NEW YORK - Outlines of the plan, which the U.N. Secretary General Kofi Annan presented to the sides to bring a lasting solution to Cyprus problem, were revealed.
The document, presented by Annan, mentions a joint state that will be formed by two founder states. The state in question is envisaged to be formed from cantons as it happened in Swiss model. It also says Cyprus will have only one international identity and sovereignty, and stresses that it would speak as one voice in international arena.
Here are the outlines included in the plan:
-The state will be administered by a six-member Presidential Council that has the quality of government.
-The council's presidency and vice presidency would rotate every 10 months between the Greek Cypriot and Turkish Cypriot sides, and its membership would be proportional to the two component states' population. The decisions will be taken by consensus. If a consensus can not be taken, the decisions will be taken by a majority of vote.
-If one of the chairman of foreign or the European Union (EU) affairs is Turkish Cypriot, the other will be Greek Cypriot.
-At the beginning of a three-years transition period, the two leaders will have the title of co-chairmen of Cyprus and will use their authority of execution directly. At the first year, the Presidential Council, which the chairmen themselves will appoint, will help the chairmen. Parliament will elect the Presidential Council in the following two years. The leaders will continue to bear the title of co-chairmen within this period.
-Founder states will have equal status.
-The parliament of the common state will have two houses, the senate and representatives assembly. Every house will have 48 members. Number of members in the senate will be shared equally by the two states. This number will be proportional to the population of the two sides in the parliament.
-Decisions will be taken by a simple majority in every two parliament.
Annan's package said the founder states will make contribution for the structuring and implementation of foreign policy ''as it happened in Belgian model.''
- A Supreme Court would be composed of nine judges, with three from each component state joined by three non-Cypriots, according to the plan.
The introduction of the plan said:
-Cyprus is our mutual mother country.
-Tragic incidents of the past should never be reiterated.
-The sides will recognize the identity of the other. Relations between us is not a minority, but a majority relation.
-As the sides on Cyprus, we will respect the balance between Turkey and Greece.
-We are looking forward toward the day we and Turkey will also join the EU, and we accept the Foundation Agreement as the Turkish and Greek Cypriots with our free will.
-Turkish and Greek Cypriots will be able to live in some determined villages in the other founder state, and will be able to benefit from cultural rights.
Pointing out that the agreement created a new situation on Cyprus, the text said:
-The Foundation, Guaranty and Alliance agreements will continue to be in effect. When this agreement takes effect, Cyprus (state) will sign an agreement with Turkey, Greece and Britain pertaining to the new situation on Cyprus.
-Cyprus will sign and approve accession to EU agreement.
-Cyprus will support Turkey's full membership to EU.
-Cyprus's integration with another state partially or as a whole is forbidden.
-Borders of the founder states will be as it is in the map which is a part of the agreement.
The package included the aspect that Cyprus will be disarmed. The articles with this respect said:
-There will not be paramilitary or alternate force on the Island. Military equipment and weapons will be banned, and exceeding weaponry and equipment will be withdrawn.
-Turkish and Greek Cypriot founder states will be able to have military quota that will not be more than four digit numbers. The military equipment, apart from the amount that would be agreed, will be withdrawn. Those procedures will be made under the control of the U.N. peace forces.
-Sale of weapons will be banned on Cyprus. Implementation of the ban will be inspected under the chairmanship of the U.N. and a commission that will be comprised of guarantor countries and representatives of founder states.
