BAN IS LIFTED, LEAVE THE COUNTRY
German court sent away the Turkish family who took refuge in Germany with the claims that they could not speak Kurdish in Turkey. German court said ban on Kurdish language was lifted.
The German court decided to deport Omer Karabulut, his wife and three children, who had taken refuge in Spenge township in Bielefeld city in 1996, saying that there was not anymore risky situation in Turkey.
Lawyer of the family applied to a supreme court to stop the decision, however this court also approved the decision for deportation saying that Turkey was a country respecting human rights, and that Kurdish could be spoken freely.

SCHOOLS TO BE OPENED ON SEPTEMBER 16
National Education Minister Necdet Tekin said education period for this year would start on September 16. The education period had been announced as September 9 before.

WE CANNOT ACHIEVE WITH ''BUS'' STYLE
Messages from Kemal Dervis to Republican People's Party (CHP) leader Deniz Baykal: Nothing can be achieved by a call to come together on a bus due to Haci-Bektas to attend commemoration ceremonies. We have to make better proposals to Democratic Left Party (DSP). Dervis started to be cautious about approaches of Deniz Baykal. The messages that Dervis, who wants the social democrat parties to unite, will give to Baykal, whom he will meet on Monday, are as follows: ''A call to come together on a bus due to Haci Bektas is not smart and it will not give any result. Unification proposal should be made by a serious and different style which can inspire hopes for DSP's participation.

BAYKAL: ''WE DO NOT WANT ALLIANCE BUT ACCESSION''
Kemal Dervis, who was separated from New Turkey Party (YTP) by showing the words of YTP leader Ismail Cem that ''he did not care about alliance'', is facing a difficult situation as Republican People's Party (CHP) leader Deniz Baykal made similar statements. Baykal said, ''we do not want alliance. We want accession. Our doors are open to whoever accepts this. It is meaningless to bargain with groups which have recently become political parties. Dervis is enough for me.''

ALLIANCE OF SPOILSPORTS
Preparations to postpone elections have started with ''a movement of the offended.'' After the Kemal Dervis shock, the New Turkey Party (YTP) approached towards those who do not want early elections. YTP group acting leader Aygun made a surprise statement: ''We can say no to early elections on November 3.'' A decision was taken to hold early elections on November 3, 2002. However, doubts that elections will be held that day are increasing. It is considered as definite that a ''movement of the offended'' may begin after September 11 when lists of candidate deputies will be announced. Oguz Aygun of YTP said, ''at least 60 deputies from Nationalist Movement Party (MHP) will not be included in the lists while many people from Justice and Development Party (AK Party), Motherland Party (ANAP) and True Path Party (DYP) will be offended. Aygun said, ''if we think that postponement of elections is for the benefit of Turkey, we can support it.''

PATRIOT TO DAMS
Turkey has taken measures against threats that can occur during a probable U.S. operation on Iraq. Ataturk, Karakaya and Keban dams in the Southeastern Anatolia Project (GAP) region will be protected with Pac-3 type Patriot missiles against Scud missile attack of Iraq. The United States has secretly sent 36 Patriot missiles to regional countries, including Turkey. The places of tent-sites to be constructed for refugees in Hakkari and Sirnak, two cities neighbouring Iraq, have been chosen. Around 300 thousand refugees will be settled in tent-sites to be built in Semdinli, Cukurca, Silopi, Beytussebap and Uludere.

ANKARA IS CAUGHT BETWEEN TWO FIRES
It was reported that the United States proposed a bilateral agreement to Turkey to prevent soldiers, who participated ''peace operations'', to be judged in International Criminal Court.
The European Union (EU), which is the biggest supporter of the International Criminal Court, took action upon this demand of the United States, and wanted Ankara not to sign the agreement.
The developments experienced at a time when expectations for a probable U.S. operation against Iraq increased, made Turkey face to face with double pressure.

LETTER FROM YAHNICI TO ECEVIT
Nationalist Movement Party (MHP) Deputy Chairman Sevket Bulent Yahnici reacted to the statements which Abdullah Ocalan made to media as the leader of KADEK.
Yahnici sent a letter to Prime Minister Bulent Ecevit on the issue.
Claiming that Ocalan easily communicated with his supporters and gave orders, Yahnici said necessary status should be provided to Ocalan for a normal convict, and should be transferred to F type prison.

DERVIS WANTS 10 QUOTA
Kemal Dervis, who turned his route to Republican People's Party (CHP), will meet CHP leader Deniz Baykal to discuss unity in the left and election strategy. Dervis is expected to want at least 10 quota from Baykal to make names, who are close to him, to be a candidate for deputyship.
Turk-Is Chairman Bayram Meral, DISK Chairman Suleyman Celebi, KESK Chairman Erdem, Ari Group Chairman Koprulu, and his consultant Oya Unlu are among those names.
Dervis is expected to insist on the responsibility to direct economy from one hand, and to decrease number of ministries for the state to be influential.

PRECIPITATION DOES NOT STOP
Rainy weather hit Istanbul and Black Sea Samsun province. One person died in Samsun, and many houses were inundated in both provinces. Rainy weather is expected to continue.

PRAISE FROM DE TELEGRAF: ''TURKEY IS THE MOST POPULAR HOLIDAY COUNTRY''
De Telegraf daily of the Netherlands published a news with a title ''Turkey to become the first.'' The newspaper noted that tour organizators expected Turkey to continue to be the most popular holiday country in the following winter.

ISTANBUL HIT BY RAIN AGAIN
Torrential rains which started on Saturday afternoon in Istanbul paralyzed daily life. Residents of Istanbul were stranded in the streets, traffic was paralyzed, roads collapsed and many traffic accidents happened. Many houses were flooded and became uninhabitable.

FIRE IN MARMARIS CANNOT BE TAKEN UNDER CONTROL
Fire which broke out in a forested area in Cetibel village of western Marmaris province the previous night cannot be taken under control. Forestry Minister Nami Cagan, who visited the region, said that the fire started due to electricity cables.

SCHOOLS TO OPEN ONE WEEK LATER
National Education Minister Necdet Tekin said that school year in elementary and high schools would start on September 16 instread of September 9. The registrations for schools will start on Monday and end on September 6.

SURGICAL OPERATIONS STOP DUE TO LACK OF PERSONNEL
Surgical operations stopped in state hospital in southeastern Mardin province because of lack of personnel.
The 360-bed hospital works with only one nurse and two anesthesia experts. There is a need for six anesthesia experts to carry out the operations.
The surgical operations don't take place apart from the emergency cases. Those who are in critical condition are being sent to hospitals in Diyarbakir.

DSP: THOSE WHO WANT EARLY ELECTIONS REPENT
Foreign Minister and Deputy Prime Minister Sukru Sina Gurel defended that those who issued a decision for early elections repented.
Gurel, who spoke about early elections, pointed out that leader of the Democratic Left Party (DSP) and the group opposed to early elections as it would not have any benefit.
Gurel said, ''those who call for early elections, now repented. They created uncertainty continiously saying 'there is uncertainty atmosphere'. DSP stands still despite all the public surveys.''
