74 PASSENGERS BURNT TO DEATH
A plane belonging to Turkish Airlines (THY) en route from Istanbul to southeastern Diyarbakir province crashed on landing at Diyarbakir Airport on Wednesday. Officials said that the plane had not instrument landing system (ILS) worth of 1 million U.S. dollars which provides plane to land in heavy fog. There were 75 passengers and 5 crew aboard the plane. A total of five passengers were rescued and hospitalized. Most of the passengers were burnt to death since fire broke out after the plane crash. Sources said that there was heavy fog when the plane was landing at the airport. The plane was split into three parts after the crash.

INDUSTRIAL PRODUCTION INCREASES BY 8.6 PERCENT IN NOVEMBER
Industrial production increased by 8.6 percent in November of 2002, over to the same month of the previous year from the result of monthly industrial production index of the State Institute of Statistics (DIE). Total industrial production increased by 8.7 percent, and mining industry decreased by 9.0 percent, manufacturing industry increased by 10.2 percent, and electricity, gas and water industry increased by 5.4 percent in eleven months of 2002, over to the same period of the previous year. Manufacturing industry production increased by 9.8 percent, mining industry production decreased by 3.5 percent, electricity, gas and water production increased by 4.0 percent in November of 2002, over to the same period of the previous year.

MESSAGES FROM CHIEF OF GENERAL STAFF OZKOK
Chief of General Staff Gen. Hilmi Ozkok said that Prime Minister Abdullah Gul's putting an annotation on decision of Supreme Military Board (YAS) encouraged reactionary action. Addressing press members in a reception in Gazi Officer's Club, Ozkok emphasized that nobody should expect use of headscarf as a political imposition contrary to the regulations, Constitutional Court and Council of State decisions and as a symbol and act for deteriorating traditions of the Republic to be tolerated.

75 PASSENGERS DIE IN PLANE CRASH
Turkish Airlines's (THY) RJ 100 plane en route from Istanbul to southeastern Diyarbakir province crashed on landing at Diyarbakir Airport. The plane was split into parts before it crashed. Five people who jumped out of the plane were rescued and 75 passengers died in the accident. Aliye Il, one of the passengers aboard the plane which crashed during landing at Diyarbakir airport, said that there was heavy fog and the plane crashed with a big noise during landing. Il stated that the plane started landing over Cinar township. ''The plane crashed during landing with a big noise, it was divided into two pieces and it was burning. I fell on the ground. Then, a big explosion occurred. Fire broke out on the plane. It was very terrifying. Two male passengers were also alive together with me. Then, soldiers came and hospitalized us,'' Il said.

PRESIDENT SEZER APPROVES LAW WHICH ENDS FINANCIAL ZERO YEAR
President Ahmet Necdet Sezer approved late on Wednesday the law on financial zero year and investigating the source of financial assets. Presidency Press Center recalled in a statement that Law on Amendment to Income Tax Law, Tax Procedure Law, Corporation Tax Law, Inheritance Tax Law no 4775, Law no 4306, Law on 4481 and Law on 4562 which is also known as Financial Zero Year Law which were approved in Parliament on December 19, 2002 were sent back to Parliament with the request of reconsideration of some sentences on December 31, 2002. It was stated that the law which was approved in Parliament on Tuesday was sent to Prime Ministry to be published in Official Gazette.

THEY HAVE ENCOURAGED FUNDAMENTALISM
Gen. Hilmi Ozkok, the Chief of General Staff, said attitude of Prime Minister Abdullah Gul and National Defense Minister Vecdi Gonul in putting an annotation to the decision of Supreme Military Council was a violation of constitution, stating that, ''of course, this encouraged those who involved in fundamentalism.''
Warning the Justice and Development Party (AK Party) government which was getting prepared to bring headscarf amnesty, Gen. Ozkok said they would not respond positively to the usage of headscarf as a symbol and action to corrode traditions of republic and contradicting with the constitution.

ANKARA SAYS ''NO'' TO LONDON
Turkey said ''no alliance'' to Britain who wanted to make an effective cooperation by using its bases and military facilities during a possible operation of the United States against Iraq.
British Secretary of State for Defense Geoffrey Hoon said Turkey's participation was necessary to make the operation more successful.

DENKTAS: THOSE WHO WANT MAY SIGN
Turkish Republic of Northern Cyprus (TRNC) President Rauf Denktas said the probability of an amendment in the U.N. plan in the new negotiation process is a weak possibility with the opportunities provided to Greek Cypriots.
If there are persons who want to sign it without making an amendment in the plan, they can sign it, said Denktas, noting that ''is there any chance of getting the amendments we want, can we make the sovereignty stronger? This is a weak opportunity after ensuring these opportunities to Greek Cypriots.

NEW 'AXIS' TO ANNAN PLAN
It was officially announced that Turkey will renew its Cyprus policy. Foreign Ministry Spokesman Yusuf Buluc said that there is a need to correct policy in Cyprus, adding that the requirements of this policy are being fulfilled. Buluc said that a new and important factor was added to the process of finding a peaceful solution to Cyprus problem by Annan's putting forward his Cyprus plan. ''There is a need of correcting the policy which takes into consideration the requirements of this important factor,'' said Buluc and noted that the requirements of that are being fulfilled.

BARZANI IN ANKARA
Iraqi Kurdistan Democratic Party (KDP) leader Massoud Barzani arrived in Ankara to hold contacts. Barzani, who spoke at Ankara's Esenboga Airport, pointed out that they wanted to meet with the Turkish officials and to improve bilateral relations that would be in favor of both sides. Barzani is expected to meet with high ranking officials of Foreign Ministry on Thursday morning, and is expected to be received by Prime Minister Abdullah Gul.

THY PLANE CRASHES
RJ 100 type passenger plane belonging to Turkish Airlines (THY), having the name Konya, crashed near Diyarbakir Airport. The plane was carrying 75 passengers and five crew members. A total of 75 people died, and five others rescued. There is the possibility that there was intense fog when the plane began to land, and that it could have crashed because of it. Transportation Minister Yildirim said a team was set up in the ministry, and that three pilots, two engineers, and an expert from the Turkish Airlines would go to the spot today under the leadership of Civilian Aviation Director General Serdar Cebeci to make searches.

Chief of General Staff Gen. Hilmi Ozkok, who spoke at the cocktail which General Staff Secretary General Aslan Gunes hosted for press members, pointed out that, ''our country is face to face with the biggest problems of republican history. Al those problems, which have turned into a suffering vicious circle, can be solved through correct policies that will be implemented.''

DISASTER IN DIYARBAKIR: 75 DIED, FIVE OTHERS RESCUED Passenger plane belonging to Turkish Airlines, which was en route from Istanbul to Diyarbakir, crashed as it was about to land. It was reported that intense fog caused the accident. DNA tests will be made to identify dead bodies of people.

YSK SHEDS GREEN LIGHT TO ERDOGAN
Tufan Algan, the Chairman of Higher Board of Election (YSK) reacted to the written statement of Supreme Court of Appeals Chief Prosecutor Sabih Kanadoglu which he made the previous day regarding elections in southeastern Siirt Province.
Algan, who criticized Kanadoglu without mentioning his name, pointed out that, ''if chairman of every institution state his views to the public, this will only give damage to state.''
Algan stressed that YSK, which is comprised of judges, could not be directed or taken under pressure.
