NEW SIGN OF THE MESSENGER
Democratic Left Party (DSP) Group Acting Chairman Emrehan Halici held a news conference and sent harsh messages to State Minister for Economy Kemal Dervis. Halici said, ''you should make a decision in a reasonable time. Either prefer ministry or the politics.''
The tactic that was made on former Deputy Prime Minister Husamettin Ozkan this time was made on Dervis through Halici. Prime Minister Bulent Ecevit, who made Halici to hold a news conference, gave the ultimatum to Dervis that, ''either make politics or the ministry. Make a choice''.
Halici said Dervis had to make his decision as soon as possible and said, ''Dervis cannot act as both the fourth partner of the government and as the leading actor of an organization against the government.''
Dervis still had a position in the government, Halici said and noted, ''despite this, we regard Dervis' assuming an attitude which is against to his position in the government as strange.''
DGM WARNS FOR HADEP AND OPENS CASE AGAINST KADEK
State Security Court (DGM) Chief Prosecutor's Office opened the first case against KADEK organization. The prosecutorship, who also warned the parties, told the indictment that election alliance should not be made with the Peoples Democracy Party (HADEP), which is alleged to be the legal organization of KADEK.
Ankara DGM Chief Prosecutor's Office told all the political parties before the early elections that HADEP worked as the legal organization of KADEK, which was replaced with PKK. The DGM warned that election alliance should not be made with ''daily political interests''. It said it would be a very big ''mistake'' to set up relations with the organizations of PKK.
The indictment said target of KADEK was to find a ''political interlocutor''.

JUSTICE MINISTRY GETTING PREPARED TO APPLY TO REQUEST EXTRADITION OF FEHRIYE ERDAL
Justice Ministry will apply to France for the extradition of Alaadin Cakici, who could not be tried as he was extradited conditionally, and Fehriye Erdal to Belgium, who was not extradited to Turkey because of existence of death sentence in Turkey.
Justice Minister Hikmet Sami Turk said Turkey would renew its call for the extradition of the criminals abroad who were not extradited to Turkey because of existence of death sentence in Turkey. He said Fehriye Erdal was on of those.
THE LAST STOP IS THE PEOPLE
State Minister for Economy Kemal Dervis, who will continue his efforts open to the public within a few days, will join the New Turkey Party (YTP) in case he fails to provide unity.
As Dervis tries to go to elections with a broad base platform in the center, he got a message from the Democratic Left Party (DSP) that he should resign from DSP. Dervis is now getting ready to make his meetings open to the public.
Dervis, who made a call for unity to DSP leader Bulent Ecevit and Republican Peoples' Party (CHP) leader Deniz Baykal, but could not get a positive response, will repeat his invitations in front of public this time. Dervis is expected to look for the stable majority with the people.
Dervis will share the risks with people, and if he fails in his efforts to unit, then he will openly explain the risks for Turkey.
Dervis will not change his decision to act together with Ismail Cem and the YTP.

NEW SEARCHES IN POLITICS
''French model'' of State Minister Kemal Dervis brought activity to politics. Searches started for a ruling which will accelerate European Union (EU) process.
The new formula targets to set up a strong alliance with the participation of the Motherland Party (ANAP), Democratic Left Party (DSP), True Path Party (DYP) and participation of Republican Peoples' Party (CHP) and Democrat Turkey Party (DTP) to the New Turkey Party (YTP). Such an alliance is expected to be the ruling as of November 3 elections.
State Minister and Deputy Prime Minister Mesut Yilmaz said they were moderate toward the ''French model'', and noted that ''parties in central right and central left should come together for alliance. I will meet the leaders for this alliance which will be for the favor of everybody.''
PASABAHCE CLOSES DOWN
Turkey Bottle and Glassware Factories Corp. will be shut down as of Aug.6, 2002, Gulsum Azeri, Chairman of Glassware Group Chairman announced.
Azeri had said that they had stopped production on July 22 and gave 15 days of paid leave to their personnel.
She said that 873 of their personnel gained retirement rights while 708 of them were offered other jobs. Those who don't want to be employed at other jobs will receive 25 percent more than the legal seniority compensation.

NEW APPOINTMENTS TO THREE MINISTRIES
Presidency approved the decree about appointment of Prof. Aysel Celikel as the Justice Minister, Prof. Naci Kinacioglu as the Minister of Transportation, and Muzaffer Ecemis as the Minister of Interior.
The ministers will take office today.
FOREIGN MINISTRY PREPARES ACTION PLAN
Following passage of EU adjustment bills in the Parliament with intense working, Ankara is getting prepared to implement action plan which was prepared by the Foreign Ministry.
State Minister and Deputy Prime Minister Mesut Yilmaz met and informed Ambassadors and Charge D'Affaires of the EU member countries to set a date for Turkey to start full membership negotiations in Copenhagen summit and to convey reforms to EU member countries.
Yilmaz stated that for the first time in Turkish political life, all parties represented in Parliament shared the same goal, during a meeting with the representatives of EU countries on Monday regarding the EU adjustment bill passed by the Turkish Parliament on Aug.3.
Yilmaz stressed that passing these reforms in such a time was very important and he presented a copy of the analysis of the EU adjustment bill which is formed by eight pages.

SIEGE OF EU
President Ahmet Necdet Sezer, Parliament Speaker Omer Izgi, Prime Minister Bulent Ecevit, and Foreign Minister Sukru Sina Gurel will launch actions to get ''a date for negotiations'' in Copenhagen. The campaign giving the message, ''don't disappoint Turkish people'' will start this week.
The efforts will start to be exerted at the beginning of September as August is holiday for the EU.
Prime Minister Bulent Ecevit will send EU Commission Chairman Romano Prodi and the heads of government and state of the EU member countries letters and the analysis of the EU Adjustment Bills Package.
Foreign Minister and Deputy Prime Minister Sukru Sina Gurel, in parallel with those initiatives, will send a letter to EU Foreign Policy Chief Javier Solana and EU Commissioner for Enlargement Guenter Verheugen.
Parliament Speaker Omer Izgi in his part will sent letters to the parliament speakers of the EU member countries and to the European Parliament.
President Ahmet Necdet Sezer will hold bilateral contacts with the heads of state and government of the EU member countries during the U.N. Trade and Development Conference which will take place in Johannesburg city of South Africa at the end of August.
SECRET TURKISH-RUSSIAN COOPERATION FOR IRAQ
Turkey and Russia decided to cooperate to prevent a military operation against Iraq.
Diplomatic sources said a decision was given to keep secret this agreement, which was reached during Russian Deputy Foreign Minister Aleksander Sultanov's visit to Ankara.
Responding to a question on the issue, Foreign Minister Sukru Sina Gurel confirmed this agreement.
According to this agreement, if military operation of the United States becomes inevitable, then Ankara and Moscow will continue to exert efforts together not to spoil territorial integrity of Iraq and to prevent formation of Kurdish origin states in the region.

ELECTIONS TO REDUCE INFLATION
The Central Bank made a statement about inflation rate in July, expectations, and the rate of interests. The statement said increasing trend in the recent period was transitory as setting a date for early elections would decrease political uncertainty.
The statement said that interest rates and foreign exchange rates increased and economic betterment stagnated as of May when political uncertainty started.
According to the statement, developments which could reduce uncertainties were recorded in recent week. Adoption of European Union (EU) adjustment laws which would accelerate Turkey's EU integration process is a development that can have a positive impact on market expectations and that can accelerate economic development. Setting the date of early elections also helped overcome political uncertainty. Significant decrease was marked in interest rates of state domestic borrowing bonds and foreign exchanges after these two developments.
TREASURY TO AUCTION 273-DAY BONDS ON TUESDAY
Treasury will hold an auction on Tuesday, August 6 to sell 273-day bonds.
The value date of these bonds is August 7 and maturity is May 7, 2003.
On July 30, Treasury auctioned 105-day bonds and sold 1 quadrillion 187.2 trillion Turkish liras (TL) of nominal-valued bonds although the total bid had been 1 quadrillion 375.1 trillion TL.
The net sale in this auction was 1 quadrillion 32.1 trillion TL while annual composite interest rate became 62.44 percent.

DERVIS DID NOT RESPOND TO THE CALL TO RESIGN
State Minister for Economy Kemal Dervis, who was a target to the criticisms of Democratic Left party (DSP), did not disrupt his program in Istanbul and continued his visits.
Responding to the questions of reporters, Dervis said, ''production is on my agenda today''.
When asked whether or not he thought of resigning, Dervis said ''no comment''.
Dervis said, ''we should not focus on the politics leaving our duties.''
ECEVIT IS NOT MODERATE TOWARD ELECTION ALLIANCE
Prime Minister Bulent Ecevit said the Democratic Left Party (DSP) was not moderate toward the election alliance and the cooperation.
Pointing out that he would meet the Motherland Party (ANAP) leader Mesut Yilmaz today, Ecevit said searches for unity may be brought onto the agenda during the meeting.
Ecevit also said with the approval of the EU adjustment bill in the Parliament, ''a step was taken beyond expected''. Ecevit said ways were opened for Turkey to the EU, noting that ''ways for the EU full membership can not be closed from now on.''
