CYPRUS TALKS SEEM TO BE POSTPONED TO 2003
When heart surgeon Mehmet Oz told TRNC President Rauf Denktas not to work until January 1, 2003, the Cyprus talks which were expected to be held in November this year seem to have been postponed to 2003.

GREEK CYPRIOTS PREPARE PACKAGE TO COME CLOSER TO TURKS
Greek Cypriots prepare a package to affect the decision to be given by the EU during Copenhagen summit about the membership of Southern Cyprus to the EU. Greek Cypriot administration Spokesman Mihailis Papapetru said that a new package regarding the relations with the north would be announced before Copenhagen summit. The package aims to have closer relations with Turkish Cypriots by lessening the economic embargoes on them.

ARE WE READY TO CAST VOTES?
Turkey was hit by economic and political crises, unemployment and corruption recently. Today 41 million electors will cast their votes for a better future. Citizens will make a choice among 18 political parties which want to govern the country for five years. Citizens will cast their votes between 06.00-16.00 in eastern and between 09.00-17.00 in western provinces.

TAX SHOULD BE DECREASED
Energy Market Board will ask the new government which will be founded after the elections in Turkey to decrease the natural gas tax from 18 percent to 10 percent and to cancel the Special Consumption Tax.

TEXTILE PRODUCERS GIVE BRIEFING TO GEN. BUYUKANIT
Umut Oran, the Chairman of the Turkey Cloth Industrialists Association (TGSD) said yesterday that they gave briefing to Deputy Chief of General Staff Gen. Yasar Buyukanýt about the Qualified Industry Zones (QIZ). ''We told Gen. Yasar Buyukanýt that the QIZ should also cover textile and ready to wear sectors,'' said Oran. Oran said that QIZs which are planned to be set up particularly in southeastern region should cover labour-intensive sectors. Oran said that Chief of General Staff Gen. Hilmi Ozkok will go to the U.S. next week, adding that ''we met with Deputy Chief of General Staff Gen. Buyukanýt 15-20 days ago and we stressed the importance of QIZs.''

BIRSEN APPOINTED AS IMKB PRESIDENT FOR FIVE YEARS
Osman Birsen was appointed as the president of Istanbul Stock Exchange Market (IMKB) for the second time. The decree on the appointment of Birsen as IMKB President was published in the Official Gazette on Saturday. Birsen will be the IMKB Prseident for five years. Birsen who was born in Ankara in 1945 graduated from Finance Department of Political Sciences Faculty in 1968.

TURKEY GOES INTO DEBT WORTH OF 126 QUADRILLION LIRAS
BETWEEN TWO ELECTIONS
Turkey has elections today following the economic crises and the natural earthquakes it had in the last three years. Although the coalition government undertook important reforms, the internal debt increased from 14 quadrillion liras to 140 quadrillion liras due to the heavy economic crises.

GEN. HILMI OZKOK TO VISIT UNITED STATES
Chief of General Staff Hilmi Ozkok will visit the United States between November 4 and 10, 2002 as the guest of U.S. Joint Chiefs of Staff Chairman General Richard Myers. Ozkok will take up the Iraqi issue and military cooperation with the high-level officials. Ozkok will have meetings with U.S. Vice President Dick Cheney, U.S. President George Bush's National Security Adviser Condoleezza Rice and U.S. Secretary of State Colin Powell. General Ozkok is also expected to come together with Gen. Tommy Franks, Commander in Chief of the U.S. Central Command (USCENTCOM).

VOTERS TALKING TODAY
Turkey is casting its votes to form the parliament today in a critical period with respect to both internal and international problems. A total of 41,414,793 voters will cast their votes to determine the fate of the country. Voting takes place between 06.00-15.00 local time in 32 southern provinces and between 07.00-16.00 local time in 49 western provinces. Pregnant women, sick people, handicapped, and elderly people will be given priority in casting votes. Those who do not cast their votes although their names are written in lists, will have to pay five million Turkish lira as fine.

TWO AWARDS IN TUYAP
Tomris Uyar received ''Best Original Work of Year'' award with her book, ''Guzel Yazi Defteri'' in TUYAP Istanbul Book Fair with a ceremony. Uyar said that she was very pleased with receiving this award. Yigit Bener received ''Best Translation of Year'' award with his translation of Louis-Ferdinand Celine's book, ''Journey to the End of the Night'' (Gecenin Sonuna Yolculuk) in the fair. Bener said that translation was a creation of a writer in another language.

NEW GOVERNMENT TO FACE WITH MANY PROBLEMS
Millions of citizens are going to the ballot boxes on November 3 to determine the future of Turkey. A political party or parties which will come out as winners from the ballot boxes will have to work to solve many important problems of the country. The new government will exert efforts on EU's setting a date to Turkey to start its membership negotiations with the Union, prior to the Copenhagen Summit which will be held in December. If the new government solves the problem related to the Cyprus issue, Turkey's failure in foreign policy will end. Another important problem the new government will face is the Iraqi issue. The government's attitude on Iraq will also make definite the United States' attitude.

ADNAN MENDERES'S LIFE TO BE MOVIE
Director Tunc Basaran said that he would take a movie on Adnan Menderes's life. Menderes is the ex-prime minister of Turkey. Famous Cuban actor Andy Garcia is expected to play Menderes in the movie, ''Basvekil''. Berhan Simsek will play Alparslan Turkes in the movie. Basaran said that he finished the scenario of the film and added that they would start to take the movie in April. He stated that he aimed to take a movie about a man's life rather than a political movie.
