ANKARA (AA) - Sermet Atacanli, the chief adviser of President Ahmet Necdet Sezer for foreign affairs said on Friday that President Sezer sent a letter to Turkish Prime Minister Recep Tayyip Erdogan criticizing the proxy system in public offices.
Speaking in the news conference, Atacanli said that President Sezer wrote in his letter dated March 7th, 2005 that ''the appointment of some officials to top public posts by proxy system should be stopped as the trust and respect in the state and the rule of law should be maintained.''
Expressing concern over the practice which has started regarding appointments to public posts, Sezer wrote in his letter that the appointment of persons for a temporary period of time should in fact be ''exceptional''.
''The effective functioning of the state within the accepted norms and principles is only possible with appointment of capable civil servants to public posts. Civil servants represent the state, not the government, because governments are temporary, but the state is permanent. If the issues and spheres in which state policies can be formed change from one government to another, the continuousness of the state and its functions can't be provided,'' added Sezer in his letter.
