Turk: Courts To Decide Whether Kirci And Agca To Benefit From Bill Vetoed By Sezer

ANKARA (A.A) - 29.04.2002 - Justice Minister Hikmet Sami Turk said on Monday that courts will decide whether Haluk Kirci and Mehmet Ali Agca would benefit from the bill that foresaw amendment in the law of conditional release law which was vetoed by President Ahmet Necdet Sezer.
Speaking in a news conference in the Justice Ministry, Turk said that the laws were not prepared for certain persons, and that the vetoed law didn't bring any special provision or special benefit for anybody.
''We can't give decisions which have to be given by courts, no body should attempt this. Some persons acted as if they were representatives of courts and realesed these two persons earlier and deceived the public opinion,'' said Sezer.
Turk said that certain courts started to release inmates on condition in line with the reasoned verdict of the Constitutional Court, adding that 236 inmates were released on condition.
Turk said that the voted bill will be discussed by the parliament soon, adding that the bill will be adopted as it is and sent to President Sezer.
''Because we don't have any other choice. There is no difference of opinion with President Sezer about the content of the law. The problem is in the number of votes that is necessary for adoption of the bill,'' he said noting that the bill was not an amnesty, but a sui generis regulation.
