ANKARA (AA) - Participating in a seminar, titled ''Strategic Planning,'' at Ankara's Etap Altinel Hotel, The World Bank Turkey Country Director Andrew N. Vorkink has stated that focusing on the ordinary citizen while reforming public services would provide a positive and necessary motivation needed in the society.
According to Vorkink, the European Union Accession Program has strengthened the motivation in the public sector. ''The NGOs have a prominent role in enforcing public reforms. The World Bank is ready to assist Turkish government in reform process in the long-run,'' said Vorkink.
''The reforms designed in the public sector have a direct impact on the country's development. The government has a key role in determining the quality and scope of public services,'' he noted. ''When deciding the priorities, political and social forces must compromise'' told Vorkink. ''Turkish Public Fiscal Management law replaces central authority with authorities that are delegated to the spending ministries. Turkey's reforms give priority to budget performance and strategic planning. Strategic planning can help ministries and agencies align their organization and capacity to public goals,'' expressed Vorkink.
