Turkish flag in front of the European Council was removed as Turkey did not participate in the EU Summit as an observer. The concept of ''privileged partnership'' is gaining support among the leaders. Support for Turkey's EU membership is decreasing.
TURKISH CITIZENS LIVING ABROAD TO SERVE ONLY 21 DAYS IN MILITARY
A draft law making the period of mandatory military service in Turkey 21 days for Turkish citizens living abroad has been submitted to the Turkish parliament. Those Turks who have lived abroad at least three years with a legal residence and work permit may complete their mandatory military service in 21 days upon payment of 5,112 Euro.

ERDOGAN: ''I WENT THROUGH A KORAN TRAINING''
Turkish Premier Recep Tayyip Erdogan indicated that he went through a Koran training as a child. ''Teaching a Muslim the Koran can and should not be banned. Do Koran courses take individuals to armed revolts? I was given training of the Koran. Has my Koran education hurt my nation?'' asked Erdogan.
ARMENIA ARRESTS A TURK
Yektan Turkyilmaz, the first Turk to receive a permission to study Armenian international archives, has been arrested at the Yerevan Airport. Turkyilmaz is accused of attempting to take history books to Turkey.

RESPONSE FROM GERMANY
Thomas Steg, deputy spokesman of the German government, reacted to Turkish Prime Minister Recep Tayyip Erdogan's criticism. After the German parliament approved a resolution on so-called Armenian genocide, Erdogan stated that Turkey had opened up its archives for researchers to study the so-called Armenian genocide allegations, but said no one had taken up the offer to investigate them. Noting that history would put them to shame, Erdogan indicated that also the future would put them to shame. It is a balanced resolution, Thomas Steg told the Berlin daily Tagesspiegel in an interview. On the other hand, Turkish Parliament Speaker Bulent Arinc will send a letter of condemnation to German parliament.
BAYKAL CALLS ON GOVERNMENT NOT TO SIGN ADDITIONAL PROTOCOL
Republican People's Party (CHP) leader Deniz Baykal warned the government not to sign the additional protocol extending the customs union agreement to 10 new EU members. ''We warn the government that it should not make a big concession on Cyprus and not sign the protocol,'' Baykal stressed, adding that his party would submit a motion on this issue to the parliament before it goes to summer recess.

THERE IS SUPPORT FOR OCTOBER 3RD BUT....
The European Union is discussing the end of enlargement with accession of Bulgaria and Romania in 2007. The final declaration at the recent Brussels Summit indicated that entry talks with Turkey would begin on October 3rd. However, France, Germany, Austria and the Netherlands talked about a formula other than a full membership for Turkey. Britain was the only country that extended support for a full EU membership for Turkey. French President Chirac proposed a summit to discuss Turkey's membership.
NEW BILL ON PRISON REGULATIONS READY
The Turkish Ministry of Justice has prepared a new bill on prison regulations. According to the new regulations, inmates will have the right to speak on the phone for 15 minutes every two weeks. However, phone conversations will be listened and recorded by law enforcement officials. Gays and lesbians will live in separate cells.

BAYKAL: ''GOVERNMENT SHOULD NOT SIGN PROTOCOL''

UNIVERSITY ENTRANCE EXAM TO BE HELD TOMORROW
The university entrance exam (OSS) will be held throughout Turkey and the Turkish Republic of Northern Cyprus (TRNC) tomorrow. A total of 1,730,850 high-school graduates will take the three-hour exam. The exam will start at 9.30 a.m. and last for three hours.

ERDOGAN: ''EU AMBASSADORS ARE GOSSIPING''
Turkish Prime Minister Recep Tayyip Erdogan indicated that the European Union ambassadors in Ankara are gossiping. ''The ambassadors are not telling us anything and they are speaking at different places. I know that Jose Manuel Barroso, Olli Rehn and the term president are not complaining about the reform process in Turkey. We have a giant project for eastern Turkey,'' told Erdogan.
GENERAL BUYUKANIT TO ARMENIA: ''OPEN YOUR ARCHIVES''
Turkish Land Forces Commander Gen. Yasar Buyukanit remarked that Armenia should open its archives. Turkey has made a call to Armenia to make its archives available for study. ''Turkey is in the wrestling arena waiting for the Armenian wrestler. Turkey is ready for the fight but the (Armenian) wrestler is afraid to come to the arena,'' told General Buyukanit.

ERDOGAN: ''OPERATIONS WILL CONTINUE''
Turkish Prime Minister Recep Tayyip Erdogan spoke on private TV channel TGRT aboard the plane during his return from Lebanon to Turkey. Stating that there were terrorist infiltrations to eastern and southeastern regions of Turkey, Erdogan noted that the government was determined to prevent terrorist activities.
MILITARY VEHICLE HITS LAND MINE KILLING TWO
Two officers were killed and four soldiers were injured when a military vehicle hit a landmine in Cukurca township in eastern city of Hakkari. On the other hand, nine terrorists were killed in operations in eastern city of Tunceli.

ERDOGAN: ''A CHILD THAT READS COMICS CAN ALSO READ THE KORAN''
Returning to Turkey from the Arab Economic Summit in Lebanon, Turkish Premier Recep Tayyip Erdogan remarked that no one forbids little children from reading comics books. ''But when it comes to reading the Koran, many people do not want to see the children read their religious book. We are not letting children read the Koran. What harm can reading the Koran cause?'' indicated Erdogan.
A COLD SUPPORT FROM EU FOR ENLARGEMENT
The lack of compromise on the Constitution and budget have caused problems at the EU Summit in Brussels. Despite all difficulties at the summit, the EU leaders repeated their support for enlargement. However, for the first time in many years, no reference was made to enlargement as a category in the final statement.

GUARANTY FROM EU
The European Union (EU) leaders agreed that the union's plunge into crisis after failing to agree on a long-term budget will not have an impact on Turkey's accession process. Leaders stated that promises that were made on December 17th would be kept.
OIL HOPE IN BLACK SEA
Turkish Petroleum Corporation (TPAO) has been carrying out an important study on oil exploration in eastern Black Sea. TPAO Director General Osman Saim Dinc noted that they would start drilling in the sea in the first week of July. Trabzon Governor Huseyin Yavuzdemir said, ''we expect good news on the issue before the end of the year.''
