PARLIAMENT TO CONVENE FOR TCK ON SUNDAY
Turkish parliament will convene on Sunday to debate draft penal code (TCK). Parliament Speaker Bulent Arinc called on parliament to convene in an emergency session at 11.00 hrs local time on September 26th in line with the application of the ruling Justice and Development Party (AK Party). Arinc said that he would chair the emergency session of the parliament.
INVESTMENTS IN TURKEY
Hyundai wanted to invest in Turkey at the range of 500 million U.S. dollars for a new model automobile. Hyundai expects Turkish government to decrease customs tax. Renault International Operations Director Menard said that they would make investment amounting to 200 million U.S. dollars in Turkey. French Peugeot President Geuors said that they considered Turkey a part of the European Union (EU), stating that they were working to increase the capacity.

SPECIAL SUMMIT ON TURKEY
President Jacques Chirac of France and German Chancellor Gerhard Schroeder will meet on October 1st to discuss recent developments about Turkey`s European Union (EU) membership process.
BARROSO: ``WHAT IS HAPPENING IS VERY GOOD NEWS``
Jose Manuel Durao Barroso, the incoming chief of the European Union (EU) Commission, said that he was positive about Turkey`s EU membership, provided the country lived up to all the criteria on democracy, human rights and the rule of law. ``What is happening is very good news, that with the prospects of accession Turkey is engaged in a process of reforms. That`s good for the Turkish people and good for democracy,`` he said.
MAD COW DISEASE PANIC IN ISTANBUL
A 55-year-old woman was admitted to hospital after being diagnosed as mad cow disease. Prof. Dr. Oguzhan Coban from the Istanbul University Faculty of Medicine said that the diagnose was not confirmed yet. He added that they got suspicious about Creutzfeld-Jakob disease having similar symptoms.

UNAKITAN: ``TAXES WILL BE REDUCED WITHIN THREE YEARS``
Turkish Finance Ministry which planned to reduce taxes within three years reached agreement with International Monetary Fund (IMF) on ``conditional discount``. IMF delegation held meetings with Finance Ministry on taxes, unregistered economy and incomes. Finance Minister Kemal Unakitan said that they were working on reduction in taxes, stating that they would continue to comply with financial discipline and economic program.
``U.S. SHOULD SHOW MORE CONSIDERATION FOR TURKEY`S CONCERNS OVER IRAQ``
Turkish Foreign Minister & Deputy Prime Minister Abdullah Gul called on the United States to show more consideration for Turkey`s concerns over Iraq. Gul, who met U.S. Secretary of State Colin Powell in New York, gave messages to the United States about Kirkuk, PKK, and Cyprus. Gul stated, ``Turkey`s targets and vision on Iraq are similar to those of the United States. Your success is our success. Your failure is our failure. However, there is a significant difference that we will continue to be in the region after you leave. So, it is very natural that we have deep concerns over the developments in Iraq.``

TURKEY ASKS FOR SUPPORT OF UNITED NATIONS
Foreign Minister & Deputy Prime Minister Abdullah Gul said, ``the United Nations Security Council should be more balanced with more members. We believe that representation in the Council should be more extensive and fair.`` Addressing the United Nations General Assembly, Gul said, ``I would like to affirm Turkey`s candidacy as a non-permanent member in the United Nations Security Council for the period of 2009-2010. We rightfully expect support of the United Nations General Assembly for Turkey`s candidacy.``
BARZANI CHALLENGES
Iraqi Kurdistan Democratic Party (KDP) leader Barzani said that if the issue of Kirkuk was resolved in line with the temporary constitution of Iraq Kurds would claim Kirkuk by using force.
ARINC CALLS ON PARLIAMENT TO CONVENE ON SUNDAY

Arinc said, ``three drafts will be debated at the session. These are the draft TCK, the draft about the appellate courts to be established in eight regions and the draft about Code of Civil Procedure.``

EYES ON EU SUMMIT IN DECEMBER
If the European Commission`s progress report on Turkey which would be made public on October 6th says that Turkey complied with conditions and if the report recommends that European Union (EU) should start entry talks with Turkey, it will be difficult for EU leaders to make an opposite decision on December 17th.
``IRAQ IS OUR COMMON DESTINY``
Turkish Foreign Minister and Deputy Prime Minister Abdullah Gul who asked for support for Turkey`s membership to UN Security Council at the UN General Assembly also explained his views on Iraq. Iraq`s success will be our success, and its failure will be our failure. When we are trying to extend aid to Iraq, we are damaged seriously.`` Gul also asked countries to support UN Secretary General Kofi Annan`s mission of good will on Cyprus. Foreign Minister Gul also underlined that isolation of Turkish Cypriots should be ended.

The western press gave broad place to recent developments in Turkey`s European Union (EU) membership process. German Bild newspaper used the title, ``Welcome to Europe``.
GUL: ``SUFFERING OF TURKISH CYPRIOT PEOPLE SHOULD COME TO AN END``
Foreign Minister & Deputy Prime Minister Abdullah Gul called on members of the United Nations to put an end to isolation of Turkish Cypriot people. Addressing the United Nations General Assembly, Gul said, ``although Turkish Cypriot people supported United Nations Secretary General Kofi Annan`s plan in the referenda in Cyprus in April, they have still been suffering from isolation.``

ERDOGAN NAMES ARINC AS AK PARTY`S CANDIDATE
The new legislative year will start on Oct. 1st, 2004. In accordance with the Constitution and Parliamentary By-law, the parliament has to elect its new speaker before October 10th. MPs will be given a five-day period to apply for candidacy. Prime Minister Recep Tayyip Erdogan, who also acts as leader of the Justice and Development Party (AK Party), named Bulent Arinc as their candidate for parliament speaker.
GUL WARNS POWELL FOR KIRKUK
Foreign Minister & Deputy Prime Minister Abdullah Gul, who is currently in New York to attend the 59th session of the United Nations General Assembly, met U.S. Secretary of State Colin Powell. During the meeting, Gul warned Powell that status of Kirkuk city of Iraq should be determined as soon as possible.

INDUSTRIALISTS EXPECT STABILITY
The Industrialists` and Businessmen`s Associations (SIAD) Executive Board requested that negotiations with the European Union (EU) should be completed without any problem and the atmosphere of confidence and stability should not be harmed again. State Minister Ali Babacan who delivered a speech in the meeting of SIAD Executive Board said that Turkey was no longer a country of uncertainties. Babacan stressed that Turkey had important goals, adding that it first aimed to fulfill political reforms.

European Union (EU) Enlargement Commissioner Guenter Verheugen said that there has been a great transformation in Turkey in the recent years, stating that no countries could do what Turkey did.
