Warrant Of Arrest Issued For Former Mp Bayram In 181 Countries

ANKARA - ''A warrant of arrest for a former MP Mustafa Bayram and his son Halit Bayram has been diffused in 181 countries'', Ramazan Er, spokesman and Deputy Director General of Security said on Friday. Both men were accused of drug smuggling.
Er told the weekly press briefing that police continued its researches without interruption.
Answering a question if there was any systematic mal-treatment or torture in Turkey, Er said, ''it is definitely out of question.'' Er noted that there was a decrease in number of security officials who were prosecuted on charges of mal-treatment and/or torture, in recent years.
''Turkey has recorded progress in this area. There is not any country in the world, where there is zero human rights violation,'' Er said.
Er stated that 11 security officials were penalized administratively, while 56 others were condemned by the courts on charges of ''torture'' which was regulated by the Article 245 of the Turkish Penal Code (TCK).
When a reporter recalled that the number of security officials who were condemned was more than those who got administrative punishment and asked if torture crimes were tolerated by administrative authorities, Er said, ''no, there is not any tolerance. Also, such claims are carefully examined.''
