Iraqi Neighbors Welcome U.N. Security Council Resolution On Iraq And Transfer Of Sovereignty

ISTANBUL (CIHAN) - The final declaration of the 6th unofficial meeting of Iraqi neighboring countries condemned terrorist attacks against civilians, Iraqi security forces, humanitarian and religious foundations, international organizations and diplomatic establishments, but attacks against American soldiers were not condemned.
The meeting was held in Istanbul on Tuesday and foreign ministers of Iraqi neighbors, who are in Istanbul to attend the foreign ministers Summit of Organization of Islamic Conference (OIC), attended the unofficial meeting.
The final declaration of the meeting emphasized Iraq`s independence, sovereignty, national integrity and territorial integrity.
The final declaration underlined the importance of the rights of the Iraqi people to determine their political future and to control Iraq`s natural resources. Iraqi neighbors welcomed the transfer of sovereignty from the US-led occupation forces to the newly established Iraqi government on June 30.
Iraqi neighbors also welcomed the United Nations Security Council`s 1546 number resolution, which demands the end of the occupation of Iraq and demands the transfer of sovereignty. The final declaration reiterated a paragraph of the UN Security Council resolution demanding key roles for the Iraqi people in establishment of their own state institutions and in preparation for general election.
The Iraq resolution was submitted by the United Kingdom and the US to the UN Security Council. The five permanent and ten temporary members of the Security Council all voted in favor of the resolution.
The resolution foresees the transfer of sovereignty from the US-led occupation forces to the Governing Council of Iraq on June 30 but the resolution delegates some of the authority of the Iraqi Governing Council to the US-led coalition forces for the maintenance of stability in Iraq.
The resolution gives the Iraqi Governing Council the right to demand that the US-led occupation forces leave the country any time the Governing Council wishes. It also provides for the holding of elections in Iraq by June 31, 2005 at the latest.
The resolution calls for cooperation between the Iraqi Governing Council and the US-led occupation forces in carrying out security operations within the country. The UN resolution, however, does not give the Iraqi Governing Council the right to the to veto wide-ranging security operations by the US and its allies in Iraq.
The Iraqi neighboring countries also demanded control of foreign powers after the transfer of sovereignty by the administration of United Nations, which would determine framework and structure of foreign powers in Iraq and Iraqi neighbors also demanded all powers, which would be part of international power in Iraq after the transfer of sovereignty, to be complied with the international law.
Pointing to the Kurdistan Workers` Party (PKK) terrorist organization in Turkey, the Iraqi neighboring states said that the Interim Governing Council of Iraq was responsible for acts of terrorist organizations, which were centered in Iraq and carrying out terrorist activities in neighbor countries. It called on the Interim Governing Council of Iraq to stop these terrorist organizations.
The 6th meeting of Iraqi neighbors was planned to be held in Egypt but the foreign ministers, who are in Istanbul for foreign Ministers Summit of OIC, decided to hold the meeting in Istanbul due to their busy program in the upcoming months.
Former meetings of Iraqi neighbors were held Istanbul, Riyadh, Tehran, Damascus and Kuwait successively.
