TURKER: ''TURKEY WILL RECEIVE 1.6 BILLION DOLLARS THIS YEAR''
State Minister Masum Turker who attended the IMF-World Bank annual meetings in Washington D.C. said that the positive evaluation about Turkey continued in the annual report published by the IMF. ''IMF does not have any concern about the government which will come to power after the elections,'' Turker said in the news conference he held after returning to Turkey. Turker said that the economic programme will be implemented until the year 2004 and the 1.6 billion dollars of tranche will be released for Turkey until the end of the year.

CILLER: ''TAYYIP IS THE OTHER HALF OF WELFARE PARTY''
True Path Party (DYP) leader Tansu Ciller said that she would not set up a coalition with AK Party, adding that she planned to found a coalition partnership with the Republican People's Party (CHP). ''We had created a synergy with CHP in the past. However Kemal Dervis can't be the State Minister in charge of economy,'' said Ciller. Ciller also stressed that she considers AK Party as the half of the banned Welfare Party, adding AK Party is more radical.

IS EVERYTHING HERE?
The F-type prison which was opened in Sincan district of Ankara following the intervention in prisons in 2000, was considered the most secure prison of Turkey. However, a cell phone was found in the room of Kadir Turgut, the nephew of notorious mafia boss Kurt Ahmet. In fact, political prisoners have been under tight control in the prison. But, mafia members have not been facing the same difficulties.

FIRST VOTES CASTED IN FAVOR OF CHP AND AKP
Turkish citizens living abroad, have begun casting their votes at the customs gates. The first votes for the upcoming general elections on November 3, 2002, were cast in favor of the Republican People's Party (CHP) and the Justice and Development Party (AK Party). A total of 42 people cast their votes at Istanbul's Ataturk Airport. 21 of them cast their votes in favor of AK Party, 16 of them in favor of CHP, 4 in favor of the Felicity Party (SP) and one in favor of the Democratic People's Party (DEHAP).

BAYKAL TO MEET WITH BUSINESSMEN
Deniz Baykal, the leader of the Republican People's Party (CHP) will meet with businessmen this evening. Kemal Dervis will also be present in the meeting which will take place in the house of Mustafa Ozkan, an aide of Suleyman Demirel, the former president. Baykal is expected to give a message to businessmen including Sabancý, Hisarcýklýoglu, Sahenk, Eczacýbasý, and Demiroren that they should not be afraid of the CHP and they will develop the country together.

REFUGEES AMONG BESIKTAS SUPPORTERS
A total of 17 Kurdish persons who seek for asylum in Europe got on the plain that carried Turkish soccer team Besiktas to Sarajevo, Bosnia which does not ask visas from Turkish people. The group tried to be seen as if they were Besiktas fans, but they didn't know anything about Besiktas. They were later questioned by the Bosnian police. The group was sent back to Antalya at midnight.

ANKARA ON ALERT ABOUT NORTHERN IRAQ
Turkey asked Iraqi Kurdistan Democrat Party (IKDP) leader Massoud Barzani and Patriotic Union for Iraqi Kurdistan (PUK) leader Jalal Talabani who signed a series of agreements, not to take a decision against Turkey's regional interests. Meanwhile, Ministry of Foreign Affairs told both the IKDP and the PUK that their federal structure could not be accepted by Turkey without strengthening participation of the Turkmen and without giving guarantee for Iraq's territorial integrity.

COMMANDERS IN SOUTHEASTERN ANATOLIA
General Staff Chief General Hilmi Ozkok and commanders of land, air and naval forces paid visits to the military commands in Eastern and Southeastern Anatolia regions prior to a possible military operation of the United States against Iraq. Together with General Ozkok, Land Forces Commander General Aytac Yalman, Air Forces Commander General Cumhur Asparuk, Naval Forces Commander Admiral Bulent Alpkaya and Gendarmerie Forces Commander General Sener Eruygur spent the night in southeastern province of Diyarbakir. They continue to pay visits to the military commands in the region today.

DENKTAS: THE THING THAT MATTERS IS TO DIAGNOSE CYPRUS ISSUE CORRECTLY
Rauf Denktas, the President of the Turkish Republic of Northern Cyprus (TRNC) told the paper that the issue could not be diagnosed correctly for 39 years. Upon questions of the paper in New York, Denktas said that Turkish Cypriots fight not be colonized and to protect the rights of Turkey on Cyprus. Those who recognized the Greek Cypriot side as the ''legitimate government'' describe our resistance as an uncompromising attitude and they ignore the fact that Greek Cypriots try to claim ownership on the whole island by the fake title of ''Government of Cyprus Republic.''

EYES ON NEW YORK
TRNC President Rauf Denktas and Greek Cypriot leader Glafcos Clerides will meet today in New York. The result will affect the destiny of the Cyprus question and the EU process of Turkey. U.N. Secretary General Kofi Annan is expected to meet separately with Denktas and Clerides on the first day. The three officials will come together on the second day.

AZIZ: ''DO NOT GIVE INCIRLIK BASE TO UNITED STATES''
Deputy Prime Minister Tariq Aziz of Iraq said that Turkey's sending soldiers to Northern Iraq was against the good neighborly relations between the two countries. He also expressed Iraq's uneasiness about use of Incirlik Air Base in southern province of Adana by the United States and Britain.

FIRST INTERNATIONAL BORON SYMPOSIUM TO START TODAY
The First International Boron Symposium will start at the Dumlupinar University in western province of Kutahya today. Scientists from Britain, Germany, the United States, Georgia, Nigeria, Japan, the People's Republic of China, Canada, Switzerland and Russia will attend the symposium in which economic, strategical and political dimensions of boron will be taken up. Turkey has 65 percent of boron reserves of the world.

''EU'S DOMESTIC MARKET WILL INCREASE BY 31 PERCENT WITH TURKEY''
Union of Turkish Chambers and Commodity Exchanges (TOBB) Chairman Rifat Hisarciklioglu said that Turkey had fulfilled Copenhagen criteria, and added that the European Union (EU) should set a date for accession negotiations. Speaking at a meeting held to introduce ''European-Turkish Business Promotion Centers Project'', Hisarciklioglu noted that domestic market of the EU would increase by 31 percent with the enlargement process including 13 candidate countries.
