Leaders of Germany and France decided that EU should start membership negotiations with Turkey on July 1, 2005. German Chancellor Schroeder told French President Chirac that ''let's give date to Turkey in December 2004 and the EU Commission can prepare a report about the democratization process in Turkey and the appointment can be given according to that report.'' Schroeder said that a decision can be taken in the EU Summit to be held in December 2004 to start negotiations with Turkey on July 1, 2005. French President Chirac conveyed their decision to Prime Minister of EU Term President Rasmussen.

LETTER COMPETITION IN CYPRUS
Greek Cypriot side withdrew the letter covering its reservations about the Annan's Cyprus plan in the morning saying that the Turkish side didn't present its letter. When U.N. received TRNC President Denktas's letter in the evening, Clerides re-submitted his letter.

YAKIS:2005 CAN'T BE ACCEPTED
French President Jacques Chirac announced the idea that is on the minds of Germany and France about membership process of Turkey to the EU after his meeting with Danish Prime Minister Rasmussen. Germany and France think to start EU membership negotiations with Turkey in 2005. Foreign Minister Yasar Yakýs said that this approach of Germany and France is unacceptable, adding that ''we will have great difficulty in explaining this to the Turkish people.''

SEZER'S LETTER AT LAST MINUTE
French President Jacques Chirac received a letter from President Ahmet Necdet Sezer before his meeting with German Chancellor Schroeder. Sezer stressed in his letter that Turkey didn't welcome alternatives such as EU's giving 'date for date'' for Turkey at Copenhagen summit.

ERDOGAN:2005 PROPOSAL HAS TO BE DISCUSSED
Justice and Development Party (AK Party) leader Recep Tayyip Erdogan reacted to the proposal of French President Chirac who thinks of EU to start accession talks with Turkey in 2005. ''We can't accept such a date,'' said Erdogan adding that ''we must discuss this proposal with France, Germany and Denmark.''

DERVIS IN CHARGE OF NEW POLICIES FOR CHP
Former State Minister in charge of economy and CHP deputy Kemal Dervis examines the decrease in the votes of leftist parties when compared to rightist parties in Turkey and Europe. CHP deputy Dervis who was appointed by CHP leader Deniz Baykal as the Chairman of CHP Science, Culture and Administration Platform, said that they would produce new policies for the whole party organization.

DENKTAS AND CLERIDES GIVE THEIR RESPONSE
U.N. which searches for a rapid solution in Cyprus under the time pressure of EU's enlargement time table, received the responses from both sides in Cyprus yesterday. Denktas said in his response that the state mechanisms foreseen in Annan plan didn't sufficiently take into consideration the equality of both sides, stressing that a solution agreement in Cyprus has to be signed by two states.

HEAD SCARF AMNESTY IN PARLIAMENT
The amnesty planned to be brought to university students who were punished for wearing head scarves was taken out from the first EU adjustment law package and it has been put in the second law package. The second law package was transferred to the Parliament Speaker's Office very fast. It was claimed that AK Party acted so fast in this issue due to the pressure coming from the base of the party.

MESSAGES OF BAIRAM TARGET EUROPE
The government and the AK Party have completely focused on the Copenhagen summit. While Foreign Minister Yasar Yakýs started his contacts in Brussels where the European Convention meetings are held, Prime Minister Abdullah Gul said that ''Turkey will be a country of freedoms.'' AK Party leader Recep Tayyip Erdogan called on the EU:''the idea of clash among civilizations should not come out to be right.''

U.N.'S PATIENCE ENDS
When the response of TRNC President Rauf Denktas to the U.N. Cyprus plan was late, Greek Cypriots withdrew their letter. U.N. protested TRNC saying that it didn't abide by the time period in submitting its response to the plan. Finally Denktas submitted the letter and the Greek Cypriots followed him and the problem was sorted out.

ERDOGAN:THINGS CHANGE IN TURKEY
Justice and Development Party (AK Party) leader Recep Tayyip Erdogan said that the only reason of the crisis in Turkey was the bad administration in the past. Addressing the AK Party meeting held in Istanbul upon the starting of Ramadan holiday, Erdogan said that ''Turkey didn't show any trust to the other countries, there was no stable administration position in Turkey in the past. In this respect they didn't trust Turkey and foreign capital didn't come to Turkey before. Now everything has changed, foreign capital started to flow into Turkey. Interest rates decreased, and economy started to revive.''
