COST OF BANKS TO PUBLIC IS USD 60 BILLION
Industry and Trade Minister Ali Coskun stated that the cost of banks which sunk due to bad management was 60 billion U.S. dollars. He added that people shouldered the burden of this cost. Coskun said in his speech in Ankara Chamber of Industry (ASO) that they could not intervene directly in the banks as political authorities because Central Bank set the targets. He added that they were trying to direct the banks. He said that banks should have a robust structure.

PRESIDENT SEZER VETOES TAX LAW
President Ahmet Necdet Sezer vetoed the tax law and returned the law to parliament for a reconsideration. Meanwhile, Finance Minister Kemal Unakitan told reporters after Higher Planning Board (YPK) meeting that they would send the law back without a change.

PARIS COURT VIOLATES FIRSTLY KIVRIKOGLU AND THEN LAW
Paris court rejected the lawsuit that was filed by former Chief of General Staff Huseyin Kivrikoglu against Reporters Without Borders (RSF). The lawyers of Kivrikoglu would appeal to a higher court. Kivrikoglu had filed a lawsuit against RSF on charges of insulting his individual rights by hanging his photograph in a public place without his permission, and asked a compensation of 100 thousand euros.

''WHAT IS HIS TITLE?''
Serious uneasiness caused by Justice and Development Party (AK Party) leader Recep Tayyip Erdogan's statements regarding Cyprus issue will come onto the agenda of the National Security Council (NSC) by this question: ''What is his title?'' Soldiers will tell their uneasiness to government members and ask this style ''to be ended.'' It is noted that President Ahmet Necdet Sezer is also uneasy about this situation. The message that ''although Gul is paying attention to his words regarding Cyprus, Erdogan assumes an opposite stance'' will be given at the meeting. People who does not have an official title or who does not undertake such responsibilities will be asked to refrain from making statements which will push Turkish Republic and Turkish Republic of Northern Cyprus (TRNC) into a difficult situation.

TURKEY CAN AVOID A WAR
Iranian Ambassador to Turkey Devletabadi gave important messages to Milliyet. He said that the United States could not dare to start an operation if Turkey did not want. Devletabadi noted that the United States could not reach success even if it started an operation in such a situation. He said that Turkey could direct the United States with its power and influence in the region.

AWARD TO THOSE WHO SINK BANKS
The Banking Regulation and Supervision Agency (BRSA) will give loan worth of 300 million U.S. dollars from Pamukbank to Mehmet Emin Karamehmet, who sank that bank. The loan will be paid back in 15 years. Karamehmet will save Turkcell shares under sequestration with this loan.

CYPRUS TOUR OF BUSINESS WORLD
Business world will convene in Turkish Republic of Northern Cyprus (TRNC) before February 28, the critical date in Cyprus talks. A statement to be issued after the meeting will reflect the view of the business world about a solution to Cyprus issue. The Industrialists' and Businessmen's Associations (SIAD) Platform, comprised of 51 associations, will announce point of view of Turkish business world towards Cyprus issue. Statement to be issued after the meeting held in Girne today and tomorrow is important because they can contribute to a solution.

BAD NEWS TO KIVRIKOGLU
Paris court rejected the lawsuit that was filed by former Chief of General Staff Huseyin Kivrikoglu against Reporters Without Borders (RSF). Moreover, the court decided that Kivrikoglu should pay court expenses worth of 2 thousand euro. Kivrikoglu's lawyers said that they would appeal the verdict.

MILITARY REINFORCEMENT TO BORDER
Prime Minister Abdullah Gul and Chief of General Staff Hilmi Ozkok revised the measures which should be taken for Turkey's security due to a possible operation of the United States against Iraq. General Staff Headquarters stated after the meeting that people should not evaluate the military reinforcement to Second Army as if a possible operation was close and as if Turkey would take part in the operation.

BITTER PRESCRIPTION OF GOVERNMENT
Savings measures in the public sector were debated at the Higher Planning Board (YPK) meeting. Prime Minister Abdullah Gul asked for privatization of energy distribution in order to overcome the resource problem. There are measures like tax amnesty, limitation in number of personnel, increase in Pension Fund deduction are among the resources.

NEW PUBLIC MANAGEMENT
The Council of Ministers debated the public management reform. The ministries will hand over works related with health, social services, villages, environment and highways to local administrations and municipalities.

CONFIDENCE CRISIS WITH IMF
As a result of indecisiveness and conflicting statements of the government, negotiations are made in writing. A high-level source who attended the meetings between International Monetary Fund (IMF) and Turkish ministers said that a serious discussion took place at the meeting. The source said that the minister clearly and openly rejected some of the demands. But, the same minister told reporters following the meeting that ''they reached an agreement with the IMF on every issue.'' It is obvious: ''This is a crisis of confidence.''

DEPLOYMENT AT BORDER
Following Chief of General Staff Hilmi Ozkok's meeting with Prime Minister Abdullah Gul, a statement was released. The statement said, ''equipment and materials will start to be sent to units under command of Second Army as of Wednesday. This should not be perceived as if Turkey would take place in a war.''

HOPE FOR AGREEMENT
''Partial'' response was given by Greek Cypriots to Turkish Republic of Northern Cyprus (TRNC) President Rauf Denktas' proposal for a change in the United Nations (U.N.) Secretary General Kofi Annan's plan for Cyprus. Denktas said that the Greek Cypriot administration would give a response to remaining parts of their proposal on Friday. Denktas noted that discussions on the plan continued and noted, ''we will naturally sign the document if it is acceptable for us on February 28.''

ANKARA CONFIRMS WORKS ON A NEW CYPRUS MAP
Foreign Ministry spokesman Yusuf Buluc said that they did not ignore the possibility of a new document on Cyprus issue prepared by the United Nations (U.N). Buluc said that works on that issue continued and added, ''changes needed to be made in Annan's plan in order to make it acceptable for Turkish Cypriots are obvious.''

ERBAKAN TO RETURN TO LEADERSHIP IN FEBRUARY
Political ban of Necmettin Erbakan, the leader of the Welfare Party (RP) which was closed down by the Constitutional Court, will end on February 22. Preparations have started in the Felicity Party (SP) for return of Erbakan. Erbakan is expected to be the leader of SP till the end of February. Current SP leader Recai Kutan will be coordinator, deputy leader or adviser.
