BRUSSELS - France's Jacques Chirac called into question further expansion of the bloc without "the institutions capable of making this enlarged union work efficiently", according to a document seen by AFP.
The French president also said that "the constitutional treaty was drafted as the indispensable response to allow an enlarged Europe function well".
"In this new situation, can the union continue to expand without us having the institutions capable of making this enlarged union work efficiently?" Chirac asked, according to the document.
EU leaders are meeting here to figure out what to do about the bloc's first-ever constitution after it was rejected by French and Dutch voters in part due to concerns that the EU has expanded too far and too quickly.
