MODERATE AND REASONABLE
President Ahmet Necdet Sezer made only one retouch in Prime Minister Abdullah Gul's list. The list which was earlier prepared as 23+1 was later announced as 24+1. Sezer interferes Prof. Besir Atalay who was proposed as Education Minister because Atalay was dismissed from Kirikkale University Rectorate due to his fundamentalist views. Atalay was appointed as State Minister and Erkan Mumcu became the Minister of Education.
The list was considered as ''moderate and reasonable'' by politicians and they said ''Moderate names were appointed to key positions.''

JET CABINET
Justice and Development Party (AKP) government became the fastest formed government among the elections which were done in the last 20 years. Higher Election Board (YSK) announced the election results in six days with a great performance. Deputies took their oath five days after the announcement and President made appointments without any delay. Thus, AK Party government was formed 15 days after the elections.

SEZER'S TUNING
President Ahmet Necdet Sezer did not veto the names in the list of the Council of Ministers submitted by Prime Minister Abdullah Gul. But, he made changes among critical ministries like the National Education, Defense, and Foreign. The 58th government headed by Abdullah Gul was approved. The hand-over ceremony will be held today. Abdullatif Sener will undertake the deputy prime ministry for economy. Ertugrul Yalcinbayir is expected to be the deputy prime minister for reforms covering also the European Union (EU) laws.

HE WANTED TO HIT SKYSCRAPERS
The activist who was caught in Istanbul when trying to hijack El-Al plane confessed in his interrogation that he repented and noted that he wanted to hijack the plane to make the voice of Palestinian people be heard. Tawfiq Fukra, 23, who was rendered ineffective by MOSSAD officials aboard El-Al plane en route from Tel Aviv to Istanbul when he was trying to hijack the plane with a pocket knife and who was handed over to police at Ataturk Airport of Istanbul, aimed to stage a terrorist attack on high buildings in Israel similar to the September 11th terrorist attacks in the United States.

WE CAN ACT LIKE ATATURK AND VENIZELOS
The visit of Justice and Development Party (AK Party) leader Recep Tayyip Erdogan to Athens was the event of the day in Greece. Erdogan inspired hope for future of bilateral relations by giving warm messages to the Greek people. Erdogan was welcomed very warmly in Athens and took positive steps for bilateral relations. Erdogan said, ''I am pleased to be in the city where democracy was born and where Socrates and Platon lived.'' Erdogan asked for the continuation of cooperation initiated by Ataturk and Venizelos. Prime Minister Simitis of Greece brought onto the agenda the continental shelf issue and said, ''Turkey is violating international law.''

SEZER INTERFERES, BALANCE HAS CHANGED
Justice and Development Party (AKP) leader Recep Tayyip Erdogan reproached Sezer's making changes in the cabinet and later said that it was a slip of tongue.
Erdogan followed the change in the cabinet minute by minute while proceeding to Spain after his visit in Athens. He learned the changes from Prime Minister Abdullah Gul and said that ''this intervention has changed the balances in the cabinet''. Erdogan responded the questions about ''intervention'' in a press conference and he said ''I did not make such a statement. If I did so, I might have slipped my tongue'' possibly for not rising the tension.

PROFESSOR AND LAW MAJORITY IN GOVERNMENT
A total of three professors, two associate professors, one doctor have taken place in the government. Also there are seven jurists, six engineers, five economists four of whom are political sciences graduate and one litterateur and one theologian in the government.

ARINC ACTS STUBBORNLY, BECOMES CANDIDATE
Bulent Arinc from Justice and Development Party (AKP) did not want ministry and pressed for being parliament speaker. AK Party named him as a candidate. Arinc said that ''I nominated just to defy some circles.'' The voting will be done today.

QUARTET MEETING
Only Yasar Yakis was accepted to Justice and Development Party (AK Party) leader Recep Tayyip Erdogan's meeting with Greek Prime Minister Costas Simitis and Greek Foreign Minister George Papandreou. Turkish Ambassador in Athens Yigit Alpogan, who is an expert on Turkish-Greek relations, Foreign Ministry Turkey-Greece desk official Baki Ilkin and Deputy Undersecretary Akin Alptuna did not attend the meeting.

BABACAN TERM IN ECONOMY
Ali Babacan, Justice and Development Party's (AK Party) coordinator for economic affairs, was appointed as State Minister for economy. Babacan said, ''we will continue the path with International Monetary Fund (IMF) and World Bank. But we will want revision in agriculture, real sector and social policies.'' Babacan has played an active role in the presentations which were made to explain the AK Party's policies to the international investors.

CABINET FORMED WITH DIALOGUE
The government under the chairmanship of Abdullah Gul has three deputies prime minister and 21 ministers. Prime Minister Gul gave the final shape to the list of the ministers which was prepared by him and Justice and Development Party (AK Party) leader Recep Tayyip Erdogan. Gul later presented it to President Ahmet Necdet Sezer on Monday. President Sezer made some changes in the list of the cabinet. Prof. Besir Atalay who was presented as the national education minister was appointed as state minister by Sezer.

BAYKAL: ''SECULARISM SHOULD NOT BE DISCUSSED''
Republican People's Party (CHP) leader Deniz Baykal who warned the Justice and Development Party (AK Party) said that secularism should not be discussed and added, ''Turkey has overcome this problem. Producing political tensions will not provide benefits to anyone.'' Stating that they would not permit to anyone to forget how Turkey arouse a secular, democratic social legal state from its history, Baykal said that they were proud of Turkey which had a Muslim majority and which was being governed with secular democratic republic. Baykal said that everyone should esteem ''Turkey model'' and added that Turkey's system included contemporary legal order, equality of man and woman and secular democratic republic.

CABINET OF HOPE
The new government headed by Abdullah Gul will work to solve the problems. Gul, who was designated by President Ahmet Necdet Sezer to form the government, submitted the list of his cabinet comprised of 25 ministers and Sezer approved it. The meeting lasted for one and a half hours. When asked why the meeting lasted long, Gul said, ''when our president asked questions about some of our new friends, I had to receive information from our office through fax.'' It was learned that Sezer intervened the list and asked appointment of Erkan Mumcu as National Education Minister by changing the name in this position. State Minister Ali Babacan became the youngest minister while Tourism Minister Guldal Aksit is the only woman minister in the cabinet.

FROM HISTORICAL COMPETITION TO STRATEGIC PARTNERSHIP
Justice and Development Party (AK Party) leader Recep Tayyip Erdogan, who paid one-day visit to Greece and Spain, said that the United Nations (U.N.) plan on Cyprus could be negotiated and said, ''we consider Greece as our strategic partner instead of our historical rival.'' Spanish Prime Minister Jose Maria Aznar said that he was in favour of giving a negotiation date to Turkey.

MARKETS LIKE A ''ROSE''
The cabinet of Prime Minister Abdullah Gul gave positive reactions in Turkey. Markets revived as the new government was formed. The U.S. dollar reduced to its rate four and a half months ago while the bond interest rates fell below 50 percent. The stock exchange again hit a record. One U.S. dollar started the day at 1 million 599 thousand Turkish liras (TL) while one Euro started the day at 1 million 609 thousand TL. During the day, dollar fell to 1 million 587 thousand TL and Euro to 1 million 5999 thousand TL. The composite bond interest rate decreased to 49.64 percent. The Istanbul Stock Exchange reached the highest value of recent months which was 14,211.

ERDOGAN SAYS ''FIRST NEGOTIATION DATE'' WHILE SIMITIS SAYS ''FIRST CYPRUS''
Turkey and Greece were observed to be in favour of better relations but both of the countries expected the other to take the first steps during the visit of Justice and Development Party leader Recep Tayyip Erdogan. Erdogan said that giving a European Union (EU) full membership negotiation date to Turkey was important to accelerate the solution process in Cyprus. Greek Prime Minister Costas Simitis stressed that Cyprus question should be solved to give a date to Turkey also supported by them.

PROMISE FROM ARINC TO WORK AS PARLIAMENT OF ATATURK'S TIME
Bulent Arinc, a deputy of Justice and Development Party (AK Party) from Manisa province who was named for the position of parliament speaker, told Zaman that the parliament would work as the parliament of Ataturk's time which accomplished the War of Independence if he was elected as the parliament speaker. Arinc said that he had heard the rumours that ''some circles in the state did not want him to become the parliament speaker'' and added, ''I am not only sad but also ashamed. Nobody in Turkey should be subject to discrimination due to his personal life, beliefs and clothes. I ran my candidacy just to defy those who think like this.''
