CAPT. OZARSLAN:''HE EMPTIED ALL THE BULLETS AT US''
Capt. Huseyin Ozarslan who survived yesterday's attack in Hebron said that the murderer of Maj. Cengiz Toytunc was wearing a Palestinian police uniform. ''He didn't care about our being a TIPH observers, he emptied all the bullets at us,'' Ozarslan said. Catherine Berruex from Switzerland also died in the attack.
''I was sitting at the back seat. I could see the attacker because of the headlights of the car. He was wearing a Palestinian uniform. We told him that we were from TIPH and asked him not to shoot at us. He didn't care and started shooting. My colleagues on the front died immediately. He shot at least 30 bullets,'' Ozarslan said.

KIEKENS:''IF TURKISH ECONOMY GROWS 9.2 PERCENT ANNUALLY, TURKEY
COULD CATCH UP WITH GREECE IN 2023''
IMF E uropean Region Executive Director Willy Kiekens has said that the Turkish economy had to grow continuously every year 9.2 percent in order to catch up with Greece, Portugal and Spain by 2023. He also stated that Turkey could have an economic growth between 6 to 9 percent if the major flaws of the economy are corrected.

ECEVIT CALLS ON ALL THE WORLD TO STOP WAR IN MIDDLE EAST
Prime Minister Bulent Ecevit defined the Israeli-Palestinian conflict as a ''crazy war'' and said ''All the world, especially the United States has to say stop to this war.'' Expressing his deep grief over the death of Turkish officer Maj. Cengiz Toytunc in Hebron, Ecevit said Turkey had been showing all kinds of efforts to stop the violence in the Middle East.
''We are sending delegations, writing letters but unfortunately the world prefers to remain indifferent,'' Ecevit complained and called on the world's countries to bring a fair solution to the conflict.

ATHENS CALLS PKK ''TERRORIST''
Greek Foreign Minister George Papandreou said ''It is a known fact in the EU that the PKK launched terrorist attacks'' when he responded to a question motion. So far, Athens had been avoiding to use the word 'terrorist' when defining the PKK. Papandreou stressed that his country was against separatist and terrorist acts and added that Greece supported the territorial integrity of Turkey.

TURKEY DOESN'T ALLOW ISRAEL TO PERFORM AUTOPSY ON TOYTUNC'S BODY
Israeli and Palestinian sides are accusing each other for the attack which killed Maj. Bengiz Toytunc and seriously injuring Capt. Huseyin Ozarlans. The Turkish General Staff turned down Israel's request to perform an autopsy on Toytunc's body in Israel and said the autopsy should be done in Turkey. Officials are hoping to obtain important clues about who committed the murder by finding out what kind of bullets were used in the attack.

COUNCIL OF STATE:''DEATH SENTENCE COULD BE LIFTED WITHOUT
CHANGING THE CONSTITUTION''
The Council of State yesterday declared that capital punishment could be abolished in Turkey without changing the constitution. Motherland Party (ANAP) leader Mesut Yilmaz had earlier said that Turkey could lift the capital punishment completely only changing its Penal Code without having to change its Constituion, as part of its efforts to join the EU. Upon the objections of the Nationalist Movement Party (MHP), the Prime Ministry had applied to the Council of State. Yesterday, the Council of State announced that capital punishment could be lifted without changing the Constitution.

KIEKENS:''TURKISH ECONOMY WOULD HAVE COLLAPSED WITHOUT IMF''
IMF E uropean Region Executive Director Willy Kiekens said ''Turkey could have been drifted to a disaster without the IMF's financial support.''. He also indicated that the Turkish government has been working to correct the economy's flaws in a determined manner by using this aid. He said that Turkey continues to obtain very encouraging results from its economic program.

DERVIS:''THERE WILL BE ABSOLUTELY NO TAX DEDUCTION THIS YEAR''
Putting an end to the ongong tax discussions in the government, State Minister Kemal Dervis has said yesterday that there absolutely won't be a tax deduction this year. He said a tax deduction might have negative effects on the market.
He also responded to criticism of the opposition parties regarding the credits obtained from the IMF and World Bank and said ''Please, tell me if you know any other credits with longer maturity term and lower interest rate.''

FREE STAGE AT BAYRAMPASA PRISON
A group of inmates at Bayrampasa Prison are getting ready to stage Bilgesu Erenus's play called ''Misafir'' (the Guest) in the prison. The inmates who say that they feel freer on the stage, are now seeking for artistic recognition. Activities to perform the game started two and a half years ago in the prison when talented inmates were elected. Turgay Tanulku from the State Theaters and one of the inmates Ercan Dogan who studied drama in the Netherlands were the directors of the play. The inmates will stage their first performance on April 1. Justice Minister Hikmet Sami Turk will also watch the Guest on the opening night.

TURKEY MOURNS FOR MAJ. TOYTUNC
It is not yet known who is responsible for the killing of Maj. Cengiz Toytunc in Hebron. While Israeli and Palestinian sides keep accusing each other, Turkey asked both sides to start an investigation about the incident immediately. Foreign Ministry Middle East Department Chief Omer Orhon went to the region to join the investigation efforts. An autopsy was performed last night on Toytunc's body in order to find out the origin of the bullets which killed him.

SEZER:''PRESIDENT SHOULD SERVE ONLY ONE TERM''
President Ahmet Necdet Sezer supported the proposal to decrease president's term in office from 7 to 5 years but objected to his elected twice.
Sezer who explained hiw views on the constitutional changes regarding the president's authority. ''A president should be elected only once no matter how many years his term in office is. 5 plus 5 formula contradicts with the objectivity of a president.
Sezer also objected to another proposal suggesting to publish certain decrees without the president's signature. ''If I am the head of the administration, I should have all the administrative authority,'' he said.

POLICE PREVENTS MASS SUICIDE IN ANTALYA
Police raided a house in Sirinyali district in Antalya and detained six young people including three women who were having satanist activities. During their interrogation, police found out that the young people were satanists and they were planning to jump all together from the cliffs and kill themselves after holding a satanist ceremony. During the search in the house, police found a large number of magazines, news clippings, CDs, t-shirts, leather outfits, bones, necklaces symbolizing satanism.

PATIENTS ARE GIVEN TWO-MINUTE APPOINTMENTS AT SSK HOSPITALS
At Adapazari Social Security (SSK) Hospitals, an average of 70 children are checked every day. Each child has maximum two minutes to register, to dress down and for prescription writing. Doctors who are also displeased by this practice, refrained from making any comment. In the remaining time, doctors are caring for the children who stay in the Children's Ward of the hospital.
Parents who bring their children to the hospital are complaining about not being given enough time and attention by the doctors. ''If I had money, I wouldn't have brought my kid here and I wouldn't have gone though all this trouble. I don't understand how they can check a child in only two minutes,'' one of the mothers complained.
