HARMONY SHOCK IN GOVERNMENT
The disagreement between the Nationalist Movement Party (MHP) and the Motherland Party (ANAP) over the adjustment bill could not be overcome in the leaders summit yesterday. ANAP leader Mesut Yýlmaz wanted to open to debate the package of adjustment bill. However, MHP leader Devlet Bahceli didn't take a step back saying that ''there is nothing to be discussed.'' Following the tension between MHP and ANAP on the issue, MHP officials gave the message that ''if ANAP tries to look for other supporters in the parliament, we will also look for alliances outside the coalition on other issues.''

YILMAZ SAYS LAW ON BANKING TO BE SENT TO PRESIDENT AS IT IS
Motherland Party (ANAP) leader, State Minister and Deputy Prime Minister Mesut Yýlmaz said that the banking sector bill would be debated at the Parliamentary Planning and Budget Commission on Tuesday and noted, ''if it is ready, we will send it to President Ahmet Necdet Sezer on Thursday.'' Yýlmaz noted that the coalition leaders discussed basically the law related to the banking sector. When asked whether or not the law would be sent as in the same form to President Sezer, Yilmaz said, ''That's our tendency. If the Parliament also accepts it, it will be done.'' Sezer had earlier vetoed three articles of the bill.

NO WRITTEN STATEMENT TO BE ISSUED
Finance Minister Sumer Oral said that the real estate owners would not give a new written declaration about their properties. ''The property tax rates won't be changed and a special commission will be formed to end unfair attitude in determination of the minimum value of properties,'' Oral noted.

CRISIS IN HARMONY
The constitutional amendment caused problem in the government. Devlet Bahceli, the leader of Nationalist Movement Party (MHP) left the coalition leaders summit in 20 minutes. Ecevit, Yýlmaz and Bahceli could not reach an agreement on the amendments to be done in the law of adjustment. Bahceli said that it was not right to amend the text which was earlier accepted by the three coalition parties. Ecevit said in his part that the issue would be taken up in the parliament again.

DERVIS SEEMS MORE OPTIMISTIC
State Minister Kemal Dervis in charge of economy said that Turkey entered 2002 in a better way and noted that ''Turkey is in a favourable condition.'' Dervis noted that the parliament has to adopt the bill on the banking sector whose three articles were vetoed by President Ahmet Necdet Sezer, until February 4, by when IMF would approve the aid to be sent to Turkey. The coalition leaders supported Dervis on the issue and they decided to send back the law to President Sezer without changing it.

HISTORICAL GESTURE TO AMNESTY INTERNATIONAL
Amnesty International which was put on the black list by Turkey due to its reports against Turkey in human rights, makes peace with Turkey. State Minister Nejat Arseven in charge of human rights said that Turkey would accept the demand of Amnesty International to open an office in Turkey. Amnesty International noted that the developments in Turkey were promising.

ARGENTINA BE A LESSON TO TURKEY
Republican Peoples' Party (CHP) leader Deniz Baykal announced the report which was prepared after the visit of his Chief Consultant Bulent Tanla to Argentina. Baykal said that the aim of International Monetary Fund (IMF) was not to Turkey's growth, but provide debt rollover and prevent the crisis to spread internationally. Baykal noted, ''this is IMF's concern. Turkey's concern should be to grow.''

CAKAN'S NATURAL GAS FIASCO
Energy Ministry has solved the natural gas problem since the issue was on the agenda of the media for a long time. However, the reduction in the natural gas prices will end soon. Electricity, Gas and Bus Company (EGO) which is the organization of Ankara Greater City Municipality opened a case to Council of State for the cancellation of the notification that limits the profit of the municipalites by 30 percent.

SP TO IMPROVE ADJUSTMENT DRAFT BILL
Felicity Party (SP) Deputy Group Chairman Yasin Hatipoglu said that his party would be in contact with other political parties concerning the amendments to be taken in the Turkish Penal Code (TCK) and other laws. ''Our party will try to impede its adoption if the planned amendments in TCK would not be improved,'' he said after the SP Chairmanship Council. Hatipoglu said that the amendments planned to be undertaken in Articles 159 and 312 of Turkish Penal Code were discussed in the meeting. He added that SP would contact with the Motherland Party (ANAP), True Path Party (DYP) and other political parties about the issue.

29 OTHER PEOPLE TAKEN INTO CUSTODY
Police took into custody 29 persons whose majority were women and who wanted to submit petitions to Esenler and Kucukcekmece head officials' offices in Istanbul asking for education in Kurdish. When seven women who came to Kucukcekmece office entered the building to submit their petitions, they were detained. Other 22 persons including many women who came to the head official's office in Esenler district were also taken into custody.

DERVIS GIVES TELEPHONE BACK
State Minister Kemal Dervis for economy gave the telephone back due to the criticism that Ziraat Bankasi paid the telephone bill which amounted to 3 billion Turkish liras. Kemal Dervis started using the mobile phone which was given to him by the Prime Ministry. Dervis replied to the deputies' questions related to the telephone bill paid by Ziraat Bankasi. Dervis said that he used the telephone which was given by Prime Ministry since December 28 by taking into consideration the sensitivities of some sides.

TUSIAD WARNS POLITICIANS
Turkish Industrialists and Businessmen Association (TUSIAD) Executive Board Chairman Tuncay Ozilhan said on Sunday that Turkey was about to be dragged by an optimism flow and it could be diverted from its route immediately. Ozilhan said at the ceremony which was held by Bursa Industrialists and Businessmen Association (BUSIAD) that, ''if you go out vote hunting without bettering the economy and without fulfilling our commitments to the International Monetary Fund (IMF) and the European Union (EU), you will give rise again the populist policies which dragged the country to the troubles in the past.''

BANKING SECTOR BILL TO BE SENT WITHOUT A CHANGE TO PRESIDENTIAL PALACE
The coalition leaders came together at the Prime Ministry on Monday to discuss the Article 312 and the articles of the banking sector law which were vetoed. State Minister and Deputy Prime Minister Mesut Yilmaz said that they had a tendency to send the three articles, which President Ahmet Necdet Sezer vetoed, of the banking sector law without making any changes to Presidential Palace.
