ANKARA - Turkey's top administrative court suspended Tuesday a decree issued by the head of country's higher education board which said that "there was no need for an additional legal arrangement" to allow female students wear headscarves at universities after the parliament amended two articles of the Constitution.
The Council of State qualified the decree as "a circular note" and ruled on "stay of the execution" unanimously.
Turkish President Abdullah Gul approved in February two constitutional amendments to articles 10 and 42 which freed headscarf at universities.
Prof. Yusuf Ziya Ozcan, chairman of the Higher Board of Education (YOK), issued a decree on February 24th for university rectors to allow headscarf without "waiting for an additional legal arrangement."
A number of scholar associations appealed to the Council of State for the annulment and the stay of the execution of the decree.
