ANKARA - Turkish Parliament Speaker Bulent Arinc said on Wednesday about the Republican People's Party's (CHP) initiative to hold an emergency session at the parliament on September 28th, ''according to my point of view, if a legislative action will be taken about the draft Turkish Penal Code (TCK), it should be done before September 30th.''
In a news conference, Arinc whose term in office will end on September 30th, said, ''although there is not any clear-cut rule in the by-law, usually legislative works are not being carried out during the five-day period following the beginning of the new legislative year. During this period, MPs will apply to run for the new speakership of the parliament.''
''According to my point of view, this implementation is proper. If a legislative work will be carried about the draft TCK, it should be done before September 30th,'' he added. On the other hand, the EU Commission is planning to make public its progress report on Turkey on Oct. 6th, it was recalled.
