MOHAMMAD KHATAMI COULD NOT COME ANKARA
When the Iranian conservatives blocked the ways of two Turkish company's 600 million U.S. dollars investments, Iranian President Mohammad Khatami delayed his official visit to Turkey scheduled to take place today.
ARREST WARRANT FOR PATIENT WHO FLED FROM HOSPITAL
For the first time in Turkey, an arrest warrant was issued for a patient when M.C., who has tuberculosis, fled from the hospital leaving off his treatment.
The clinic informed prosecutor's office about the incident. Dr. Seren Arpaz in her letter to the prosecutor's office said, ''M.C., born in 1956, was under treatment because of tuberculosis. However the patient escaped on August 3, 2004. The disease will re-erupt if we do not start his treatment again. The disease may also infect others.

HE GETS ANGRY AT PARLIAMENT, AND POSTPONES VISIT
Iranian President Mohammad Khatami suspended his scheduled visit to Ankara to protest the Iranian Assembly which was trying to prevent the commercial agreement made with the Turkish companies.
Attitude of Iranian Assembly, which is under the control of conservatives, in bringing a condition which brought a requirement of parliament approval to agreements which the government made with the two Turkish companies, caused a crisis.
Khatami called the Council of Ministers for an emergency meeting and said he postponed his visit to Ankara.
TURKISH-GERMAN COOPERATION AT SEA
Turkish and German companies will make cooperation in sea transportation. Three companies from Germany and two companies from Turkey formed a joint companies in this respect.
The capital of the companies, which was formed under the name of ''ACT Logistics Services Corp.'' has a capital of 360 billion Turkish lira.

President Mohammad Khatami of Iran postponed his scheduled visit to Turkey. President Khatami of Iran was scheduled to pay a official visit to Turkey between September 28th and 29th.
PARLIAMENT WORKS OVERTIME FOR EU
Turkish parliament worked overtime on Sunday and approved the draft about appellate courts to be established in eight regions, the draft Code of Civil Procedure and the remaining two articles of the draft Penal Code. The meeting between Turkish Prime Minister Recep Tayyip Erdogan and European Union (EU) Enlargement Commissioner Guenter Verheugen in Brussels had an effect on emergency session of the Parliamentary General Assembly.

After Iranian Parliament put parliamentary approval as a condition for TAV's and Turkcell's agreements with Iranian government, Iranian President Mohammad Khatami postponed his visit to Turkey.

TURKEY FINISHES ITS HOMEWORK
The parliament fulfilled the last condition required to get a start date for EU entry talks. With the adoption of Turkish Penal Code (TCK) Turkey met the Copenhagen criteria. Now that it is time for the European Union (EU).
Republican People's Party (CHP) parliamentarians criticized Prime Minister Recep Tayyip Erdogan who had withdrawn the TCK draft.
Parliamentarians of Justice and Development Party (AK Party) defended that the draft was exploited. The eyes were turned to progress report which is expected to be announced after nine days.
CER: NEGOTIATIONS SHOULD NOT BE DELAYED
The Centre for European Reforms (CER) said, ''the accession negotiations should be opened between Turkey and the European Union (EU) as soon as Turkey fulfils the Copenhagen political criteria.''
In a report entitled ''Turkey in Europe: More than a Promise?'', the CER said, ''the accession negotiations should be opened between Turkey and the EU as soon as Turkey fulfils the Copenhagen political criteria. Further delay would damage the EU's credibility. Turkey, on the other hand, must accept that fulfillment of the political criteria includes the implementation of all legislation passed by the parliament.''
''Turkey is a Euro-Asian country. Its culture and history closely entwined with Europe, with a strong European orientation and a European vocation which has been accepted for decades by European governments,'' it said.

The new penal code opening ways to European Union (EU), includes different provisions which we may appear suddenly in front of us.
-The lout who causes death of a person will be judged with a call for life imprisonment.
-Heavy imprisonment will be implemented in cases of honor killings.
-One year imprisonment terms will be given for those who curse, three years will be given for those who use electricity illegally, and seven years imprisonment terms will be given for snatch-and-run thieves.
ERDOGAN: OUR TARGET IS TO ENTER EU
Prime Minister Recep Tayyip Erdogan said they would turn Turkey into a modern and contemporary country, stating that ''we are gradually coming to the final stage. The world witnessed this. Now that our target is to become a member of the EU. There are deficiencies in implementation. We will not enjoy ourselves in negotiation process. We will overcome those deficiencies.''

PARLIAMENT APPROVES TCK, NOW EYES ON PROGRESS REPORT
Parliament approved Turkish Penal Code (TCK) that the European Union (EU) put as a condition to set a firm date to start entry talks with Turkey. Therefore, the last obstacle on the path to the EU was lifted and Turkey made its own penal code after 78 years. It is expected that enactment of the code will reflect positively to the progress report that will be made public by the EU Commission on October 6th.
PM ERDOGAN SAYS THEY WILL CONTINUE TO WORK HARD DURING EU PROCESS
Prime Minister Recep Tayyip Erdogan described Turkey's European Union (EU) process ''a long journey'', stressing that they would continue to work hard during this process. Erdogan said that Turkey made important progresses in its path to EU, noting, ''of course, we have some shortcomings in implementation. We will eliminate those shortcomings together.''

Turkish Penal Code (TCK) was approved in the Parliamentary General Assembly on Sunday. 345-article code will come into force on April 1, 2005. The new TCK defined target of the penal code as protecting individual rights and freedoms, public order and security, rule of law, public health, environment and social peace, and preventing criminal acts.
ERDOGAN: ''WE WILL SPREAD INVESTMENTS ALL OVER TURKEY''
Turkish Prime Minister Recep Tayyip Erdogan said that they would spread investments all over Turkey. Stating that they aimed to eliminate unemployment, Erdogan said that they would make Turkey a modern country.
