ANKARA (A.A) - 02.08.2002 - The True Path Party (DYP) submitted a draft law to the Parliament Speaker's Office on Friday about two-round election system.
The proposal signed by DYP deputy group chairmen Nevzat Ercan, Ali Riza Gonul and Turhan Guven, said that Turkey needed an election system that would provide stability.
''The first round of the elections will reveal political tendencies, and the second round will determine ruling and opposition parties,'' it said.
If the proposal is adopted without any change, elections will be held on the same date throughout the country with general, equal and secret votes.
The second round will be hold one week after the first round.
Period between the first and second rounds of the elections cannot be expanded or shortened.
In the first round, candidates of four political parties which win the highest votes throughout Turkey will be elected if they win votes absolute majority on the condition of winning votes of at least one fourth of registered voters.
The same rule will be valid for independent candidates.
If candidates get equal number of votes, there will be a draw.
The second round of elections will be held in election districts where any candidates cannot win sufficient votes in the first round.
Candidates of four political parties which get the highest number of votes throughout Turkey in the first round, can participate in the second round.
Independent deputies cannot participate in the second round.
