SUPRISE PHONE CALL FROM PAPANDREOU TO YAKIS
World shows great interest in the ''Solution Without War Summit'' that will take place with the participation of foreign ministers of Turkey, Saudi Arabia, Syria, Jordan, Iran and Egypt.
Greek Foreign Minister George Papandreou called Foreign Minister Yasar Yakis on the phone on Wednesday evening and took Ankara's pulse for the Iraqi summit that will take place in Istanbul today. It was also reported that Pakistan and Kuwait have similar initiatives.

BOMB ATTACK IN SUPREME COURT OF APPEALS
The bomb hurdled among vehicles in front of Supreme Court building exploded on Wednesday.
Sources said bomb exploded in front of Supreme Court building, causing financial damage in the vehicles and building. There is no report of casulties in the blast. Security measures are tightened in the vicinity after the blast while Ankara Governor Yahya Gur came to the spot.

GUL THINKS CONDITION AFTER SADDAM
Prime Minister Abdullah Gul said that Turkey is worried about the indefiniteness after Saddam Hussein concerning a possible operation of the United States against Iraq. Gul informed True Path Party (DYP) leader Mehmet Agar and deputy leaders Mehmet Ali Bayar and Nuzhet Kandemir about the developments in Iraq previous day. Agar said that Turkey should maintain an active military power in northern Iraq. Gul said that he agreed with Agar and added that the important problem is what kind of structure will be formed after Saddam. He said that the reason why Turkey cannot reach an agreement with the United States and the negotiations extended is this problem.

INSTANT IRAQ SUMMIT IN PRIME MINISTRY
Prime Minister Abdullah Gul and Chief of General Staff Hilmi Ozkok discussed the approval requested by the United States and the steps which will be taken from now on in the summit that was held instantly on Wednesday. Ozkok, Foreign Minister Yasar Yakis and Foreign Ministry Undersecretary Ugur Ziyal attended the summit which was held under the chairmanship of Gul. The meeting lasted one hour and its agenda was Iraq issue.

Constitutional Court amazed also Supreme Court of Appeals Chief Prosecutor Sabah Kanadoglu.
The Constitutional Court stated that, ''it is inappropriate to take any decision about the request for precautionary measure to strip Justice and Development Party (AK Party) leader Erdogan off his party leadership authorities because when he was excluded from founder membership, his leadership came to an end automatically.''

RETIREMENT AGE OF CIVIL SERVANTS TO BE DECREASED TO 61
Government, aiming to decrease number of personnel in state, will retire those who come to the age of 61.
Following the meeting which lasted for about 3 hours and 15 minutes, State Minister, Deputy Prime Minister and Government Spokesman Abdullatif Sener said, ''during today's meeting of the Council of Ministers, the draft law envisaging to decrease maximum working age of workers of the State Employees Pension Fund from 65 to 61 was opened to signature.''
''The draft aims at increasing dynamism of public personnel and giving opportunity to young personnel to be promoted to higher duties. Meanwhile, tenure of public personnel will be extended for four years with decision of the Council of Ministers to benefit from their experiences,'' he said.
Sener added, ''under the draft, 2 thousand 116 personnel will be put on retirement pay. Personnel of state intelligence services, military personnel, judges and prosecutors, and security personnel will be exempted from this implementation.''

NO STATEMENT IS EXPECTED TO BE ISSUED IN ISTANBUL MEETING
''Regional Peace Initiative for Iraq'', which takes place with initiative of Turkey and which brings together foreign ministers of Turkey, Egypt, Syria, Jordan, Saudi Arabia and Iran, starts with failure. The joint statement, which could not be issued as the six countries could not reach an agreement, is expected to be issued in the second summit which will take place in Damascus next week.
As Turkey and Iran think that the statement should only target Iraq, Egypt and Syria think the United States should also be warned.

A NEW MAP TO BE ESTABLISHED IN THE MIDDLE EAST
Iraq's Ambassador in Ankara Al-Duleymi said Turkey was a country having importance in the region, and called on Ankara to adopt an attitude against the war.
Stating that the target of the United States was to form a new map in the Middle East, Al-Duleymi said the United States, which wants to split up Iraq, also targets to take control of oil sources.

ANKARA: THE ONLY GUILTY PERSON IS SADDAM
Turkey, which prepared a draft to be issued after the summit, accused Saddam Hussein and pointed out that, ''Iraqi leadership'' is the only responsible for the sufferings of Iraq and the regional people.
The draft, which is prepared by not mentioning the name of Saddam, is accepted by Iran, but it is difficult for the statement to be accepted by the Arab countries.
A high ranking diplomat expressed his hopelessness by saying, ''this draft can not be issued''.

The United States wait for the National Security Council (NSC) for cooperation. German Foreign Minister Joschka Fischer and Admiral Sir Michael Boyce, the head of the General Staff of Defense of the United Kingdom.

ATTACK TO REMZI OZKAN IS SIMPLE OFFENSE
Ministry of Foreign Affairs Deputy Spokesman Huseyin Dirioz said''abduction of A.A Representative in Russian capital Moscow Remzi Oner Ozkan is believed to be a simple offense.''
Speaking at a weekly press conference at the Ministry of Foreign Affairs, Dirioz told reporters, ''we have been following all developments about the incident. It is believed to be a simple offense. The Turkish Embassy in Moscow have launched all necessary initiatives and requested Russian authorities to capture responsibles and bring them to justice.''

DIPLOMACY WAR
The United States and Britain which cannot risk a war in Iraq without Turkey's support are trying to gain the support of Turkey, while Arabian countries and anti-war European countries are expecting a peaceful approach from Turkey. Istanbul will host a summit in which five Middle East countries will attend concerning this peace hope today. Ankara will also host two important guests from Britain and Germany today. British Chief of Defense Staff Admiral Sir Michael Boyce who stated that they will support the United States in a possible operation against Iraq will arrive in Ankara and German Foreign Minister Joschka Fischer will also arrive in Turkey today.

RETOUCHING SEARCH FOR ANNAN PLAN
Solution searches are continuing in Turkish Republic of Northern Cyprus (TRNC). TRNC President Rauf Denktas and Greek Cypriot side leader Glafcos Clerides met on Wednesday in bufferzone and the meeting lasted two hours 30 minutes. Denktas and Clerides discussed what can be changed in the plan of United Nations Secretary General Kofi Annan for the solution of Cyprus question. Denktas said after the meeting that both sides requested some parts of the plan to be changed and the negotiations will continue.

EL-DULEYMI: IRAQI PEOPLE WILL NEVER FORGET TURKEY'S PEACE EFFORTS
Iraq's new Ankara Ambassador Talip Abid Salih Al Duleymi said that Iraqi people would never forget the peace efforts of Turkey. Evaluating the possibility of Turkey's opening its bases to the United States in case of a possible operation against Iraq, Duleymi said that nobody wants the murder of his brother and added that he knew the pressure on Turkey and he believed that Turkish government will take the best decision about this issue. Duleymi said that Turkey has a rooted culture which will not yield pressures.

FRANCE SUPPORTED TURKEY'S PEACE INITIATIVE
France gave support to the summit which will be held in Istanbul with the participation of foreign ministers of the countries in the region to find peaceful solutions to Iraq issue. France Foreign Ministry Spokesman Francois Rivasseau said that they consider Turkey's all initiatives positively which give determined messages to Iraq and will provide peace and they also support international society which exert efforts for the disarmament of Iraq.
