Bahceli Announces That His Party To Apply To Constitutional Court

ANKARA (A.A) - 10.08.2002 - Nationalist Movement Party (MHP) leader and Deputy Prime Minister Devlet Bahceli has announced that his party would apply to the Constitutional Court for the annulment of law that abolishes death penalty.
Bahceli said that terrorist chief Abdullah Ocalan has been enjoying special conditions at Imrali and he has to be put in an F type prison, when he spoke at the MHP provincial chairmen's meeting at Buyuk Anadolu Hotel in Ankara.
Bahceli said that all political parties in Turkey except for the MHP together supported and passed the EU adjustment laws and he said Turkish nation have the right to learn why the death penalty was abolished in such a rushed manner and its possible consequences.
Bahceli said that separatist terrorist continues to be a threat to Turkey. ''Under these conditions, the terrorist organization PKK and its supporters have been encouraged and awarded. The PKK failed to reach its goal through using arms and now they adopted a new political strategy to reach its goal through political ways. According to this strategy, they wanted to lift the death penalty in order to free Ocalan in the future,'' he said.
Pointing to the timing of passing the bill abolishing death penalty, Bahcelis said the European Court of Human Rights (ECHR) will soon announce its decision about the application made by Ocalan.
''Political parties which made an alliance in Parliament on this matter prevented his execution file from coming to Parliament by abolishing death penalty before the ECHR's announces its decision. The Constitutional Court will decide if it was against Constitution to abolish death penalty like this. The MHP believes that lifting death penalty like this hurt people's feeling of social justice. We want Ocalan to put in an F type prison and not enjoy special conditins at Imrali.''
MHP will bring this issue to agenda at the coalition leaders summit, Bahceli said and added that new Justice Minister's making the necessary preparations in this issue will ensure the leaders to take decisions fast.
''Turkish people see that political parties bargain on new government models and election alliances. They also focus on the possibility to postpone the elections, which is detrimental to the interests of the country,'' Bahceli alleged.
Bahceli claimed that ''the main motivation behind the search for broad-base unity in left and centre, which is shown as search for formation of strong alliance for EU, is in fact concern for political future. EU issue is manipulated for such political interests.''
Bahceli said that MHP does not need forming alliances with other parties for the elections.
BAHCELI SAYS GIVING LEGAL STATUS TO LANGUAGES AND DIALECTS SPOKEN BY TURKISH CITIZENS TRADITIONALLY AS A CULTURAL RIGHT TO BE HARMFUL FOR TURKEY
Bahceli said that giving legal status to languages and dialects spoken by Turkish citizens traditionally as a cultural right will prepare basis for harming the social texture and national unity of the country.
Speaking to the press, Bahceli claimed that those who support membership to EU at all costs regard their party as an obstacle, adding that the socalled administrators and the broadcasting organs of the separatist terrorist organization show MHP as a target.
Bahceli stressed that the abolition of death penalty will serve the interests of the terrorist organization PKK, adding that ''this regulation adopted by six parties in the parliament except MHP, can also bring onto agenda the discussion on taking the terrorist chief out from the prison in the future.''
Referring to the legal regulations that enabled education and broadcasting in mother tongues other than Turkish, Bahceli said that ''we are obliged to respect citizens having different languages. However giving legal status to languages and dialects spoken by Turkish citizens traditionally as a cultural right will prepare basis for harming the social texture and national unity of the country and for permitting others to ask for further demands.''
The right to be educated in mother tongue is wanted as a minority right, Bahceli said and added that ''this is the understanding of EU and its imposition on Turkey. The aim is to create minority by force. This is what we object. This will serve the political goals of the terrorist organization and its supporters who target the unitary state structure of Turkey and national unity.''
''Speaking a different language aims to create a different state identity and state consciousness. Broadcast and education in Kurdish language will alienate our citizens of Kurdish origin and it will be a main factor to give them a different identity. By passing the laws imposed by the EU, Turkey also took a step that would help the PKK reach its goal,'' Bahceli said.
He said that yielding to such demands of the EU will make the EU come up with even more extreme demands in the future. He said that Turkey's weakness to the EU was raising hopes in the PKK.
He said that the EU's reaction to the Turkish Parliament's passing these laws was different than what was expected. He said that the EU officials were refraining from pronouncing a date to start membership negotiations.
''The EU adminnistration was unfortunately encouraged to see that these impositions yielded the results they wanted. Therefore they might come up with more extreme demands regarding minorities, the so-called Armenian genocide and Cyprus. There's no doubt that the PKK will abuse these last developments and provoke the EU against the EU.''
