SOUTHEAST ANATOLIA WANTS ECONOMIC EMERGENCY RULE
Report entitled, ''Impacts of Economic Crisis on Southeastern Anatolia'' prepared by Sanliurfa Chamber of Commerce, said that economic emergency rule should be declared in the region as soon as possible. The report pointed out, ''after 17-year terrorism, economic crisis has affected negatively real sector.''

SECOND ENERGY ARENA TO BE HELD IN ANKARA
The Second Energy Arena will be held in Ankara on Monday. The meeting is expected to focus on problems and future of energy sector and energy policies. Energy and Natural Resources Minister Zeki Cakan, World Bank's Director in Turkey Ajay Chhibber, European Union (EU) Commission's Representative in Turkey Karen Fogg and former President Suleyman Demirel will be in attendance at the arena organized by the Strategical and Technical Economic Studies Center (STEAM).

DERVIS IN SALONICA
State Minister Kemal Dervis for Economy arrived in Salonica city of Greece to attend a conference to be organized by the Black Sea Commerce and Development Bank, and to hold a series of contacts with Greek officials. Dervis visited the house in which Great Leader Mustafa Kemal Ataturk was born. After attending the conference, State Minister Dervis held a bilateral meeting with Greek Development Minister Akis Tsokhatzopoulos. On Monday, Dervis will come together with Greek businessmen. He will also meet with Greek Minister Yeoryios Paskhalidhis for Macedonia and Thrace. Dervis will depart from Greece later in the day after paying a visit to Salonica Mayor Vasilis Papayorgopulos.

DERVIS CALLS ON GREEK BUSINESSMEN TO MAKE MORE INVESTMENTS IN TURKEY
State Minister Kemal Dervis for Economy who is currently in Salonica city of Greece to attend conference of the Black Sea Commerce and Development Bank, and to hold a series of contacts with Greek officials, called on Greek businessmen to make more investments in Turkey. Recalling that the new tender law had enabled everyone to join public investment tenders, Dervis said that Greek investors could benefit from the law. Noting that tourism would become the most rapidly developing field for the next two decades, Dervis said that Turkey and Greece have the opportunity of cooperating in tourism.

TURKEY-EU PARTNERSHIP COUNCIL TO CONVENE IN LUXEMBOURG
Turkey-the European Union (EU) Partnership Council will convene in Luxembourg on Tuesday. A document that is expected to be taken up at the meeting, says that Turkey was under the same conditions with other candidate countries. The document noted that constitutional amendments made an important contribution to relations between Turkey and the EU. The document added that the EU had still been concerned about freedom of expression, freedom of religious belief, cultural rights, emergency rule and closure case against the People's Democracy Party (HADEP).

A RADICAL PROPOSAL FROM FORMER PRESIDENT DEMIREL
Former President Suleyman Demirel said that change was necessary for the political stability, and prepared a package. Noting that the gap between people and politicians was the most important problem in Turkey, Demirel said, ''we can adopt the system of presidency. Our people will elect their president. Or at least, they should be able to elect their prime minister.''

IMF TO RELEASE 1.1 BILLION U.S. DOLLARS
The International Monetary Fund (IMF) Board will convene to take up the first review with Turkey. Also, IMF Board is expected to approve the tranche of loan of 1.1 billion U.S. dollars to Turkey.

WILDHABER:''I HAD GOOD IMPRESSIONS ABOUT HUMAN RIGHTS IN TURKEY''
European Court of Human Rights (ECHR) President Luzius Wildhaber said that he had positive impressions and observed progress in human rights during his visit to Turkey. Responding questions of journalists at Istanbul's Ataturk Airport prior to his departure, Wildhaber said that there had been a decrease in the number of cases against Turkey. He added that constitutional changes and adjustments laws very very positive.

SHP TO BE FORMED ON APRIL 26
Social Democrat People's Party (SHP) led by Murat Karayalcin and Fikri Saglar will be formed officially on April 26. Foundation petition of the SHP will be submitted to the Interior Ministry on April 26.

PROTESTS EXCEED PROPER LIMIT
The protests which were held to condemn Israel in Istanbul and Kayseri provinces targeted Israeli soccer player of Fenerbahce team Haim Revivo. The demonsrators carried a banner saying ''Revivo Go Home'' during the demonstration which was organized by Felicity Party (SP) in Istanbul. There was also another banner which says ''I Understand Hitler Better Now'' in a demonstration held by Felicity Party (SP) in Istanbul. The demonstrations to protest Israel continued on Sunday in Ankara, Istanbul and Izmir.

IMF CONVENES
International Monetary Fund (IMF) Executive Directors Council will have its First Review meeting on Monday and discuss the release of a 1.1 billion USD credit tranche to Turkey. IMF is expected to approve the release of the credit since Turkey met all the necessary criteria. Fourth Article Consultation report which is independent from the First Review will either be discussed tomorrow or at a later date. Turkey will receive a total of 5 billion USD credit after four reviews before the end of this year.

STATE REMEMBERS AT LAST
The people who live in Tuzkoy village of central Anatolian Nevsehir province and who have died from cancer for years will move to another place. The people have died due to the same disease for 32 years in this village which Environment Minister Fevzi Aytekin brought to the agenda of the government. The average life-span of the village was about 40 years and a total of 418 people died because of lung cancer between 1990 and 1999. Officials said that the village would move to another place in June.

DSI SUFFERING FROM INSUFFICIENT BUDGET
State Water Affairs (DSI) Director General Mumtaz Tufan said that one of the most important problems of DSI was that the investment budget remained insufficient as to the trade volume. He said, ''DSI has requested 7 quadrillion 500 trillion Turkish lira from the 2002 budget. However, they gave us one fifth of the allocation which we had wanted. For this reason, we cannot see our future. In other words, a project, which will finish in five years, finishes in 20-25 years because of the insufficient budget.''

OKUYAN ANNOUNCES THAT SSK OVERPAY 1 QUADRILLION TL FOR MEDICAL EQUIPMENT
Labour and Social Security Minister Yasar Okuyan announced that Social Security Authority (SSK) has overpaid 1 quadrillion TL for the purchase of the medical equipment since 1992. Okuyan who held a press meeting in SSK local said, ''SSK is facing with the biggest corruption case of history.'' He added that he learnt this corruption 2 months ago and started an investigation related to that incident.
