DAYLIGHT SAVING TIME TO START ON MARCH 31
Daylight saving time will start on March 31, 2002. The implementation aims at saving energy, providing harmony with European countries, and decreasing energy demand that increases to the maximum level at night. Daylight saving time implementation will end on October 27, 2002. Nearly 650 million kwh of energy is expected to be saved in this year's implementation.

DERVIS: ''IMF HAS BEEN WATCHING US 24 HOURS A DAY''
State Minister Kemal Dervis for Economy said, ''politicians should not intervene in daily works. Autonomy is one of the basic elements of modern economy. All news stories are being translated into English, and sent to IMF. They have given Turkey a loan of 30 billion U.S. dollars. They have been watching us for 24 hours a day.''

CONFIDENTIAL AUTOPSY REPORT FOR MAJOR TOYTUNC
An autopsy was performed on body of Major Cengiz Toytunc who was killed in an armed attack in Hebron on Tuesday night. According to the report that was prepared after the autopsy, Major Toytunc had been shot 5 times in his head, 2 times in his shoulders and 1 time in his neck. Military officials sealed the report as ''confidential''.

ANKARA CALLS ON ISRAEL NOT TO KILL ARAFAT
Upon directives of Foreign Minister Ismail Cem who is currently in Greek capital Athens, Foreign Affairs Ministry Undersecretary Ugur Ziyal summoned David Sultan, the Israeli Ambassador to Turkey, to the ministry. Ziyal said that Palestinian President Yasser Arafat's security should be taken under guarantee. Sultan said that he would convey Ankara's opinion to Tel Aviv.

BANK ROBBERY WITH TOY GUN
A person wearing mask robbed Akbank's branch in Pendik district of Istanbul with a toy gun. He took 24 billion Turkish lira (TL). The robber aged between 25-30, rendered ineffective bank personnel with his gun. He forced everyone in the bank lay down, and took 24 billion TL. Although security official of the bank opened fire, the robber managed to flee from the area by a cab.

UNITED STATES: ''NAME CHANGE WILL NOT HELP PKK''
The U.S. State Department said that a name change by the terrorist organization PKK would not enable it to escape penalties called for as an officially designated foreign terrorist organization. State Department Spokesman Richard Boucher said, ''we have a procedure so that organizations cannot change their name and evade penalties by such actions.'' He said the PKK was a very dangerous group that was responsible for 30,000 deaths. A total of 33 organizations including PKK and the Revolutionary People's Liberation Party-Front (DHKP-C) were included in the United States' list of terrorist organizations. These organizations' all kind of political and financial activities were banned in the United States.

DIRECTORATE GENERAL OF SECURITY WARNS AGAINST POSSIBLE ATTACKS
The Directorate General of Security stated that it had reached information saying that fundamentalist terrorist organizations could stage attacks on churches and synagogues, and warned the police to be sensitive against such actions. Sending decrees to provincial directorates, the Directorate General of Security said, ''fundamentalist groups and terrorist organizations have accelerated their propaganda activities and actions following the United States' military operation in Afghanistan in the wake of the terrorist attacks on twin towers of the World Trade Center complex in New York on September 11, 2001. Some of these groups concentrated on the concept of jihad in their propagandas. These groups and organizations target countries such as the United States and Israel, and holy places of other monotheist faiths. They aim at preparing ground for mass clashes.''

DERVIS: ''I AM NOT SHAMELESS ENOUGH TO ASK FOR MORE MONEY FROM IMF''
State Minister Kemal Dervis for Economy said that the International Monetary Fund (IMF) misunderstood Prime Minister Bulent Ecevit's statement about autonomous institutions. Dervis added, ''I am not shameless enough to ask for more money from the IMF.''

TEHRAN ACCUSED: ''IRAN TRAINED THE MURDERERS''
The Ankara State Security Court (DGM) completed the 159-page reasoned verdict for the Umut (Hope) case which covers trial of 24 suspects. The reasoned verdict was sent to relevant sides. In the reasoned verdict, it was mentioned that murderers of Ugur Mumcu, Prof. Dr. Ahmet Taner Kislali, Prof. Dr. Muammer Aksoy and Assistant Professor Bahriye Ucok had been brought to Iran in groups for several times and given military and political training by the commanders of Revolutionary Guards.

CONDITIONAL ''YES'' TO COMMAND
The National Security Council (NSC) accepted ''in principle'' undertaking of command of ISAF by Turkey. ''Force formation meeting'' will be held with two allied countries to discuss the implementation regarding Turkey's undertaking the command.

NSC APPROVES TURKEY'S TAKING OVER COMMAND OF ISAF
The National Security Council (NSC) approved Turkey's taking over command of the International Security Assistance Force (ISAF) in Afghanistan from Britain during its meeting yesterday. The NSC said that it would monitor the conditions put forward by Turkey to take over command of the ISAF.

ANKARA DGM ANNOUNCES ITS REASONED VERDICT ABOUT CASE ON UMUT OPERATION
Ankara State Security Court (DGM) no: 2 announced its reasoned verdict about the case on ''Umut (Hope) Operation'' which had been launched to find murderers of journalist-writer Ugur Mumcu, and later covered 22 incidents, including assasinations of Prof. Dr. Ahmet Taner Kislali, Prof. Muammer Aksoy and Dr. Bahriye Ucok. The reasoned verdict said that Iran had incited the suspects.

Ankara which diplomatically acted upon the newspaper's report with the headline ''Hagia Sophia: The New Target of EU'', got positive result. The Council of Europe rejected the proposals of Vadim Tudar and 27 other parliamentarians about ''opening of Hagia Sophia as a church''.

MIDDLE EAST DISCUSSED AT NSC
Members of the National Security Council (NSC) which convened at the Presidential Palace under chairmanship of President Ahmet Necdet Sezer discussed education in mother tongue and latest developments and clashes in Palestine.

U.S. WAITS
It was announced that U.S. President George W. Bush administration was waiting for acceptance of ISAF's command in Afghanistan by Turkey.

INTERESTING ROBBERY
Akbank's branch in Pendik, Istanbul was robbed with a toy gun. It was revealed that the robber had taken 24 billion of the 90 billion Turkish liras in the safe.

''YOU CAN'T RUN AUTONOMOUS COMMITTEES IF YOU APPOINT MEMBERS OF PARTIES''
State Minister Kemal Dervis defended the autonomous committees which came onto the agenda with Prime Minister Bulent Ecevit's statement which said, ''we went too far in granting autonomous structure, we can't make autonomous committees do what we say. We will make new arrangements''. Stressing that the number of such committees was not high, Dervis also objected to supervision of autonomous committees by the politicians. Noting that there had been mistakes in committee appointments in the past, Dervis said, ''if you appoint members of these committees from the parties, you can't operate the system.'' Stressing that the IMF followed Turkey for 24 hours a day, Dervis said all statements and news were followed at the highest level within one hour so Ecevit's statement about preparation of a new bill on autonomy to some public institutions had received serious reaction.
