Turker: No Expenditure Or No Payment Will Be Made Without Having Necessary Source

ANKARA - State Minister Masum Turker for economy said on Thursday that no expenditure or no payment would be made without having necessary source.
Responding to questions of reporters about the formula of the rise in salaries of public employees, Turker said that five ministers would have a meeting the same day.
Turker noted, ''no expenditure or no payment will be made without having the necessary source. The government makes a choice about the use of the current sources and we try to give as much as we can to the sector which we believe as facing problems.''
Asked if there could be an increase over inflation target, Turker said that this was a hypothesis and that they had a target.
Turker added, ''to this end, we are in the power to keep the inflation target. This is our responsibility.''
When asked how International Monetary Fund (IMF) commitments would be met, Turker said, ''as you know, commitments are only figures. You do not know about the details of the commitments. We will evaluate them.''
Upon a question about the report presented to the Council of Ministers on Wednesday, Turker noted that ministers wanted to know how the IMF loans were used so far and that the total amount of borrowing from the IMF was around 28 billion U.S. dollars.
Around 8 billion U.S. dollars was returned back to the IMF, Turker stated.
Turker pointed out that Turkey had to repay 20 billion U.S. dollars more to IMF.
''This 20 billion U.S. dollars was in fact used to close budget deficits; that is, repayment of interests and rehabilitation of banking sector. A part of this money was used to close the deficits of state banks and the Savings Deposits Insurance Fund (SDIF) controlled banks. The increase in the internal and external debts of the state resulted from problems which were hidden under the special duty losses that were not announced to the public since the day when the program was started to be implemented,'' Turker said.
Turker added, ''we presented a report to Devlet Bahceli. The report given to the press was a summary. He thanked us for the report which explained Turkey's economy in almost 150 pages. He also noted that it would be good if expenditures and the sources allocated to the SDIF-controlled banks were also unveiled. Our friends started to prepare these two reports yesterday.''
Turker told reporters, ''there is not any amount of money that disappeared or was spent wrongfully in this programme. I am the political responsible of this programme, and I am ready to account for. There are hundreds of Treasury and Finance Ministry bureaucrats who have been charged in the stages of obtaining and using this money. The Central Bank asks information from us for its own macroeconomic figures. Also, organizations who have given this money to Turkey, have been controlling use of the money correctly.''
''Turkish economy will become transparent in the course of the time. Our people will be aware of this change. We will not allow creation of an atmosphere of uncertainty stemming from lack of information,'' he noted.
When asked whether or not he would inform President Ahmet Necdet Sezer on developments, Turker told reporters, ''President Sezer is very sensitive due to his jurist identity, his populist approach and his communication with the people. During our meeting, President Sezer expressed his satisfaction over implementations about the people and the real economy.''
''President Sezer told us that he would extend the all kinds of support. His statement and attitude encouraged me. I submitted the same report to the Cankaya Presidential Palace. We will continue to inform President Sezer on the developments,'' he said.
Turker added, ''President Sezer expressed his satisfaction over our support. He also said that he was pleased with my political stance's connection with the economy.''
