IRAQ DOCUMENT IN COSMIC SAFE BOX
At the Iraq summit at the Presidential Palace, the ''Iraq National Policy Document and Iraq Action Plan'' was discussed. The document which is kept in the government's ''cosmic safe box'' and prepared by the Foreign Ministry, National Intelligence Organization (MIT) and General Staff includes nine principles about Turkey's policy toward Iraq. Here are the nine articles of this document which defines declaration of an independent Kurdish state in Northern as a ''reason for intervention'':
1- The main target is an Iraq which does not have any problem with either United Nations or its neighbors.
2- Iraq's territorial integrity should be protected.
3- Central administration authority should be dominant over whole country.
4- Turkmens in Iraq should be protected as equal citizens.
5- Ethnic minorities in Iraq should not have different administration. Our efforts for protection of Iraq's unitary structure should continue also after Saddam Hussein. The scenario that we can never accept in Northern Iraq is the declaration of an independent Kurdish state. Such a declaration should be considered ''reason for intervention''.
6- Iraq should not pose a threat against Turkey in terms of military.,
7- Iraq should be bound to Turkey economically as much as possible.
8- Following the necessary arrangements at the Habur, a second border gate should be opened.
9- Developments and solutions which aim to reduce external powers' intervention in Iraq should be supported.

66 OF EACH 100 TURKISH LIRAS UNRECORDED
According to a survey by the State Planning Organization (DPT), the recorded gross national product (GNP) was 179 quadrillion 480.1 trillion Turkish liras (TL) while unrecorded GNP was 118 quadrillion 851.3 trillion TL in crisis year 2001. As a result, the proportion of unrecorded economy to recorded economy rose from 54.7 percent in 2000 to 66.2 percent in 2001.

TURKEY NOT TO BE PASSIVE
Ankara is closely following the developments in Northern Iraq. The issue including the Kurdish National Parliament meeting was discussed at the security summit at the Presidential Palace. It is known that Ankara is against a U.S. intervention. Turkey's prior preference is not a military operation against Iraq. However, Ankara thinks that this possibility might happen. It can be said that there is a full consensus of opinion among the military and civil sides of the National Security Council about possible developments in Northern Iraq and Iraq. The common opinion can be summarized in this way: ''Turkey cannot remain just an onlooker and silent to developments in this region which it considers of vital importance''. Military sources said Turkey would not passively watch the incidents from the border and Turkish security forces will take active measures and any fait-accompli will not be allowed if an independent Kurdish state is founded, a great migration wave toward Turkey starts, Turkmen's safety is endangered, PKK terrorism intensifies and border violation increases.

''WAR'' GOVERNOR TO SOUTHEAST
Turkey is expected to undertake an effective role in second U.S. operation against Baghdad. Preparations in southeastern Anatolia and Emergency Rule Region (OHAL) which are Turkey's closest regions to war were completed. Sources said that OHAL Governor Gokhan Aydiner would serve as the ''Coordinator Governor'' during the operation, in another meaning, he will serve as the ''war governor''. Meanwhile, the Interior Ministry has almost completed preparations for a possible migration wave from Northern Iraq toward Turkey. Meanwhile, the U.N. Ankara Representation proposed financial aid to the Foreign Ministry regarding migration wave. At first, the United Nations will give 20 million U.S. dollars aid to Turkey for 20 thousand immigrants.

''THEY ADOPT NEGATIVE ATTITUDE AGAINST US''
Novartis, a leading medicine producer in the world, is getting prepared to make a new investment in Turkey. Swiss Novartis which is also the biggest medicine company in Turkey with a 260 trillion Turkish liras sales will merge its two factories in Turkey. The factory will start to operate with an investment more than 60 million U.S. dollars and through this factory, Novartis will move most of its production in Europe to Turkey. Meanwhile, Novartis's Turkey Office Director General Altan Demirdere said, ''we employed one thousand people. We make a forty-five million U.S. dollars of exports. We are going to make Turkey a medicine center with a sixty million U.S. dollars investment, but we are still considered second-class people. Bureaucracy makes discrimination between the domestic and foreign companies.''

CAKAN TO GO TO IRAN FOR CHEAPER NATURAL GAS
Following the reduction in price of natural gas purchased from Russia, we are now going to bargain with Iran. Energy and Natural Resources Minister Zeki Cakan is leaving for Iran today to try to gain a reduction in natural gas price. At his meetings with Iranian Petroleum Minister Bijan Namdar-Zanganeh, Cakan will ask for a reduction in natural gas price.

''WE INTERVENE''
Speaking to the private TV 8 channel, Prime Minister Bulent Ecevit said, ''our eyes will always be on Northern Iraq. We take necessary measures if a smallest negativity appears.'' Ecevit stressed that Turkey would not allow an initiative to found an independent state in northern Iraq. When asked whether or not a military operation could be considered in case of such an initiative, Ecevit said, ''I hope that a military operation would not happen but it can be of course if it is seen necessary.'' Ecevit defended that Turkey had historical rights over the region.

''THERE ARE 23 OBSTACLES IN FRONT OF TURKEY''
The secret progress report which will clarify Turkey's expectations about the European Union (EU) issue and the steps it will take in the future leaked to the Greek press. To Vima, a serious Greek daily, reported that 23 important criteria constituted the most biggest obstacles in front of Turkey's expectation to win a date for opening of accession negotiations. According to the report, Turkey had almost not taken a step in 12 of those 23 important issues which were seen negative. Issues like minority rights, structure and existence of state security courts, foundation and working manner of National Security Council and human rights are important criteria that may block Turkey's EU path.

CHILDREN HAVE NEGATIVE CONDITIONS
''Turkey's Report Card on Child'' which was prepared by Child Foundation due to October 7 World Child Day put forth the condition of the children who are mostly affected from the negative developments. According to the report, 37 of 1000 babies die in a year and 6 million children are working in Turkey. Total of domestic and external debts is 217 billion U.S. dollars and every baby is born with 1650 U.S. dollars of debt in Turkey.

PUBLIC MEETINGS IN SEVERAL CITIES OF TURKEY
The leaders of the political parties including, True Path Party (DYP), Republican People's Party (CHP), New Turkey Party (YTP), Justice and Development Party (AK Party) and Democratic Left Party (DSP) addressed people in public meetings in several cities. AK Party leader Recep Tayyip Erdogan who addressed people in a public meeting in Sincan township of Ankara did not touch on the sensitive issues including the constitutional amendment, headscarf and freedom of religion. Prime Minister and DSP leader Bulent Ecevit who also addressed people in a public meeting in Bursa province said that he could leave his post next year and added that he had confidence in his party rather than in his health.

ECEVIT SAYS THEY CAN CONSIDER MILITARY FORCE IF KURDS IN NORTHERN IRAQ TRY TO FORM AN INDEPENDENT STATE
Prime Minister Bulent Ecevit said, ''our eyes will always be on Northern Iraq. Upon a smallest negativity, we will take all necessary measures.'' Speaking at a program on the private TV 8 Channel, Ecevit stated that they could consider military force if Kurds in Northern Iraq tried to form an independent state. He said, ''taking into consideration Turkey's geopolitical position, we will always be in trouble. However, Turkey is facing a really serious problem this time.''

EDIRNE CIVILIZATION
The excavations which lasted for six months in ''Macedonia Tower and Edirne Ramparts'' with the support of Edirne Governor's Office have ended. Edirne Museum Deputy Curator Sahin Yildirim said that they reached objects dated back to Roman, Byzantine and Ottoman period in the excavation zone. Sahin stated that they suspended the excavations due to the weather conditions in April and added that they excavated 33 skeletons and coins from the zone.

YILMAZ: ''RECEIVING MORE THAN 13 PERCENT VOTES IS SUCCESS FOR US''
State Minister, Deputy Prime Minister and Motherland Party (ANAP) leader Mesut Yilmaz said that the elections became definite except a possible U.S. operation against Iraq and added that receiving more than 13.2 percent of votes which they had in 1999 would be a success for them. Yilmaz stated that ANAP would receive votes between 13 and 16 percent and said, ''4 or 5 political parties will be able to pass the threshold. ANAP will have more votes than Nationalist Movement Party (MHP), Democratic Left Party (DSP) and True Path Party (DYP) at the elections.''
