INTERROGATION ON BABY DISASTER AT KARADENIZ UNIVERSITY
Trabzon Public Chief Prosecutorship, accepting the publishings related with death of nine babies, who had been treated in incubator at the Karadeniz Technical University Faculty of Medicine in northern province of Trabzon, in three days as an information, launched an operation against the hospital officials on charges of ''causing death because of lack of care.''
Health Minister Osman Durmus assigned Health Ministry Inspection Committee to investigate the issue.
Death of the babies created a shock among residents. The New-born Intense Care Unit was closed down. The doctors revealed that these babies died of sepsis.

ORAL: WE TALKED TO IMF, TARGETS DON'T CHANGE
Finance Minister Sumer Oral, who met the International Monetary Fund (IMF) delegation, said there would not be a change in economic targets which were determined for the end of the year. Oral said the IMF delegation shared the same views.
Oral, who met IMF delegation led by IMF Turkey Desk Chief Juha Kahkonen, responded to the questions of reporters afterwards. Oral said they discussed 2002 budget and finance policies, noting that, ''there is not any deviation from the targets which were determined for the end of the year.'' Oral said IMF delegation shared the same views, and that there was not any concern in this respect.

CHENEY TO MEET GEN. KIVRIKOGLU AT DINNER
The U.S. Vice President Dick Cheney wanted to meet Gen. Huseyin Kivrikoglu, the Chief of General Staff, during his visit to Turkey.
This request of Washington which created uneasiness could be overcome with the formula of participation of Gen. Kivrikoglu to the dinner which Prime Minister Bulent Ecevit will host in honor of Cheney.

THERE WILL NOT BE DECREASE IN NUMBER OF CIVIL SERVANTS
The International Monetary Fund (IMF) could be convinced that number of civil servants are not much. The IMF gave up its insistency regarded with reducing the number of civil servants. The sides reached a consensus of opinion that the problem stemming from the public personnel was not because of the number of civil servants but because of the low average quality of civil servants.

GOVERNMENT AGREES ON ADJUSTMENT PACKAGE
The government agreed on adjustment package. Death sentence and education in Kurdish, which particularly caused tension between the Motherland Party (ANAP) and the Nationalist Movement Party (MHP), were excluded from the package. Amendment to 23 articles in nine laws were foreseen in the package aiming to fulfill the commitments included in short term targets of the EU national program.

FIRST STEP FOR THE AEGEAN
Turkey and Greece, which began to get closer following the quake disasters experienced two years ago, held the first ''official'' talks regarding ''Aegean problem''.
The meeting which was held in Foreign Ministry aiming to explore Aegean problem lasted for five hours.
Foreign Ministry Undersecretary Ugur Ziyal, who represented the Turkish side at the meeting, pointed out that the sides decided to continue the meetings, and added that the next meeting would take place in Athens in April.

TURKEY TO TRAIN 20 AFGHAN DIPLOMATS IN ANKARA
Foreign Ministry will train 20 Afghan diplomats in Ankara to help in the provisional government founded in Afghanistan to be successful and in formation of Afghanistan's world policy vision.
The training which will start on Thursday, will be given by Foreign Ministry Academy. Turkey will meet all the expenses of the Afghan diplomats. Travel allowance will also be given to Afghan diplomats.
Meanwhile three Afghan military doctors will come to Ankara together with Afghan doctors to get training.

TOBB AND SPANISH UNION OF CHAMBERS TO SIGN COOPERATION AGREEMENT
Turkish Union of Chambers and Commodity Exchanges (TOBB) and Spanish Union of Chambers will sign bilateral cooperation agreement in Barcelona today. The agreement aims to improve economic and trade cooperation to the highest level and to promote the investments.

AYCELL CAN LOSE 300 MILLION U.S. DOLLARS
Aycell, which was put into service by Turk Telekom in December 2001, targeted to register 150,000 subscribers but it cannot exceed 80,000. The promotion and market works of Aycell was stopped after January 15 since Aycell executive board, from mainly Turk Telekom, did not give the authority to administrators. Transportation Ministry circles said, ''yearly operating expense of Aycell is around 200-300 million U.S. dollars. If you don't add the investments, its loss will be that number in the end of year.''

EU LOBBY FROM TUSIAD
Delegation of Turkish Industrialists and Businessmen Association (TUSIAD) currently in Berlin to hold contacts with business and political circles, met with German Deputy Parliament Speaker Rudolf Seiters. Tuncay Ozilhan, the chairman of the delegation, said Turkey wanted negotiations for EU membership to be started soon, and to this end it was willing to fulfill Copenhagen criteria by the end of this year. Ozilhan said Seisters stated that they would support Turkey in case it fulfills Copenhagen criteria.

PEARSON WARNS EUROPE THAT PKK IS A TERRORIST ORGANIZATION
U.S. Ambassador in Ankara Robert Pearson said that they wanted PKK and DHKP-C to be regarded as terrorist organizations. Pearson met with State Minister Nejat Arseven for human rights on Tuesday. Pearson said after the meeting which lasted for around one hour that he and Arseven discussed the fighting against terrorism as well human rights issue. Recalling that the United States and Turkey suffered a lot from terrorism, Pearson said, ''we want PKK and DHKP-C to be considered as terrorist organizations and to be tried at court. This will not be only for the good of Turkey.'' Arseven said that a new understanding could be formed in Europe in result of acting together.

CIVIL SERVANTS RESCUED
International Monetary Fund (IMF) delegation which continues to hold contacts in Ankara and Finance Ministry reached an agreement on the issue that the number of personnel in public is not too many. Finance Ministry said in a statement that IMF delegation was persuaded that the number of the civil servants was not high. During the meeting, it is determined that the problem is not in the number of the civil servants but in the quality average. Still there are 1 million 720 thousand civil servants in public sector.

POLICE TO COOPERATE WITH METU AGAINST TERRORISM
Police and Middle East Technical University (METU) have prepared a protocol for a think-tank organization based on mutual cooperation on national security and human rights and in fight against terrorism. METU, where there had been clashes between students and police in 1970s, decided to cooperate with police especially on fighting against terrorism and the other issues. ''International Security and Human Rights Research Center'' study aims at determining the national security policies with the
reports which will be prepared with the documents of the police and the information of the university. The protocol is expected to be signed in coming days.
