NEW YORK - United Nations Secretary General Kofi Annan called on President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) and Greek Cypriot leader Glafcos Clerides not to assume a binding attitude about the document including his solution plan, to assess the document carefully, and to convey their reactions to him within a week.
Annan who presented his solution plan to the sides and briefed the United Nations Security Council earlier in the day, said that he expected to receive the first reaction till November 18, 2002.
Expressing his hope that the document would assist the leaders to take their decisions in coming weeks, Annan wanted the leaders not to miss this opportunity and expend efforts to reach a solution.
Meanwhile, sources close to the United Nations Security Council said that Annan's solution plan talked about a joint state to be formed by two founder states.
The state in question is envisaged to be formed with cantons like in the Swedish model.
According to the plan, the state will be ruled by a six-member chairmanship council.
The council will be formed by a Turkish Cypriot and a Greek Cypriot chairmen. The chairman and his deputy will have a ten-month term in office alternately.
The number of members of the council will depend on populations of Turkish Cypriot side and Greek Cypriot side.
Borders of the joint state will be determined by the sides.
