Denktas: There Are Certainly Parts Which Are Not In Line With Views Of Both Sides

NEW YORK - TRNC President Rauf Denktas said on Tuesday that there are certainly parts which are not line with the views of both sides in the Cyprus solution plan which was submitted to the sides by U.N. Secretary General Kofi Annan on Monday.
Denktas visited the Turkish Permanent Representation in New York for the first time following the surgery he had on October 7.
Upon the question of A.A correspondent before entering the building, Denktas said that ''certainly there are parts which are not line with views of both sides in the plan.''
Diplomatic sources said that nobody can expect the 150-page plan to abide fully by the views of both Turkish and Greek Cypriot sides,'' adding that ''if this was the case, there would be no negotiations.''
Upon a question of a foreign journalist, Denktas said that ''I could not find time yet to fully examine the plan. We will see what we can do after examining it.''
TRNC President Denktas will continue to examine the plan with Turkish Permanent Representative to U.N. Umit Pamir and his consultants.

TRNC FOREIGN MINISTRY EXAMINES U.N. PLAN

LEFKOSA - TRNC Prime Minister Dervis Eroglu said regarding the U.N. solution plan that ''some of our sine quo non's are not in the plan. There is excessiveness in the territory issue, but we will evaluate the plan as a whole and with a positive approach.''
Responding to questions of journalists about the U.N. plan, TRNC Prime Minister Eroglu said that the 172-page solution plan including the maps has started to be examined by the Foreign and Defense Ministy in details and that following the submission of the plan, they had a telephone conversation with TRNC President Denktas last evening.
Eroglu said that time is needed to examine in details the plan, adding that ''Turkey also examines the package. Necessary statements will be issued after the assesments are made. The situation will also be assessed with the Turkish government. This is a programme about our future, therefore the views of the people will also be taken after the plan is examined in details.''
Eroglu said that they will make comment after assessing all the issues from the constitution to the territory, from the government form to the parliament, adding that ''there are both negative and positive aspects in the plan. Some of our our sine quo non's were not taken into consideration. For instance there is no clearness in the issue of sovereignty, there is excessiveness in the issue of territory. TRNC is foreseen to give a great deal of territory. The plan has not taken into consideration much the issues of exchange of property, compensations which we brought onto agenda. But the plan will be negotiated. The package is a whole in the end. We will assess it in an integrity and if it is negotiated, we will act in a way that will open the ways of negotiation. We will try to have a positive approach. We will search for ways to reach an agreement by showing a compromising attitude.''
Upon a question about the maps related to territory regulations, Eroglu said that cantonal regions were foreseen with alternative maps, but he didn't give further details.
''Greek Cypriots began to make comments before the package was presented to the sides. They tried to affect United Nations Secretary General Annan with messages. I got the impression that the package had the influence of Alvaro de Soto who had contacts with British and U.S. officials. We can also feel suggestions of Greece and the Greek Cypriot side in the package,'' he said.
Noting that the package indexed the solution to the EU's summit to be held in Copenhagen on December 12, Eroglu said, ''they want us to feel the pressure of the EU.''
Eroglu said, ''we can enter the EU after reaching an agreement. If we reach an agreement, then the way for the EU membership will be paved. The EU is the final target both for us and for Turkey. However, we should reach a lasting and self-respecting agreement first on the basis of equal sovereignty.''
''Minister of Foreign Affairs and Defense Tahsin Ertugruloglu will inform the Council of Ministers about the solution plan of the United Nations. We will convey opinion of the government to President Denktas. Also, we will exchange views with leaders of political parties after examining the plan in detail,'' he said.
Noting that President Denktas was expected to return to the TRNC on Saturday, Eroglu said, ''we cannot reach an agreement which is not approved by our people. We seek for a solution to be approved by Turkish Cypriot people. We will inform our people after carrying out a detailed work on the issue of territory and properties.''
Meanwhile, Greek Cypriot National Council convened under the chairmanship of Greek Cypriot leader Glafcos Clerides.
Clerides will inform members of the National Council on the solution plan of United Nations Secretary General Annan.
