Turk: Agca And Kirci Will Not Benefit From The Conditional Release Bill

ANKARA (A.A) - 30.04.2002 - Justice Minister Hikmet Sami Turk has stated that Mehmet Ali Agca and Haluk Kirca cannot benefit from the conditional release bill which was returned to Parliament by President Ahmet Necdet Sezer.
Answering questions on CNN Turk tv station on Tuesday, Turk said that the bill was not an amnesty bill but a conditional release bill and it was prepared under the instructions of the Constitutional Court.
Turk indicated that the voting was held in Parliament correctly and the difference of opinion between him and Sezer was not about the bill's content but it was about the majority of votes necessary to pass the bill.
He declared that the bill would be discussed at the Constitutional Commission on Wednesday.
Responding to a question, Turk said that the bill was not bringing a new article for Agca and Kirci and stressed that these two people will not benefit from the bill.
Recalling the rejection of the cases in which Agca and Kirci were tried and the applications made by those who wanted to benefit from law no:4616, Turk said, ''it is out of question for Agca and Kirci to benefit from this law.''
Turk said, ''this law does not bring a new provision apart from the decision of the Constitutional Court.''
Responding to a question, Turk recalled that annulment decision of the Constitutional Court took effect on April 27, and stressed that the local courts gave decisions for releases in line with the reason of Constitutional Court.
Turk pointed out that 1067 convicts and three people who were under arrest have been released so far, noting that the best thing to do was to wait for the legal arrangement to be made in this respect.
Turk said this law was a chance given to convicts, stressing that its name was ''conditional release.''
Responding another question, Turk said an initiative would be launched pertaining to terrorist organization DHKP-C's hoisting so-called flag to its ''representation'' building in Brussels.
RELEASES FROM TWO PRISONS IN EDIRNE START
The release of inmates started on Tuesday in two seperate prisons of northwestern Edirne province following the end of the period given by the Constitutional Court to the government to prepare a new law on conditional release.
Inmates who filfil the conditions started to be released. Nearly 100 inmates will be released from Edirne Maximum Security and Minimum Security Prisons.
