BRUSSELS - A clash between protestors and police in the Afghan city of Jalalabad that left three dead shows the "inability" of Afghan institutions to deal with such situations, President Hamid Karzai said Wednesday.
"What happened in Jalalabad today showed the inability of the state institutions," said Karzai, speaking at NATO headquarters during an official visit to Brussels.
Three people were killed and at least 60 were injured in the eastern city of Jalalabad in a violent protest sparked by a report that US soldiers were desecrating the Koran at Guantanamo Bay.
The US State Department said late Tuesday that the Pentagon was investigating a report in US-based Newsweek magazine that interrogators in Guantanamo, Cuba, kept copies of the Koran in toilets to annoy prisoners.
