DARK CLOUDS IN SUMMIT
Dark clouds began to appear on the leaders' summit which President Ahmet Necdet Sezer will hold. Tansu Ciller, the leader of the True Path Party (DYP) put forward as a condition discussion of prime ministry at the summit.
Devlet Bahceli, the State Minister and Deputy Prime Minister who also acts as the leader of the Nationalist Movement Party (MHP) wanted a minutes to be recorded at the summit and also wanted this to be announced to the public afterwards. Bahceli said the summit should not go beyond its targets. He warned that he would go if government and prime ministry is discussed.
Ciller deployed a more harsh position prior to the leaders' summit that will take place in Cankaya Palace, and said, ''Turkey's primary problem is the question of prime ministry and government. If this will not be discussed, there is no use in participating in the summit.''
BELGIUM CONFESSES
Belgium which tolerated terrorist DHKP-C to hoist a flag in the center of Brussels, noticed in the end that it became a nest of terrorist organizations. An intelligence report which was leaked from the Senate to press, pointed out that the country turned into a base providing logistic support to radical Islamist terrorist organizations. Terrorist organizations like Al-Quaida and Hamas gather their terrorists in this country and make action plans.
According to the ''secret report'' prepared by Belgian Intelligence units and presented to Senate, Belgian territory is used in collection of Islamist militants.

BAHCELI: ELECTION IS NOT NECESSARY
State Minister and Deputy Prime Minister Devlet Bahceli, who addressed the group meeting of his Nationalist Movement Party (MHP), said, ''we target the government to stay in office till April 2004, which is the normal election date.'' Bahceli also preserved his attitude regarding death sentence of Ocalan.
Bahceli said health problems of Prime Minister Bulent Ecevit should not be exploited and should not be a subject of debate.
Bahceli said ''If the prime minister decides his health problems will prevent him fulfilling his duties, then of course the democratic customs and constitutional procedures will be carried out. Current government will continue its assignments in line with the principles in coalition protocol till the new government is set up. The prime minister should himself make the decision whether or not he would continue his duties.''
HABERAL: ECEVIT'S HEALTH CONDITION IS GOOD
Baskent University Rector Prof. Mehmet Haberal said necessary medical treatment was given to Prime Minister Bulent Ecevit, stressing that, ''Prime Minister says he is good. His health condition really improves.''
Prof. Haberal reacted to the criticisms that no statement has been made about the diseases of Ecevit since he was hospitalized with the diagnosis of intestine infection.
Pointing out that he and his friends, who were assigned in medical treatment of Ecevit, could not violate their Hippocratic oath.
Prof. Haberal said secrets of any patient would be kept under every condition, and noted that, ''none of the doctors can give information without the consent of the patient. If he gives any information, this means he violates Hippocratic oath.''

GIANT COALITION FOR EUROPE
A total of 175 non-governmental organizations including leftists and rightists and employers and employees will issue a statement today and say, ''Turkey's place is in the European Union. We don't have time to waste.'' Giant employers' organizations from the Turkish Union of Chambers and Commodity Exchanges (TOBB) to the Istanbul Chamber of Industry (ISO) and from the Association of Turkish Industrialists and Businessmen (TUSIAD) to the Association of Independent Industrialists and Businessmen (MUSIAD), and workers' organizations from the Confederation of Turkish Labor Unions (Turk-Is) to the Confederation of Revolutionary Workers' Unions (DISK), and Bars Association, Confederation of Disabled and Handicapped People, Chambers of Agriculture and Confederation of Turkish Tradesmen and Artisans (TESK) joined forces for the European Union (EU). The Economic Development Foundation (IKV) which coordinated this initiative said, ''the time has come for mobilization for the EU.'' TOBB Chairman Rifat Hisarciklioglu said their initiative did not target any political party, adding, ''we are going through an important period in which the EU cannot be sacrificed for political uncertainty.''
ALANYA PERVERT HAKAN IMPRISONED AGAIN
It was understood that Hakan Karayavuz who had be imprisoned for killing two of the four tourists after raping them together with his three friends seven years ago in Alanya town of Antalya was released by mistake. Upon a rejection, the court observed the dossier and the case again and ruled to send Karayavuz to prison again.
KOC: ''WE HAVE TO RELY ON THE PREMIER''
Koc Holding's Board Chairman Rahmi Koc said that every elections cost Turkey a lot. Recalling the statement of Prime Minister Bulent Ecevit who had said, ''I am in the office'', Koc said, ''if our Prime Minister says that he is in the office, it is true and we have to rely on him.''

SUMMIT WILL TAKE PLACE
President Ahmet Necdet Sezer, responding to the questions of reporters if the summit would take place if one of the parties doesn't participate in the summit, pointed out that, ''the European Union (EU) meeting will take place in any case. I think the leaders will participate in.''
Sezer said in case Prime Minister Bulent Ecevit does not participate in the summit, an authorized person would be called from the party according to the regulations of Democratic Left Party (DSP).
Sezer said, ''I think the issue of EU should not be used as a tool of politics by the parties.''
TREASURY AUCTIONS 1-YEAR STATE BONDS
Treasury auctioned 1-year (364-day) discount state bonds denominated in U.S. dollar on Tuesday.
The total bid had been 1 billion 473 million U.S. dollars while the net sale became 776.1 million U.S. dollars.
Treasury sold 826.5 million U.S. dollars of nominal-valued state bonds in this auction, and the interest rate became 6.50 percent. The value date of those floaters is Wednesday, June 5 and the maturity is June 4, 2003.

MR. BAHCELI INSISTS ON DEATH PENALTY
Nationalist Movement Party (MHP) leader Devlet Bahceli made his ''important'' statement yesterday. He said that they were not opposed to the European Union (EU) membership. He stressed that the issue of broadcast in mother tongue should be ''considered for three times'' and he insisted that the execution dossier of the head of the terrorist PKK organization should be brought to the parliament after the decision of the European Court of Human Rights.
DOCTORS: ''YOU EXPLAIN IT''
Also doctors were bothered as any statement has not been made on Prime Minister Bulent Ecevit's condition. Medicine ethics experts said doctors cannot make an explanatory statement without Ecevit's consent, adding, ''doctors and public should not be brought face to face.'' Prominent personality of the medicine ethics Prof. Dr. Yaman Ors said that the public should be informed on Ecevit's health. Ors said, ''if Ecevit cannot do it, the President or other officials can do it. Somebody should abide by the administrative ethics.''

Nationalist Movement Party (MHP) leader Devlet Bahceli made his expected statement and criticized everybody. He criticized Prime Minister Bulent Ecevit by saying, ''the Prime Minister should himself make the decision whether or not he will continue his duties.'' He criticized his counterpart and Motherland Party (ANAP) leader Mesut Yilmaz by saying, ''submitting mentalities which think they did a lot of work by defaming the MHP brought Turkey to crossroads.'' He criticized the Association of Turkish Industrialists and Businessmen (TUSIAD) by saying, ''you should give up the anti-Europe hunting. Why didn't you hang the giant public notices about Turkey on the walls in the European Union?'' He criticized the press by saying, ''don't dilute the EU and don't try to dress politics with scenarios about a new government.''
AGENDA: EU AND ELECTIONS
Former president Suleyman Demirel said, ''execution has been abolished as a penalty. Also Turkey will annul the death sentence. If you want to enter the European Union, then you have to abide by the decisions of the European Court of Human Rights. If you don't abide by those decisions, what's the point in your efforts for EU membership?'' Businessman Sakip Sabanci said, ''as long as this system remains like this, you are condemned to such coalition governments. And you can't find anything as long as the laws are not changed and the leaders are replaced with new names.''
RAPIST CRISIS
Crown Prince Alexander of the Netherlands cancelled his scheduled visit to Istanbul this week. The Dutch government officials said they could not understand release of Hakan Karayavuz who had killed two Dutch tourists and beaten two others after raping them so they decided to cancel the Crown Prince's visit to Turkey.
TURKISH NATION NOT BELIEVE EU IS SINCERE
Turks believe that the European Union won't accept Turkey's full membership. According to a public survey, 76 percent of Turkish people believe that the EU is not sincere in candidacy talks.

ALSO KOREANS CRITICIZE REFEREE: ''YOU CAN'T BE A KOREAN''
Also South Koreans reacted to referee Kim Young Joo of South Korea who was harshly criticized by the football authorities due to his mistakes in the opening match of the World Cup group C between Turkey and Brazil on June 3. South Koreans criticized Joo by saying, ''you can't be a South Korean!''
SEZER: ''EU ISSUE SHOULD NOT BE A MEANS OF POLITICAL INVESTMENT''
President Ahmet Necdet Sezer who returned from Kazakhstan said, ''none of the political parties should use the issue of European Union as a means of political investment and it should not be used for political purposes.'' Regarding the summit meeting at the Presidential Palace on June 7 in which leaders of political parties having seats at the parliament will participate, Sezer announced that he would invite another Democratic Left Party (DSP) official if Prime Minister Bulent Ecevit could not attend the meeting.
