BAYKAL: SOUTHEAST CAN NOT ENDURE TWO ARMIES AND TWO FLAGS
Republican People's Party (CHP) leader Deniz Baykal opposed to the deployment of the United States soldiers to Southeast, and criticized the policy of the government on Iraqi issue.
Baykal said, ''two armies, two headquarters, and five years is very dangerous in the Southeast. Security of the country may be endangered. The stability, which could hardly be establish in the region in 15 years, will be disrupted, and terrorism may escalate.''

NEW YEAR PRESENT FROM SEZER TO ERDOGAN
President Ahmet Necdet Sezer approved the constitutional amendment which paves ways to Justice and Development Party (AK Party) leader Recep Tayyip Erdogan for deputyship and prime ministry.
Sezer, who earlier vetoed the package, did not bring the amendment to referendum.
The law reduces restrictions before being elected as a deputy. Under the amendment, a by-elections can be held if there is no representative of a city or election area left in the parliament. The law foresees holding by-elections on the first Sunday 90 days after there is not any representatives of a certain city left in the parliament.

12.3 QUADRILLION LIRA DOMESTIC DEBT TO BE PAID IN JANUARY
Treasury will pay 12.3 quadrillion lira domestic debt in January. The biggest domestic repayment will be on January 22 with 5 quadrillion 685.3 trillion lira.
The Treasury statement said Turkey's foreign debt stocks increased two billion U.S. dollars as of end of September, and reached 127.5 billion U.S. dollars. One billion U.S. dollars of the debt stemmed from changes in foreign currency.

NEW YEAR MESSAGE OF DENKTAS
President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) issued a message for new year, and said the European Union (EU) would sit at table with the Turkish Republic of Northern Cyprus (TRNC) sooner or later.
In the message Denktas said the EU wanted the whole Cyprus, but that sooner or later it would contact with them, and that it would speak with them under equal conditions and reach an agreement under equal conditions.

PRESIDENT SEZER RETURNS FINANCIAL ZERO YEAR LAW PARTIALLY
President Ahmet Necdet Sezer partially returned Law on Amendment to Income Tax Law, Tax Procedure Law, Corporation Tax Law, Inheritance Tax Law, Law no 4306, Law on 4481 and Law on 4562 which is also known as Financial Zero Year Law to the parliament.
Sezer returned Financial Zero Year Law to the parliament to revise it in accordance with article 89 of Constitution.

INVOICE OF IRAQI WAR TO ISTANBUL WILL BE 10 BILLION U.S. DOLLARS
Hamdi Akin, the Executive Board President of Akfen Holding, the share holder of TAV, which operates Istanbul's Ataturk Airport, pointed out that Istanbul will receive the biggest damage in case Turkey enters Iraqi war.
Akin said number of passengers, expected to be 10 million this year, will decrease 50-60 percent in case of Iraqi war, because tourists and businessmen constitute 52 percent of number of passengers who are directly effected by war.

PRIME MINISTER LAUNCHES PEACE MOBILIZATION
Prime Minister Abdullah Gul pointed out that Turkey would exert necessary efforts for the solution of Iraqi problem, stating that Turkey favored global peace.
Gul, who will visit some Middle East countries at the beginning of January and discuss ways for solution without war, pointed out that a high level delegation would also visit Iraq.
Gul said, ''we should forget the past from now on. We get prepared well against the problems of Turkey. You will see that in the coming days rooted reforms on economy and democratization would be fulfilled one after the other.''

ALPTEKIN WARNS GOVERNMENT
Deputy Parliament Speaker Ismail Alptekin, on the contrary to the views of some ministers, pointed out that he would not include ''headscarf and Supreme Military Council'' issues in constitutional amendment.
Calling on the ministers not to give damage to the commission, Alptekin said, ''we should not reveal sensitivity of some institutions by leaving aside real problems of Turkey. There is no meaning in being insistent on an issue which has not become mature in society.''

PRESIDENT SEZER: ''PEACE AND DEMOCRACY''
President Ahmet Necdet Sezer said that Turkey was ready to join the European Union (EU) as soon as possible and legal and administrative studies concerning this aim will continue in 2003. Releasing a message to mark the new year, President Sezer said that the negative approach of Europe in giving a negotiation date in Turkey's membership process would not take Turkey away from its historical purpose and path, adding that eliminating the deficiencies about democracy, human rights and freedoms could not be correlated with EU's decision about Turkey.

PRIME MINISTER GUL: ''ISSUE OF IRAQ CAN BE SOLVED WITHOUT WAR''
Prime Minister Abdullah Gul said, ''there are some opportunities to solve the issue of Iraq without launching a military operation. People of this region have already suffered much. They have the right to live happily and peacefully.''

BAYKAL CRITICIZES GOVERNMENT
Republican People's Party (CHP) leader Deniz Baykal criticized the policy of the government about Iraq. Recalling that Prime Minister Abdullah Gul had given information to the parliament secretly, Baykal said, ''people should be informed on the developments. The government cannot reach anywhere by hiding the truths from the people.''

PRESIDENT SEZER PAVES THE WAY FOR ERDOGAN
President Ahmet Necdet Sezer approved the three-article constitutional amendment package paving the way for Justice and Development Party (AK Party) leader Recep Tayyip Erdogan to become the prime minister. President Sezer did not prefer to have recourse to referendum for the constitutional amendment package which was submitted to the Cankaya Presidential Palace without any change after President Sezer vetoed it.

PRESIDENT SEZER VETOES PACKAGE
President Ahmet Necdet Sezer vetoed nine article of 13-article law which envisaged to lift implementation of financial zero and financial resource investigation.
