LET'S VOTE DEATH PENALTY IN SECRET BALLOT
While a search is underway to abolish the death penalty, New Turkey Party (YT) proposed to hold secret ballot for it. The proposal was made during the visit of Motherland Party (ANAP) leader Mesut Yýlmaz to YT leader Ismail Cem and Husamettin Ozkan two days ago. YT deputy group leader Gaffar Yakýn said during the meeting that ''there are 174 martries in Afyon, how can I go to Afyon? So must we hold secret ballot for death penalty.'' YT leader Ismail Cem and YT deputy leader Husamettin Ozkan proposed ANAP leader Yýlmaz to take up seperately the provisions about broadcasting and education in mother tongue from the EU adjustment laws package and to bring it to the parliament in the form of another proposal.

MUMTAZ SOYSAL FOUNDS HIS PARTY
Mumtaz Soysal, a professor and former foreign minister who carried out his studies for foundation of a political party with the name of ''Independent Republican Movement,'' founded his party upon the 79th anniversary of Lausanne Treaty. ''Independent Republic Party (BCP) has become the 48th political party in Turkey. BCP Founders Council is composed of 67 persons mainly composed of professors. A statement was issued after the Founders Council meeting saying that the party would work for unity in the left.

ELEVATOR TO BE CONSTRUCTED FOR PRIME MINISTER
The construction of an elevator in Prime Ministry building for Prime Minister Bulent Ecevit who still thinks of going to various provinces and address to people before the early elections, has been speeded up. The construction of the elevator will be completed in a very short time. Following the completition of the elevator, Prime Minister Ecevit will transfer his studies from Prime Ministry official building to central building. Moreover an another elevator was also constructed for Prime Minister Bulent Ecevit at War Academies Command in Istanbul.

FLOOD KILLS 22 PERSONS
Houses, offices, fields were inundated by torrential rains and floods and the roads broke into pieces in Black Sea region. A total of 22 persons died by the flood in northern provinces of Rize, Yozgat, Corum, Tokat and Kars in July. New dead bodies are expected to be found due to landslides. A total of twenty persons are also missing. Deputy Prime Minister Mesut Yýlmaz will go to Rize province which was hit by the flood. Yýlmaz will not attend the National Security Council meeting in Istanbul today.

DERVIS GIVES HIS DECISION AT LAST
State Minister Kemal Dervis will return to Turkey from the U.S. in the beginning of August, give his petition to Prime Minister Bulent Ecevit and go into politics. Dervis who made up his mind after meeting with IMF and World Bank officials, will ask for appointment from Bulent Ecevit when he returns to Turkey and submit his resignation. Dervis will propose Ecevit to appoint another technocrat minister instead of him that will ensure the implementation of the economic programme in the best way. Dervis is also expected to propose the name of this minister to Ecevit.

BAHCELI TO YILMAZ:''DON'T WORRY, ONLY YOU AND WE ACTED HONESTLY''
When Motherland Party (ANAP) leader Mesut Yýlmaz told Nationalist Movement Party (MHP) leader Devlet Bahceli that he lost his hope regarding the adoption of the EU adjustment laws by the parliament, Bahceli boosted his morale saying ''you must bring this package to the parliament, so that the people will see those who don't act honestly.'' Yýlmaz completed his contacts with political party leaders to discuss EU adjustment laws bill with them yesterday. Bahceli told Yýlmaz who complained about the attitude of other parties that ''don't worry, only you and we acted honestly about this issue.''

NSC TO DISCUSS IRAQ
Prime Minister Bulent Ecevit who will go out of town for the first time after he became sick, will attend the National Security Council (NSC) meeting in Istanbul today. Sukru Sina Gurel will participate in the NSC meeting with the title of Deputy Prime Minister and Foreign Minister for the first time. NSC will take up the possible U.S. operation in Iraq and asses certain steps taken in the region controlled by Iraqi Kurdistan Democrat Party (KDP) that means formation of a state.

NO RESPONSE FROM ATHENS
Turkey could not get any response to the note it submitted to Greece regarding the situation of the leader of terrorist organization DHKP-C Karatas. Athens told Ankara through diplomatic channels that ''if Karatas is seen in Greece, he will immediately be arrested.'' Meanwhile Foreign Minister Sukru Sina Gurel said that he will come together with Greek Foreign Minister George Papandreou soon and take up the issue of DHKP-C.

TURKEY PLACED 85TH AMONG 173 COUNTRIES IN TERM OF HUMAN DEVELOPMENT
United Nations Development Program (UNDP) placed Turkey as the 85th among 173 countries in terms of human development level in its 2002 Human Development Report. Turkey was included among the countries in the ''middle development level'' category. Turkey was earlier ranked the 82nd last year. The report indicated that 87 percent of the people voted in 1999 elections. It was remarked that women were given the suffrage right in 1930 and women constituted only 4.2 percent of the deputies in Parliament. The number of non-governmental organizations (NGOs) in Turkey was given as 1,420 and union membership was 22 percent.

THERE IS ANOTHER HOPE FOR EU
The Motherland Party (ANAP) which could not find any support to its proposal of ''firstly adoption of EU adjustment laws and then elections,'' proposed taking up early elections and EU reform at the same time. Yýlmaz complained in the news briefing yesterday saying that no body except the Felicity Party (SP) fulfils its promise without any condition and supports ANAP's bill.

FORMULA-1 SURPRISE FOR TURKEY
Turkey Automobile and Motor Sports Federation Chairman Mumtaz Tahincioglu announced that the Council of Ministers approved holding Formula-1 car race in Turkey in 2005 and that the council decided to support the race.
Tahincioglu attended the Council of Ministers metting and gave a briefing about Formula-1 races. Tahincioglu said four cities had applied to host the race: the commercial capital Istanbul, the Aegean city of Izmir, the Mediterranean resort of Antalya and the central city of Kirsehir. Currently there is no grand prix track in Turkey. He said that they asked for a field from the state and received a positive reply. Tahincioglu forecast between 60-150 million U.S dollars a year in revenue from the race.

94th ANNIVERSARY OF CANCELLATION OF CENSORSHIP IN PRESS CELEBRATED
The 94th anniversary of cancellation of cencorship in press was celebrated in Turkey yesterday. Issuing a message on the occasion, Journalists Association's Chairman Nazmi Bilgin said that it was not possible to celebrate July 24 as a day in a period when thousands of journalists are unemployed. Bilgin noted that the freedom of expression came the first among the human rights and freedoms. Bilgin added that monopoly in press also meant censorship.

GREAT SUCCESS OF TURKISH SCIENTISTS
Five Turkish scientists were able to get rid of the bacterium by 80 percent that caused ulcer which affects half of the world population with the studies they undertook in Fatih University. The study was awarded by the International Biology Congress.
