PROMISE OF STATE SAVES HIM
When Turkey kept its promise to France and did not try him for four separate crimes outside the scope of extradition, mafia boss Alaattin Cakici was released from prison after serving four years. Cakici, who was released from Kocaeli F type prison last night, was taken into custody by Istanbul police on charges of five separate crimes and taken to Gayrettepe police station for interrogation. However, Cakici can depart from Turkey within 45 days under the convention on extradition of criminals. He can be tried on charges of assassination of his former wife Ugur Kilic and Agansoy if he does not depart from Turkey within the mentioned period.

THEY ENTERED AT 12.00 P.M. AND LEFT AT 12.03 P.M.
Soldiers showed a different reaction to ''headscarf crisis'' in the protocol caused by the wife of Parliament Speaker Bulent Arinc. Chief of General Staff Hilmi Ozkok and four force commanders who paid a courtesy visit to Arinc stayed only three minutes in Arinc's room at parliament.

SEZER: ''DEAL WITH AGENDA NOT HEADSCARF''
President Ahmet Necdet Sezer covertly warned the prime minister and ministers about headscarf issue. During the meeting at the Presidential Palace, Sezer stressed that injustice in distribution of income caused serious uneasiness and said, ''deal with the real agenda of the country.''

POST-MODERN VISIT
Commanders showed their reaction to Parliament Speaker Bulent Arinc with the shortest courtesy visit in history of Turkish politics. The General Staff showed their uneasiness over the use of headscarf in the protocol by limiting their visit to the Parliament Speaker with only two and a half minutes. The commanders informed Prime Minister Abdullah Gul about the time of their visit beforehand however, they did not inform the Parliament Speaker about their visit. The National Security Council (NSC) discussed headscarf issue. Land Forces Commander Aytac Yalman expressed uneasiness over the use of headscarf in protocol.

BRSA HARSHLY REACTS
Banking Regulation and Supervision Agency (BRSA) responded to criticisms. The board which announced the cost of the sunken banks said, ''economy would have been under risk if the banks had not been taken under the control of the state.'' BRSA noted that 61 banks were closed in crisis in Indonesia and announced that they did not pursue that method on purpose.

GREAT INTEREST IN ERDOGAN
Justice and Development Party (AK Party) leader Recep Tayyip Erdogan was hosted with Turkish flags and red carpet by Prime Minister Jean Claude Juncker of Luxembourg. Juncker, who personally came to see Erdogan off, hugged Erdogan.

TREASURY TO BECOME INDEBTED 6.7 QUADRILLION TL IN DECEMBER
Treasury foresees a domestic borrowing of 6.7 quadrillion Turkish liras (TL) in December. Treasury Undersecretariat announced domestic borrowing strategy in December. According to this strategy, 1.3 quadrillion TL of the borrowing will be made through reference bond auction and the rest 5.5 quadrillion will be through other auctions.

OHAL RELEGATES TO PAGES OF HISTORY
Emergency rule put into practice in eastern and southeastern Anatolia regions 15 years ago due to terrorism will end in Diyarbakir and Sirnak provinces as of today. A total of 33 thousand 70 people lost their lives in incidents that occurred in the region since 1984.

NEGOTIATIONS AT BEGINNING OF 2004
The European Union (EU) started to clarify its decision about Turkey. The EU, whichis in the tendency of adopting the formula ''date for a negotiation date'', will open negotiations with Turkeyin 2004 according to Turkey's performance in 2003.

CALL OF INTELLECTUALS: NO TO WAR
Possible U.S. operation on Iraq was protested. Demonstrations on ''No to War in Iraq'' will be held in Istanbul and western Izmir provnice. Izmir Anti War Platform said that people should not remain silent.

TRAFFIC MONSTER COMES WITH FOG
Six people died almost 100 people were injured in a traffic accident which happened on Ankara-Samsun highway due to heavy fog. A total of 24 vehicles, including three passenger buses, one midibus and six trucks, collided with each other due to heavy fog and slicy road.

TURKEY IS POSITIVE TOWARD EU PROPOSAL
The European Union (EU) instead of setting a date for Turkey, proposes to start negotiations before number of members reaches more than 15. Turkish side is positive toward the proposal.
The signals coming from the EU show that date would not be given to Turkey in Copenhagen Summit to start full membership negotiations if there is not a suprise at the last moment.

IMF DUE IN TURKEY
International Monetary Fund (IMF) European I Department Director Michael Deppler and IMF Turkey Desk Chief Juha Kahkonen will hold a series of contacts in Ankara between December 2 and 3, 2002.
Releasing a statement, the Treasury stated that Deppler and Kahkonen would meet with government officials.
Meanwhile, IMF delegation will start holding contacts in Turkey for the fourth review as of December 9.

FOG, HIGH SPEED, MASSACRE
Roads turned into a lake of blood in the traffic accident which happened in Hasanoglan intersection on main Ankara-Samsun highway. A total of 30 vehicles including three passenger buses, many trucks and lorries crashed into each other in the accident, which happened at 8.00 local time because of fog and high speed.
Six people died and 95 others injured in the terrible accident. There are those who are in serious condition, and there is concern that death toll would increase.
Meteorology officials had earlier warned saying ''there will be fog, take measures,'' but nobody listened to it.

ERDOGAN: EUROPE SHOULD NOT BE HYPOCRITICAL
Justice and Development Party (AK Party) leader Recep Tayyip Erdogan met Luxembourg's Prime Minister Juncker and the Dutch Prime Minister Balkenede. Juncker said the European Union (EU) should not act hyprocritically against Turkey.

SUPPORT FOR DENKTAS FROM THE FIRST NSC
National Security Council (NSC) expended support to the attitude of President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) against the report presented by the U.N. Secretary General Kofi Annan.
This was the first NSC meeting which the 58th government, founded by Justice and Development Party (AK Party), participated.
A statement issued after the NSC meeting said that one-month security issues were taken up at the meeting.
Prior foreign policy and military issues concerning Turkey, and recent developments in Cyprus question were also evaluated at the meeting, the statement noted. The statement added, ''in this context, we support the latest attitude of TRNC President Rauf Denktas regarding the negotiation process.''

SUPREME COURT OF APPEALS: HEADSCARF IS SYMBOL OF REACTION TO SECULARISM
Supreme Court of Appeals department no:8 said headscarf was from time to time used as a reaction against secularism principle, which is one of the fundamental principles of the Republic.
