ANKARA - Turkish State Minister and Deputy Prime Minister Abdullatif Sener said on Friday that he submitted to the Prime Minister's Office a written proposal prepared by the Capital Market Board (SPK) regarding mortgage system.
Sener told a press conference that mortgage system was one of the most important projects aiming to revive the construction business.
''It seems that the system will be implemented as of the second half of 2005,'' Sener said.
Asked if the text he submitted to PM's office was a draft law, Sener said, ''no, there is need for a law for this system. But firstly, we need to form a committee comprised of officials of different ministries, and then list the necessary work we have to accomplish.''
On the other hand, commenting on the growth rate announced earlier in the day, Sener said that the 5.8 percent growth rate foreseen for 2004 had already been achieved.
He noted that 14.4 percent of growth rate was recorded in the second quarter of 2004, and the rate was 13.5 percent for the first half of this year. Therefore, he added, Turkey had already recorded 5.8 percent of growth rate for 2004.
