Denktas: I Don't Expect Anything In Paris But Inspiration And Encouragement

LEFKOSA - Turkish Republic of Northern Cyprus (TRNC) President Rauf Denktas said on Wednesday that the U.N. Secretary General Kofi Annan would not put forward a proposal which he knows that the sides would not accept during September 6 Paris talks, noting that Annan would not make such a mistake.
Denktas made evaluations to A.A correspondent about the six round of talks process with Greek Cypriot leader Glafcos Clerides that would resume on August 27, and about September 6 Paris meetings in which he would meet Clerides and Annan.
Speaking about Paris talks, Denktas said, ''I don't expect anything but inspiration and encouragement.'' Pointing out the benefits of face-to-face meetings on Cyprus issue, Denktas said the meeting was a need both for himself and Annan.
Denktas said the meeting would take place within the framework of Annan's ''good will mission'', stressing that Annan could make an evaluation in Paris but that he was not expected to present a plan.
When reminded the news reports which appeared in media saying that, ''Annan would put pressure on the sides to find a solution by the end of the year, and would present new documents to the sides regarding sovereignty and territory,'' Denktas said, ''I don't think so. Annan is an experienced person having sublime feelings of justice. He attributes importance to impartiality. He will not come with proposals which he knows that would not be accepted by the sides. They made him do this in the 5th round of indirect talks, he could not succeed. Suggesting things which will not be realized would shake his prestige. I don't think he will make such a mistake.''
Recalling that he has been under pressure for 39 years, Denktas said the problems would not be solved with pressure.
Denktas said, ''we can not bear pressure. Problems can not be solved with pressure. Both sides should be in need of each other. They should want each other for a new foundation. If you say the Greek Cypriots, 'you are the legal government, I will take you to the EU whether or not you agree', will they be in need of us? They will need us if they say 'you two will come out as the government of whole Cyprus as long as you agree with the Turkish Cypriots'. We can not reach anywhere with pressure.''
Denktas said in case an unacceptable document is presented, he would bring that to the Parliament, and that a decision would be taken afterwards.
Speaking about the scheduled visits of Britain's Cyprus Special Envoy Lord David Hannay, the U.S. State Department's Special Coordinator to Cyprus Thomas Weston, and United Nations Secretary General Annan's Special Envoy to Cyprus Alvaro de Soto, Denktas said Hannay and Weston would come to the island to inspect grounds and to put pressure prior to Paris meeting. Yet, Denktas noted that this was normal, and that those officials would like to see the sides to what extend they would resist.
Denktas said the information that would be collected by Hannay and Weston and their impressions before Paris meeting would help Annan to set up a framework.
Denktas who also mentioned the criticisms of the Greek Cypriot administration to Hannay and his ''New Cyprus'' proposal, Denktas said Hannay's mentioning a Turkish existence was enough for those criticisms.
Denktas said, ''Hannay mentioned a Turkish existence, equality and a new institution. Greek Cypriot side doesn't want anybody to say that 'there is the existence of Turkish Cypriots, and they are equal, and a new foundation will be formed, and it will have a new flag' because it has shown the whole world that it was the Cyprus, and we were the minority. It will be the enemy of those who disrupt this image.''
Pointing out that proposal of Hannay also had some sides that would be criticized by the Turkish side, Denktas said ''sovereignty'' issue was lacking in the proposal.
Speaking about visit of De Soto, Denktas said ''routine meeting''.
Denktas said De Soto would hold contacts regarding 6th round of talks that would resume on August 27, and noted that they would be in an effort to listen to the views of Annan.
DENKTAS: WE WILL SUMBIT A DOCUMENT THAT INCLUDES OUR SINE QUA NON
Denktas said that they would submit a document including their sine qua non to Greek Cypriot side in the sixth round of Cyprus talks which would begin on August 27.
Denktas said that Greek Cypriots' uncompromising attitude on significant issues like territory and property continued and added that they wanted to construct a building on their own ground in spite of two grounds and this could not be accepted.
Denktas who criticized Greek Cypriot Parliament Speaker Dimitris Christofias's statement that ''Cyprus's sovereignty could not be discussed'' said that Greek Cypriots were trying to write a new constitution with their statements as if ''there was an only one republic, government and sovereignty''.
He said that they wanted to announce the establishment of a new partnership between two sovereign, politically equal states in the island and stated that U.N. Secretary General Kofi Annan brought ''two equal sides'' formula in 2000 under the target of ''establishment of a new partnership''.
Denktas said that but Greek Cypriots refrained from using even the word ''partnership''.
Denktas who stated that injustice should be removed to ensure justice and said, ''Greek Cypriots say that what they did in 1963 was their right and it will be base of future. We say that Greek Cypriots tried to gain the ground till 1974, but we did not obey to them even those days. A new ground has appeared. It is the TRNC ground. Let's construct a building on two grounds. But Greek Cypriots say that they won't do that. They say that there is one ground and they want to give a room to us there. It's not possible.''
He said, ''Turkish people should have a sovereign land. This will be a base for the peace. Issue of property exchange should be resolved with compensations and embargoes should be lifted. A way will be opened if an agreement protecting Turkey's rights and Turkish-Greek balance is made.''
Denktas said that the inclusion of Greek Cypriot side to the EU in Copenhagen Summit would create a crisis and added, ''will the EU take this risk? Because this will create crisis. It means the violation of international agreements. It violates human rights.''
Denktas said they have been saying to Greek Cypriots that ''accept our sovereignty, let us solve territory and property issues. Respect rights of Turkey, let us enter to the EU together on condition that Turkey's rights are preserved and on condition that Turkey's accession is approved.'' Denktas said Greek Cypriots said they would never accept the sovereignty of Turkish Cypriots as it was seen in their recent statement.
Denktas said, ''what will we do? We will give the rights and authorities, which we proposed to the Greek Cypriots, to Turkey and enter the EU together. Then, Cyprus will be united. Will there be any solution?''
Mentioning Turkey's accession process to the EU, Denktas said Turkey exerted great efforts not to connect Cyprus issue with Turkey's accession to the EU.
Denktas said Turkey had issued the laws, which the EU was sensitive on, within 24 hours, and astonished the world, noting that ''they will show their insincerity if they later say 'solve Cyprus question immediately'.
Recalling that Cyprus was not a political criteria, Denktas said Cyprus problem was created by Greece and Greek Cypriots, not Turkey.
Denktas said, ''I can't accept how the EU, which could not say to Greek Cypriots to come after solving the problem, put forward this condition for Turkey.''
