Parliament To Choose Its 22nd Speaker

ANKARA - The parliament, which opened its 22nd legislative term on Thursday, is expected to choose its new speaker on November 19, 2002.
Deputies can run their candidacies for parliament speaker's office till midnight on November 18.
The Consultation Board will convene under the chairmanship of Temporary Parliament Speaker Sukru Elekdag on Monday and set the voting dates.
The voting to choose the 22nd parliament speaker is expected to be held on November 19.
Two-thirds majority of total number of deputies is required to choose the parliament speaker in the first two rounds of the secret voting. The candidate who gets 367 votes in these two votings will be elected as the new parliament speaker.
If none of the candidates reach this majority, a third round of voting will be held. In this third round, the votes of absolute majority of deputies, equal to 276, will be necessary to choose the parliament speaker.
Unless absolute majority is reached in the third round of voting, there will be a fourth round of voting between two candidates who get the highest number of votes in the first three rounds. Deputy who gets the highest number of votes in the fourth voting will be chosen as the Parliament Speaker.
Parliament speaker will be chosen within five days following the nominations.
Meanwhile, the difference between the deputies of Justice and Development Party (AK Party) and the Republican People's Party (CHP) will also be reflected to the formation of the Parliamentary Chairmanship Council.
The chairmanship council will be formed by 10 AK Party and 5 CHP deputies.
The council will be comprised of one chairman, four deputy chairmen, seven secretaries and three administrative chiefs.
The Chairmanship Council will be on duty for two years.
Number of deputies of AK Party and CHP will also be taken into consideration when forming the commissions.
The Planning and Budget Commission will be comprised of 27 AK Party and 13 CHP deputies while the State Economic Enterprise (SEE) Commission will be formed by 23 AK Party and 12 CHP deputies.
AK Party will be represented by two third while CHP by one third in the other commissions.
