bush's envoy Khalilzad will warn Kurdish groups ''in the presence of Turkey.''

ARINC:AUTHORITY SHOULD BE LIMITED
Parliament Speaker Bulent Arýnc said that the authority which the government would ask from the parliament should be limited. Arýnc said ''if the government wants to get an authority in line with Article 92 of the Constitution, the limits of that authority should be certain. The reason of deployment of foreign soldiers in Turkey, when or why Turkey will send its troops to a foreign country and the amount should be limited. I think that parliament will not give an unlimited authority.''

DEVELOPMENTS ABOUT IRAQ HIGH ON TURKEY'S AGENDA
Turkey has a busy schedule regarding the developments in Iraq. Zalmay Khalilzad, the Special Assistant to U.S. President George Bush for Near East, South West Asian and North African Affairs came to Turkey yesterday. Khalilzad, who paid a visit to Turkey in a critical period, said that they expected the cooperation of Turkey regarding the Iraqi issue. Meanwhile the representatives of the Iraqi opposition groups also came to Ankara.

LAST REHEARSAL AGAINST INFLOW OF REFUGEES AT BORDER
As everybody thinks that a U.S. operation against Iraq is likely, Turkey continues to send troops to Habur border gate, which is a door at the border with Iraq. An exercise will be performed in humanitarian aid center on Wednesday. The exercise will be staged in temporary encampment established near Habur Border Gate in Silopi town of southeastern Sirnak province. Possible inflow of refugees will be put to test in the exercise.

TORRENTIAL RAINS AND STORM EN ROUTE
Strong southwest wind is expected in west and central parts of Turkey on Wednesday and Thursday while Aegean and west of Mediterranean will be under the influence of torrential rains.
