''THERE CANNOT BE HEADSCARF IN PUBLIC AREA''
President Ahmet Necdet Sezer harshly reacted to ongoing discussions: ''Headscarf cannot be permitted in public area. It will not be beneficial for anybody to make headscarf, which has been out of the agenda of the society, a problem again.'' Sezer said, ''headscarf issue was solved with the decision of the Constitutional Court. The Court annuled the legal arrangement which permitted wearing headscarf in higher education institutions by saying that it was against the Constitution. It is impossible to make a legal institution which will free headscarf in public area since this cannot be in line with the Constitution under the decision of the Constitutional Court.''

''WE DO NOT OWE EACH OTHER ANYTHING''
Prime Minister Abdullah Gul told about his relationship with Justice and Development Party (AK Party) leader Recep Tayyip Erdogan in his interview with Hurriyet daily. Gul said, ''we do not owe each other any gratitude. I will use my authority as the prime minister till the very end.'' Gul said, ''it is my duty to lift the bans, not Mr. Tayyip's. We are in continuous contact with Mr. Tayyip. We are both informed about what are being done. There will be a serious disturbance if there is an intervention in my authorities. I do not believe such a thing will happen. This is how we formed AK Party.''

ANNAN'S PLAN CAN BE NEGOTIATED
Foreign Minister Yasar Yakis told Turkish Republic of Northern Cyprus (TRNC) President Rauf Denktas that the United Nations (U.N.) plan on Cyprus could be negotiated but he could not convince Denktas.

SEZER:NO HEAD SCARF IN PUBLIC SPHERE
President Ahmet Necdet Sezer gave very important messages about the head scarf issue on November 24, teachers Day. President Sezer who used the word 'head scarf' in his speech, Sezer said that there is no doubt that head scarf can be worn in private life. He stressed that it is not useful to bring the issue of head scarf onto agenda as a problem again. Sezer stressed that it is not possible to put the social, economic, political and legal basis of the state on the religious rules due to secularism principle. ''The Constitutional Court cancelled the legal arrangement which permitted wearing head scarves in universities by telling that it is against the Constitution. According to the decisions of the Court, it is not possible to prepare a legal arrangement which will permit wearing head scarf in public places as it will be against the Constitution,'' Sezer stated.

ERDOGAN SAYS PARLIAMENTARY IMMUNITY NOT ON AGENDA FOR ONE YEAR
Justice and Development Party (AK Party) leader Recep Tayyip Erdogan said that they would not bring onto agenda the issues of parliamentary immunity for two years, adding that ''we don't think about dealing with this issue in the first year, because this issue is manipulated. We have five years ahead of us. You will see what we will do and what we won't.''

CYPRUS PLAN BECOMES MORE COMPLICATED
There is still no result about the Cyprus plan which was submitted to the sides by U.N. Secretary General Kofi Annan. There are different views in Ankara, Athens, and Lefkosa. While Greek Cypriots say they are ready to talk, the Turkish side remains silent. Prime Minister Abdullah Gul said that the government is positive about the plan which will end the division on the island. A real solution must be found to the problem, Gul said.

ERDOGAN GIVES FAST BREAKING DINNER FOR POOR PEOPLE
AK Party leader Recep Tayyip Erdogan gave a fast breaking dinner for poor people in Istanbul. Addressing the dinner, Erdogan said that ''the solution of ending poverty depends on ending corruption. Nobody should doubt about it, we will end corruption. We will fulfill Copenhagen criteria whether the EU admits us or not.''

SEVEN RESERVATIONS IN CYPRUS QUESTION
Here are the seven reservations about Cyprus question: The new partnership state will be formed by a constitutional amendment. Turkish side wants an inter-state agreement. According to Turkish side, Turkish Republic of Northern Cyprus (TRNC) has to be recognized at least 24 hours before an agreement in order to take under guarantee the existence of Turkish Cypriot people: The U.N. plan brings forth a new situation worse than the situation foreseen in 1960 treaty of gurantee. The Greek Cypriots who will come to the Turkish side will deteriorate political equality. Territory arrangement in Annan's plan is unjust. Demands for property change will cause tension. Foreseen maps create reservations about security.

NSC MEETING: ''SENSITIVE ISSUES'' TO BE EXPLAINED
Members of the second government formed by the National Vision (the first one was the Welfare Party government) will meet with the military wing of the state on November 29. Reservations about Cyprus question as a part of national policy will be explained during the meeting. Internal and external threats, including the prior threat ''fundamentalism'' will be brought on the agenda by depending on the ''National Security Politics Document.''

FROM YAKIS TO DENKTAS: ''ACCEPT NEGOTIATIONS''
Foreign Minister Yasar Yakis suggested Turkish Republic of Northern Cyprus (TRNC) President Rauf Denktas that United Nations (U.N.) plan for Cyprus should be accepted as a negotiation ground. Yakis, who went to New York, visited Denktas twice and tried to convince him to accept the plan as a ground for negotiation. Yakis said, ''Denktas is almost thinking in the same way with us.''

GONUL: ''ARMY IS BOUND TO GOVERNMENT''
National Defense Minister Vecdi Gonul said, ''the European Union (EU) should not be disturbed with the influence of the army in Turkey'' and noted, ''the army is bound to the Prime Ministry. That is, it is bound to the government.''

GIANT TOUR TO EUROPE
Justice and Development Party (AK Party) leader Recep Tayyip Erdogan and 200 Turkish businessmen are again on a tour to European Union (EU) countries for a negotiation date. Erdogan will go to Portugal, the first leg of his visit to seven countries as a part of EU membership efforts. Erdogan will later pay visits to Denmark, Finland, Sweden, France, Luxembourg and the Netherlands. Erdogan will thus visit 14 EU member countries except Austria. Besides Erdogan, non-governmental organizations are also preparing for the EU. More than 200 businessmen will go to Brussels under the pioneership of Union of Chambers and Commodity Exchanges in Turkey (TOBB) and Economic Development Foundation and attend ''Turkey Platform Meeting.'' Turkish and European businessmen will meet in Istanbul on December 2 and 3.

EXAMINATION WEEK OF GOVERNMENT
After Prime Minister Abdullah Gul read the program of the government last weekend, the parliament will debate it this week. Vote of confidence will be held in the parliament on Thursday. Election of Parliamentary Chairmanship Council will also take place.

ERDOGAN SAYS HIS PRIME MINISTRY ISSUE TO BE SORTED OUT THROUGH COMPROMISE
Justice and Development Party (AK Party) leader Recep Tayyip Erdogan said that there is an abnormal situation about his not being the prime minister, adding that it is the mission of the political power to normalize this situation. Erdogan said that the political will should make this through compromise. He added that firstly the urgent problems of the country should be solved.

TURKEY CAN BE REAL MODEL WITH AK PARTY GOVERNMENT
Two academicians John Esposito and Francis Fukuyama said that Turkey which can have real secularism with the AK Party in power, can be a real model for the Islamic world. Fukuyama noted that ''the Islamic version of the rise of the Christian democracy can be the best development in the Islamic world.''
