ANKARA - The Turkish Industrialists' & Businessmen's Association (TUSIAD) submitted a report to government officials regarding the qualifications which a chief negotiator should have.
The report said, ''chief negotiator should have knowledge of English and French languages as well as laws, economy and policies of the EU. The negotiator should have a conciliatory character following the needs of public, private sector and NGOs.''
In the report ''Views of TUSIAD on Economic, Political and Social Development, and Turkey-EU Relations'' TUSIAD said, ''Turkey is a large country and EU process will be long.''
The report said, ''it will be in the best interests of Turkey to assign a high-ranking politician as head of the delegation. Chief negotiator and his assistants should be chosen among diplomats, bureaucrats and people working in the private sector.''
TUSIAD also touched on the discussions on a probable Presidential system in its report.
''Parliamentary system in Turkey is the result of a historical process. Initiatives aiming to change the essence of this system will cause an uncertainty in politics,'' said the report.
The report noted, ''TUSIAD thinks presidential system does not have any advantage over parliamentary system in the sense of political stability, democracy and effectiveness in administration.''
Touching on health reform, TUSIAD demanded establishment of a general health insurance for all, as well as upgrading of public hospitals by giving them more autonomy, and preparing a national medical program.
Also criticizing the practices in agricultural sector, TUSIAD said, ''production policy in agriculture prevents entrepreneurship due to practices enforced for years'' asking a change in the said policy.
