TURKEY TAKES A DECISION
During the summit meeting held under the chairmanship of President Ahmet Necdet Sezer at the Cankaya Presidential Palace on Friday, issues of a possible military operation against Iraq and the problem of an independent Kurdish state were taken up in detail. Participants have developed seven strategies:
1- Efforts will be expended for the United States' not launching a military operation against Iraq.
2- Turkey will allow the United States to use the bases, but the United States' operation should be based on an international resolution.
3- Turkey should be given guarantee that an independent state will not be founded in Northern Iraq.
4- In a possible military operation inflow of refugees to Turkey should be perevented.
5- Such a military operation should be finalized in the shortest period of time.
6- Kurds should not be allowed to become dominant in Mousul and Kirkuk.
7- Turkey's economic losses should be met.
CEM DENIES HIS MOVE TO CHP
New Turkey Party (YTP) leader Ismail Cem said regarding allegations that he would resign from his party and join the Republican People's Party (CHP), ''these are nothing but a big lie and slander.'' When recalled of such allegations, Cem said that his party aimed to win elections. ''Some political circles make every kind of slander, deception, trick and lie and try to leak them to the press as if they were true. As a result people are tried to be deceived. However, these are nothing but a big lie and slander,'' he said.

DENKTAS: ''EU SHOULD NOT INTERVENE IN CYPRUS''
President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) said about the meetings held in New York, the United States between October 3 and 4, ''we have decided to make a child. I hope it would not be illegitimate.'' Holding a press conference for Turkish journalists following his meetings with United Nations Secretary General Kofi Annan and Greek Cypriot leader Glafcos Clerides, Denktas said, ''the European Union (EU) should not intervene in efforts to find a solution to Cyprus question. Intervention by the EU has made efforts more difficult. The Cyprus question can be solved on the basis of equality of the sides and without any external intervention. In fact, the problems stem from the Greek Cypriot side's desire to rule the whole island. The solution depends on the Greek Cypriot side's accepting the presence of the Turkish Cypriots and giving up embargo.''
TURKISH DRIVER CAPTURED IN BRITAIN WITH HEROIN
Fikret Azad, a Turkish lorry driver, was captured in Dover, Britain with 300 kg of heroin. He was arrested. Sources said that market value of drug was about 31 million U.S. dollars. Azad will appear in the court soon.

TEACHERS CLASH WITH SECURITY FORCES
Teachers who are members of the Labour Union of Teachers (Egitim-Sen) attempted to hold a demonstration in Kizilay Square of Ankara. However, Governor's Office did not allow the demonstration. While teachers were holding a sit-in demonstration, security forces intervened in the group. Clash erupted between the demonstrators and security forces. Later, directors of the labor union met with State Minister Tayfun Icli, and conveyed their complaints.
SECURITY FORCES IMPOUND 55.2 KG OF HEROIN
Security forces impounded 55.2 kg of heroin in operation in Istanbul, eastern province of Van and western province of Izmir. Istanbul Police Chief Hasan Ozdemir said that acting an of tip-off, security forces launched an operation covering Istanbul, Van and Izmir. He said that security forces impounded 55.2 kg of heroin. Noting that 11 people were detained in the operation, Ozdemir added that security forces also confiscated seven handguns, a rifle, a minibus, and six automobiles.

UNITED STATES ENCOURAGES KURDS
Ankara feels uneasy about Washington's support and promises to Kurdish groups. This uneasiness about the U.S. policies was taken up at the Iraq summit at the Presidential Palace two days ago. The Washington administration opened a way which can lead even to independence in the future under solution of problems among the Kurdish groups, and it excluded Turkey in this process and all of these created uneasiness. The proof of this uneasiness was expressed with the sentence saying, ''an operation which is not based on international legitimacy can't be accepted''. Meanwhile, it was mentioned that the United States had sent nearly five thousand Kurdish peshmargas back to Northern Irag from Guam Island.
WARPLANES ON CYPRUS
Under a possible U.S. operation against Iraq, eight ''Torneido'' warplanes of the British Air Forces were deployed in Aghrotur base on Cyprus. Filelefthoros daily published in Greek Cypriot side reported that the number of these warplaes would rise to ten in coming days. Meanwhile, flight lieutenant David Robinson from the British Air Forces defended that they would carry out an exercise for two weeks and later they would return to bases in Scotland.

TURKEY NOT TO BE INVOLVED IN A POSSIBLE WAR
Turkey's attitude in a possible military operation against Iraq became clear during the summit at the Cankaya Presidential Palace on Friday. If the United States and Britain wage a war against Iraq within the framework of international law, Turkey will open its air space, and allow the United States to use its bases, but it will not send soldiers.
ERDOGAN: ''WE WILL CHANGE THE CONSTITUTION''
Justice and Development Party (AK Party) leader Recep Tayyip Erdogan said, ''AK Party will not only be the ruling party but also have the necessary power to change the Constitution.'' Meanwhile, Koksal Toptan from the AK Party said that they would change the Constitution in order to enable Erdogan to become the prime minister.

ANKARA ON ALERT
Turkey is on alert about a possible operation against Iraq and latest developments in Northern Iraq. Giving information about the issue, Prime Minister Bulent Ecevit said that possible developments in case of a military operation had been discussed in the meeting at the Presidential Palace. ''We continue our works against every kind of possibility. We are taking measures,'' Ecevit said, and noted that the United States had not made any request for use of base in Turkey during a possible operation. Ecevit said that they would think about it if they received such a request. Stressing that display of Kurdish parliament as the parliament of a state was unacceptable, Ecevit said, ''if they exceed the limits, Turkey takes necessary measures, of course.''
''WE TAKE OUR RIGHT''
Parliament Speaker Omer Izgi said that Mousul, Kirkuk and As Sulaymaniyah were Turkmen regions. He said, ''we do what is necessary for these cities. Possession of oil beds by Turkmen is of great importance for us. So Mousul and Kirkuk are the national case of Turkey. We do what we did for Cyprus also for this region.''
DENKTAS: ''EU SHOULD STOP INTERVENING...''
Evaluating the meetings held in New York, President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) said that EU intervention made the issue more difficult, adding that continuation of talks was impossible if the EU accepted Greek Cypriot side's membership.
''IT WOULD COST A LOT TO TURKEY''
State Minister Masum Turker for Economy said, ''we suffer great losses in case of a possible war.'' He stressed that an intervention would cost a lot to Turkey if losses were not compensated.

KURDISH PARLIAMENT RAISES ANKARA'S BARGAINING LEVEL
Turkey maintains its cuatious attitude towards the formation in Northern Iraq and a possible U.S. military operation against Iraq. At the extraordinary security summit at the Presidential Palace two days ago, Ankara reiterated the condition of ''international legitimacy'' for a military operation against Iraq, and yesterday, Prime Minister Bulent Ecevit gave the message, ''we are against every kind of military intervention''. Turkey which approaches cautiously toward the Kurdish parliament that convened again with the support of also the United States is putting a strain upon bargaining by increasing opposition to Iraq operation. Turkey which suffered billions U.S. dollars of loss after the Gulf War is now taking measures to ensure that this matter will turn out as its desires.
TURKEY INVITES ARAFAT TO ISTANBUL
Turkey invited Palestinian Head of State Yasser Arafat to the Organization of the Islamic Conference (OIC) Economic and Commercial Cooperation Standing Commitee's 19th Screening Meeting that will be held in Istanbul on October 22. This invitation to Arafat who has not left West Bank since March 2001 was perceived as an attitude toward the isolation policy of Israel against Palestinians.
