FIRST MADAME NOW MONSIER
Former French President Giscard d'Estaing found a nonsensical reason to prevent Turkey from joining the European Union (EU): ''Turkey's capital is not in Europe.'' D'Estaing, the head of the convention preparing the European Constitution, told Le Monde daily that ''Turkey's membership would be the end of the EU.'' D'Estaing said, ''Turkey is not a European country. Its capital is not in Europe. A total of 95 percent of its people are living outside Europe. We cannot be together with countries coming from other cultures.'' Deputy Prime Minister Mesut Yilmaz said, ''head of the convention preparing the European Constitution has lost his neutrality. D'Estaing has to resign.''

FIRST ROUND IN BARGAINING
The path of ''prime ministry from outside'' is currently closed for Justice and Development Party (AK Party) leader Recep Tayyip Erdogan. AK Party leader sent his close friend Cuneyd Zapsu to Republican People's Party (CHP) leader Deniz Baykal the previous evening and took pulse for a constitutional amendment foreseeing appointment of prime minister from outside. When Baykal did not welcome this formula, AK Party took a backward step for an amendment to the article 109 of the Constitution for the time being.

GENERAL STAFF: ''FIGHT AGAINST FUNDAMENTALISM WILL CONTINUE''
The General Staff issued a message on the November 10, the anniversary of the death of Mustafa Kemal Ataturk, the Founder of Modern Turkish Republic, for the first time in its history. In the message, the General Staff said, ''we will continue to protect the republic against any threat, particularly the fundamentalist and separatist acts.''

BAYKAL'S AIDE SPEAKING ''SIX LANGUAGES''
Republican People's Party (CHP) leader Deniz Baykal will join Petek Gurbuz to the meeting of the Party of European Socialists (PES) in Warsaw. Gurbuz, reponsible for Foreign Relations Secretariat of CHP, was born in 1977 and is fluent in British, French, Italian, Spanish, Portugese and Latin.

IMF IS COMING WITH A FULL CADRE
The International Monetary Fund (IMF) which is waiting for an invitation from the new government to review the program will be comprised of high-level officials. U.S. experts met with Finance bureaucrats on Friday and warned that ''tax amnesty will deteriorate the program.''

GESTURE IN RED
Justice and Development Party (AK Party) leader Recep Tayyip Erdogan will go on a tour to European Union (EU) countries under ''diplomatic representative'' status. Foreign Ministry will give Erdogan red passport. Foreign Ministry officials said, ''Erdogan will represent Turkey in the high-level. This is an exceptional visit. Even if there is not any application in such visits, red passport is prepared. We think that this will also be valid for Erdogan's visit.'' Foreign Minister Sukru Sina Gurel responded to the question if ''Erdogan can go to Greece with a red passport'' as saying, ''possible. There are such practices.'' Erdogan said, ''I don't have any passport demand.''

HE HAS MADE A VERY AGILE TURN
Touching on the government to be formed by Justice and Development Party (AK Party), key commander of the February 28 process, retired general Cevik Bir said, ''look, U.S. dollar is decreasing and stock exchange is increasing. Isn't it good?'' These developments relieved me. I am also thinking about the future of my child.'' Asked if February 28 process would occur again, Bir said, ''nobody can wash himself with the same water twice.''

TURKEY'S MEMBERSHIP WILL BE THE END OF EU
European Convention head Valery Giscard d'Estaing said he was against Turkey's membership to the European Union (EU), claiming that Turkey's entrance to the EU will be the end of the union. Meanwhile the EU Commission said he was not at the same view with d'Estaing.
Former French President d'Estaing, responding to the questions of French Le Monde newspaper, pointed out that Turkey's integration with the EU would mean the end of the EU.

YSK: DELAY IS BECAUSE OF OBJECTIONS
The Higher Election Board (YSK) will announce final results of the general elections on Saturday or on Monday.
Sources said that political parties and independent candidates had applied to the provincial election boards to object to results of the general elections.
The YSK will announce final results after these objections are examined.
If final results are announced on Saturday, the oath-taking ceremony at the parliament will be held on November 11. If final results are announced on Monday, the ceremony will take place on November 18.

''SMALL STATE'' IS ON THE WAY
Justice and Development Party (AK Party) will firstly restructure the state. Here is the project of Erdogan:
Tourism and Culture ministries will be united. Public Ministry and Transportation ministries will either be united or connected to Directorate of Highways or Transportation. Number of prime ministry central organizations will be decreased. Prime Ministry will become an institution of ''direction and monitoring'' not performance.

MESSAGE FROM OZKOK
General Hilmi Ozkok, the Chief of General Staff, currently holding contacts in the United States issued a message for November 10. In his message Gen. Ozkok said, ''we are determined to protect Republic against fundamentalism.''

U.S. PRESIDENT BUSH HOSTS DINNER FOR START OF RAMADAN
U.S. President George W. Bush hosted a dinner in White House for beginning of Ramadan month. Turkish Ambassador to the United States Faruk Logoglu sat next to Bush in the dinner. Bush said that friendship of the Muslims was important for them.

EU MOBILIZATION
Eleven non-governmental organizations extended full support to Justice and Development Party (AK Party) leader Recep Tayyip Erdoan. Leading 11 non-governmental organizations visited Erdogan and AK Party administrators which lasted more than two hours. At this first summit in which the two sides extended support to each other, Turkey-European Union (EU) relations were taken up. Measures and steps to be taken till December 12 were discussed at the meeting. The non-governmental organizations said that they were ready to extend full support to the new government.

LIFE IMPRISONMENT TO YERMEZ
Yener Yermez, the suspect of killing businessman Uzeyir Garih, was sentenced to life imprisonment on charges of assassination and to 15 years of imprisonment for usurping.

BRITAIN REFUSES TO EXTRADITE COKAY
British Royal Court of Justice decided not to extradite former Sisli Mayor Gulay Cokay to Turkey. Turkey had requested extradition of Turkey on charges of several crimes.

ERDOGAN DUE TO EU WITH NGOs
AK Party leader Recep Tayyip Erdogan, who is getting prepared to go to Europe aiming to call for support for TurkeY's membership, met on Friday with the chairmen and administrators of 12 non-governmental organizations.
Erdogan proposed the chairmen to go to Europe together. The NGOs wanted Economic and Social Council to convene and complained about some arrangements issued in the term of 57th government.

BRITAIN DOES NOT EXTRADITE GULAY COKAY
The British Royal Court of Justice returned Turkey's request to extradite former Sisli Mayor Gulay Cokay. Cokay who was captured in London in December of 1999, had appealed the verdict of London Bow Street Court of Peace to extradite her to Turkey.
The British Royal Court of Justice accepted Cokay's defense that ''there were political considerations behind the accusations against her.''
The judge said that Cokay presented many documents to the court and noted that extradition demand was not based on an appropriate ground. The judge also stated that certain disagreements or conflicts in a party could be perceived within the scope of ''political considerations'' like differences in ideological points of view.
