E.U. Membership Of Greek Cypriot Administration Would Be A Clear Violation Of Guarantee Agreements

NEW YORK (A.A) - 29.04.2002 - A UN document which was prepared upon Turkey's recent request stated that the EU membership of the Greek Cypriot Administration would be a clear violation of international agreements.
The document penned by Prof. Maurice Mendelson said ''Under the guarantee agreements, Cyprus cannot join a political or economic organization unless the guaranteur countries are full members of that organization. Full EU membership of the Greek Cypriot Administration, although indirectly and partially, foresees the economic integration of the Greek Cypriot Administration with Greece and other countries.''
The document was distributed to Security Council and General Council members on Monday.
Mendelson indicated that many Greek Cypriot and Greek politicians also believed that Cyprus' joining the EU would help the annexation of the island to Greece, or in other words Enosis, a movement for securing the political union of Greece and Cyprus.
Mendelson stated that the EU used to be the European Economic Community before it turned into the EU which has a political identity. ''Therefore, Cyprus' full EU membership is a clear violation of the guarantee agreements,'' he asserted.
Mendelson said that the Constitution of Cyprus, through its Article 50, gives leaders of the two ethnic groups in Cyprus the right to veto the decision to become members of an international organization. He said that the claims that the EU is not a state was invalid since the EU was a union of states.
