WE DON'T HAVE EYE ON TERRITORY, WE HAVE RIGHT ON OIL
Four high-level former diplomats of the Foreign Ministry said, ''yes, we have 12-year receivables from Iraqi oil.'' Ozdem Sanberk said, ''we have 10 percent right on Iraqi oil. Information about this issue is in archive of the Foreign Ministry. Saddam Hussein requested Ozal to give up this right.'' Coskun Kirca said, ''Turkey can have this right under the decisions of the League of Nations. Even Abdulhamid had personal rights. Money to come from this oil till 1980s were added to budget.'' Gunduz Aktan said, ''we have right on all Iraqi oil, not only oil in Mosul and Kirkuk. Under an agreement made in 1926, 10 percent of Iraqi oil was given to Turkey for 25 years. Nuzhet Kandemir said, ''we have 12-year receivables from Iraq theoretically. This makes 30 billion U.S. dollars. But, it will not be right to show this wish as we have an eye on Iraqi territory.''

BRIEFING WITH TEARS FROM REAR ADMIRAL
An interesting thing occurred during military briefing at parliament. Rear Admiral Kadir Sagdic cried during the briefing. Parliamentary Foreign Affairs Commission listened to two commanders working in General Staff. Major General Bekir Kalyoncu said, ''parliament has to make a decision about sending troops to Iraq'' when giving information about Iraqi issue. Rear Admiral Kadir Sagdic informed the commission about Cyprus issue. There were tears on Sagdic's eyes when he was stressing importance of Cyprus for Turkey. Sagdic said, ''I also joined 1974 Cyprus Peace Operation. I went to Cyprus as a young officer. The point we have reached today is very saddening. If Cyprus is out of our control, we will really face a security risk.''

''SADDAM CAN HIT''
Military experts illuminated members of Parliamentary Foreign Affairs Commission. ''Erzurum, Erzincan and Adana are within the range of Iraq's mass destructive weapons.'' Generals who stated that the United States were determined about an operation on Iraq explained last demands of Washington: ''1- The United States want to use many fields from Erzurum to Istanbul. 2- Consent of Ankara for 60 vehicles in Incirlik which carry weapons to Kurds.''

FIRST TWO YEARS OF TRAINING PERIOD THEN DRIVING LICENCE
The Directorate General of Security prepared a draft to prevent traffic accidents. Those who gain the right to get a driving license will undergo a training period in traffic for two years. They can get ''a real driving license'' if they do not violate any rules in this period.

FIVE BRIGADES TO IRAQ
The General Staff will deploy five brigades in Northern Iraq in order to stop migration and to support U.S. land operation. Rear Admiral Bekir Kalyoncu, who briefed the Parliamentary Foreign Affairs Commission about developments related with Iraq for five and a half hours, made the expected statement on Turkey's contribution to a possible operation on Iraq. Kalyoncu said, ''we have 22 thousand soldiers in Northern Iraq. We will increase our troops in this region to five brigades. The aim is to prevent migration but, if necessary, we can support a land operation. The United States welcomed this demand.''

DEMANDS OF UNITED STATES
1- Use of three air bases for deployment of soldiers and for air attacks. These bases are Incirlik, Batman and Diyarbakir.
2- Use of three airports: Afyon Airport for fuel supply, Corlu Airport for tanker aircraft, and Sabiha Gokcen Airport for transportation.
3- Efficient use of three main ports during an operation on Iraq, namely Tasucu, Mersin and Iskenderun ports.
4- Use of all highway and railway from Mersin to Northern Iraq border in connection with ports.
5- Entrance of 5-6 thousand private force (Delta Force) to go before the land force formed by 80 thousand U.S. soldiers into Iraq via Turkey.

CRITICISM OF CYPRUS AND IRAQ FROM MILITARY: AK PARTY DOES NOT KNOW WHAT TO DO
Major General Bekir Kalyoncu and Rear Admiral Kadir Sagdic, who gave briefing to Foreign Ministry Commission, criticized foreign policy line of the Justice and Development Party (AK Party).
The military made warnings, ''those who hit his own people, will hit his neighbour,'' and also warned that Saddam could hit Elazig-Sivas-Adana line with chemical weapons.
Stating that the government thought Cyprus lost its strategic importance, the military said AK Party turned the Annan plan, which the previous government rejected, into a ''plan that could be negotiated''.

X-RAY SYSTEM TO IPSALA
State Minister Kursad Tuzmen said Turkey had to make good use of trade potential with neighboring countries like Bulgaria.
Tuzmen attended ceremonies held as x-ray systems became operational at Kapikule and Ipsala border gates.
Meanwhile, Bulgaria's Plovdiv Customs Director Pavel Tonev also attended the ceremony and explained the problems faced in Kaptan Andrevo Border Gate.
Tonev said that they favored solution of problems together and x-ray device would also be assembled to their border gate.

UNITED STATES TO ENTER FROM THREE POINTS
The fronts will be Turkey, Kuwait, and Jordan. The United States wanted also the Sabiha Gokcen Airport. We have not made a political commitment. A total of 2,000 Turkish soldiers are in Northern Iraq. In case the United States hits, we should send 20,000 others.
The United States plans to re-structure the Middle East. Even if Saddam withdraws, the United States will not give up intervention.
The United States wants Turkey's cooperation. They say, ''the quicker we make cooperation, the faster we will solve the problem.''
The United States plans intervention against Iraq from three points. They will be through Jordan, Kuwait, and Turkey. The target is to capture Baghdad.
The United States presented two request lists. Turkey did not make a political commitment. They want to send 80,000 soldiers from Turkey, and deploy nearly 6,000 special forces in Turkey.
They demanded examination of bases, airports, and harbours to be examined with respect to such an operation. Permission given.
The United States wants also Incirlik, Batman, Corlu, Afyon and Sabiha Gokcen airports. They want Tasucu, Mersin, Iskenderun harbours and railways and highways in the region.
We have come to a critical point. We should take a political decision. We should make military planning. Parliamentary decision should be taken.
Our red lines: 1-We don't want Kurdish state. 2-Mosul-Kirkuk should be within Iraqi state. 3-Operation should base on an international legal basis.
Turkey will establish 18 camps that will include 250,000 people. There should not be migration and migration should be cut in Northern Iraq.
We have stated to the United States that we will enter Northern Iraq to prevent immigration. We have four brigades of soldiers at the moment. We will need 20,000 more soldiers.

GUL: ''I MAY MEET WITH SADDAM''
Prime Minister Abdullah Gul visited Jordan following his visits to Syria and Egypt. Gul, who made a statement following his contacts with Prime Minister Ali Abu Ragheb and King Abdullah of Jordan, said that the Saddam administration had to prove that there were not any dangerous chemical weapons in his country and said, ''Iraq has the biggest responsibility.'' Gul said that he was ready to go to Baghdad if it was to contribute to prevention of a war.

WE ARE DETERMINED ABOUT TELEKOM
Transportation Minister Binali Yildirim said that they would liberalize and privatize Turk Telekom and added that they did not have any intention to sell and get rid of everything.

ERDOGAN TO GO ON A TOUR TO TURKISH WORLD
Justice and Development Party (AK Party) leader Recep Tayyip Erdogan will go to Baku today during his five-day tour covering Turkmenistan and Kazakhstan.
Erdogan will meet with Azerbaijani President Haydar Aliyev and Prime Minister Artur Rasidzade.
Azerbaijani experts point out the symbolical value of Erdogan's starting his tour to Turkish Republics from Baku.

GUL: BAGDAD HAS RESPONSIBILITY FOR A SOLUTION WITHOUT WAR
Prime Minister Abdullah Gul completed his tour covering Damascus, Cairo and Amman aiming to find a solution without war to possible U.S. operation against Iraq.
Gul said the four countries reached a consensus of opinion that there were still steps to be taken, and that Iraq has the biggest responsibility in this respect.
